The Bureau of Quarantine observes an e-Arrival Card scan-and-go system in our airports for ease of travel. SELECT MIDDLE EAST FLIGHTS CANCELED UNTIL JUNE 30
To our valued passengers:
We have been compelled to cancel certain Middle East flights due to government travel and capacity restrictions.
Due to the extension of the Philippine Government travel ban on arrivals from the United Arab Emirates (UAE) until June 30, the following flights serving Dubai are cancelled:
June 16, 23 and 30:
PR 658/659 - Manila-Dubai-Manila
Our flights to and from Qatar (Doha) and Saudi Arabia (Riyadh and Dammam) are continuing, and we fully intend to operate all of these flights to cater to the pressing travel needs of Overseas Filipino Workers (OFWs).
However, we remind our passengers that PAL is occasionally compelled to cancel certain flights from time to time to comply with capacity limitations at Manila airport. When a temporary shortage develops in the allocation of hotel rooms for OFWs in Metro Manila and environs, we may be forced to cancel at the last moment. (On one occasion last June 6, we had to fly our aircraft empty from Riyadh to Manila because we were not allowed to board the passengers who had been waiting to take the flight home.)
For the period 1 June to 15 June, there have been 12 flight cancellations affecting our routes to Dammam, Doha and Riyadh. These force majeure cancellations were due to the shortage of quarantine accommodations and other limitations, as advised by the Philippine government. When combined with the total suspension of flights to/from Dubai, the cancellations affected an estimated 10,000 passengers. We sincerely regret the inconvenience to our passengers, and seek their kind understanding that this is a situation beyond our control.
As an alternative, the Department of Foreign Affairs (DFA) and PAL have been coordinating to arrange special repatriation flights to ferry stranded passengers from the Middle East, including a repatriation flight last June 14 from Dubai and more that we hope to set up next week.
If you are a passenger of these cancelled flights, you may opt to:
1. Convert your ticket to a Travel Voucher;
2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge;
3. Refund your ticket without penalties.

ALERT: Transfer of PAL Los Angeles flights to new LAX midfield gates from June 15 [UPDATE]
Effective June 1, 2021 *, PAL will be forced, over our protest, to move our flights departing and arriving at Los Angeles to the new Midfield Satellite Concourse (MSC) of the Tom Bradley International Terminal (TBIT) at Los Angeles International Airport (LAX).
[ * UPDATE: -- The Los Angeles airport authority advised us that the transfer date is moved to June 15, 2021]
The MSC gates are in a separate concourse that is connected to the main TBIT area by an underground tunnel. We ask for your patience and understanding and alert you on the following:
• Additional Walk Time to and from Aircraft Gates: Please allot approximately 20 minutes additional time to walk to your departure gates at the MSC. From the TBIT main concourse, after clearing security, passengers will need to access the tunnel walkway via escalators, elevators and moving walkways.
• Alternative transportation: There will be terminal transfer vehicles (similar to golf carts) available for passengers who are unable to walk the full distance; accessible via elevators and escalators from the TBIT main concourse. Please allot extra time in case of limited availability of these transfer vehicles. Passengers using wheelchairs will also need to take the elevators.
• Limited shops and services: Please note there are limited shops and food service facilities at the MSC; please plan on completing your shopping and dining needs at the TBIT main concourse pre-departure area, before proceeding to the MSC for boarding.
• No Change in Check-in or Arrivals location: All departing PAL passengers will check in at the TBIT, and all arriving PAL passengers will claim baggage and clear immigrations and customs at the TBIT, in the same areas in use today.
We sincerely apologize for the inconvenience that the Airport’s decision may cause you. PAL has appealed urgently to the airport authority to reconsider the decision to move PAL flights from the TBIT to the MSC; PAL also is seeking assistance from city officials. We have raised the important consideration that a large number of our Filipino-American and visiting Filipino travelers are senior citizens or persons with disability who would be better served if the boarding gates are located closer to the check-in and security areas. We will continue to pursue all available remedies in the hope that our flights will be retained at the original gates of the main TBIT concourse for the well-being and convenience of our valued passengers.
We will update you if there are any new developments as our dialogue with the authorities continues.

TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.
Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.
ARRIVING IN THE PHILIPPINES

MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.
HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)
NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.
The PAL testing center provides drive-thru or walk-in testing from 8AM to 8PM daily at PAL Learning Center and 12NN to 8AM the next day for PAL Gate 3 (except for Mondays, operations start at 8PM). The tests cost 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.
Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Learning Center or PAL Gate 3 (see above information on "NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING CENTER").
Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.

Flight from Doha on March 26 to land in Clark
Attention: Passengers departing from DOHA on March 26
Your PAL flight will be re-routed to land in Clark (Clark International Airport - CRK) instead of in Manila, because of quarantine capacity limitations at Manila airport. The re-routing to Clark is necessary to avoid a full cancellation of your flight. More details:
• PR 685 (now as PR 689) originally set for March 25 is now re-set to depart from Doha on March 26 at 09:45 PM and arrive in CLARK at 11:20 AM next day (March 27)
ATTENTION - WHAT TO EXPECT
You will undergo a facility-based quarantine while waiting for your RT-PCR test administered on day six (6). Day one (1) starts on the day of your arrival.

2. For non-OFWs and foreign nationals, please ensure to have a confirmed booking at a hotel accredited by tourism and health agencies and for at least six (6) nights. Passengers arriving before hotel standard check-in times are encouraged to book an additional night to ensure room availability. You must stay at your booked hotel for your scheduled test and until the test result is sent and a BOQ medical certificate is issued. DURING THE FLIGHT
3. During your flight, accomplish the Arrival Card.
WHEN YOU ARRIVE
4. At the BOQ Desk, submit the Health Declaration Card to the Bureau of Quarantine Personnel.
5. For non-OFWs and non-Filipinos, proceed to Philippine Airport Diagnostic Laboratory (PADLab) desk for CIF verification and payment (Php 4,000.00).
6. Proceed to your designated desk for your hotel verification and assignment:
For OFWs, proceed to the Overseas Workers Welfare Administration (OWWA) Desk
• For non-OFWs and foreign nationals, proceed to the DOT Desk.
7. Clear with Immigration and submit the Arrival Card.
8. Claim your baggage at the designated carousel and clear with Customs Check.
9. Proceed to your quarantine hotel.
For OFWs, a shuttle/bus provided by OWWA will take you to your assigned hotel.
• For non-OFWs and foreign nationals, only pre-arranged airport-hotel transfer services or airport taxis are allowed to take you to your assigned hotel.
AT THE QUARANTINE HOTEL
10. Check in at your hotel and wait for your scheduled test, which is on day 6 of your quarantine stay. Wait for an e-mail of your swab test result, which you will receive in 24- 48 hours.
Day 1 starts on the day you arrive in the Philippines. If you develop COVID-19 symptoms (e.g., dry cough, shortness of breath, loss of taste and/or smell, etc.) at any time before your scheduled test, please inform the hotel you are staying in so a medical or BOQ officer can assess and check up on you immediately.
11. For OFWs, your accommodation and food during your stay will be shouldered by the Philippine government. For non-OFWs, your accommodation and food during your stay will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.
GOING HOME
12. If you test positive, the Bureau of Quarantine will transfer you to a designated hospital for further medical management.
If you test negative, the Bureau of Quarantine will send you your test result together with a Medical Clearance Certificate. Present this together with your test result for clearance from your hotel.
13. You may call your relatives or respective Local Government Units to pick you up at your hotel or arrange your own transportation.
• For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na (https://bit.ly/382YOFQ) portal for further transportation needs.
• For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs.
• For non-OFWs and foreign nationals, if your ticket’s original destination is in Metro Manila or outside Clark, Philippine Airlines shall accommodate you on a shuttle/bus that will take you to NAIA Terminal 2. Please coordinate with your hotel so that they can notify us that you are ready to be transported to Manila.
You may also wish to be accommodated on the next flight available to your final point of arrival (e.g., Clark-Davao). Call our Reservations Hotline at +6328855-8888 (8AM to 8PM) for changes on connecting flight/s. If you wish to depart from Clark, an airport terminal fee (or Passenger Service Charge / PSC) amounting to PHP 150.00 will be collected from you in Clark International Airport upon check-in. To avoid inconvenience, please prepare the PSC in Philippine Peso currency prior to check-in in Clark. For OFWs, the airport terminal fee shall be shouldered by OWWA or your LMAs.
14. If you wish to terminate your travel in Clark instead, you must sign a Declaration and Release Form from PAL, available at the reception desk of your hotel.
15. If you have an onward PAL flight, please ensure to pre-register and secure all travel and health documents required by your destination’s Local Government Unit (LGU). For more information: http://bit.ly/3q8DkgY
16. Please complete your 14-day quarantine or self-isolation under the monitoring of your LGU and Barangay Health Emergency Response Teams (BHERT).

Tawagan ang kamag-anak at magpakuha ng ACCEPTANCE LETTER. Tatawagan po kasi ng LGU kung saan ka ngayon ang uuwian mong probinsya o LGU para kumpirmahin ang iyong pag-uwi. Mas madali ang pagkuha ng travel authority kapag ang iyong kamag-anak sa iyong uuwian ay nakapunta rin sa LGU municipal office para ipaalam na uuwi ka at makakuha ng acceptance letter. Pag nakakuha na ng ACCEPTANCE LETTER ang iyong kamag-anak ay pakuhanan ito ng picture at nararapat na isend ng kamag-anak mo sa messenger dahil ikaw na byahero ay ipapakita mo ito sa PNP upang di kana mahirapan sa pagkuha ng travel authority.
