Today we announced the new date for WA’s full border opening – and it’s worth talking through how we got here.

Four weeks ago, on January 20, we took the difficult decision to delay Western Australia’s full border opening.

It was a tough call – but it was also the right call for our State.
Proceeding with the original plan and dropping our borders at the height of the east coast Omicron outbreak would have been a complete unforced error.

It would have caused a massive seeding event, while we had low third dose vaccination rates, and children aged 5 to 11 barely had the time to get even one dose.

Instead we committed to review the border controls in February, while we drove up our vaccination rates and created a pathway for tens of thousands of Western Australians and others to come back in a safe and orderly way, with quarantine and testing.

In the four weeks since that announcement;
-34,000 people safely returned to WA
-We have driven up our vaccination levels, with our third dose rates soaring from 25 per cent then, to more than 55 per cent today, and expected to climb to 70 per cent by March 3
-On top of that, first doses for children aged five to 11 have tripled from 13 per cent to 45.7 per cent.
-And thankfully, the east coast Omicron outbreak appears to have peaked and is declining.

Our promised review has now been completed. And it is clear that the situation has improved.

It is plain to see that four weeks of caution, has paid dividends.
It is now far safer to relax our hard border settings.

So, based on the latest health advice, I can announce, that effective 12:01am Thursday the 3rd of March, Western Australia will resume our full border opening – safely, sensibly and responsibly.

The notice period of nearly two weeks gives the community and businesses time to prepare and make plans.

I know removing the hard border is a step that some in the community have been looking forward to for some time.

I note there are also Western Australians who will be apprehensive, but I want them to know – WA is prepared.

We have the supplies, we have the policy settings.

We have one of the most vaccinated populations in the world.

But we still have the capacity to do more.

So please – if it’s been three months since your second dose, go and book your third dose now.

Do not wait, do not hesitate, vaccination can save your life.

March 3 will be a step forward for Western Australia.

A safe step forward, taken at the right time, in the right way.

Mark the calendars.. we have a date!! WA's borders will reopen for domestic and international travel on 5th February 2021!

Today I can announce that at 12:01am Saturday, 5 February, Western Australia will ease its hard border restrictions for vaccinated travellers.

This will be a major step forward for our State in how we manage the COVID-19 pandemic.

But, with the inevitable arrival of COVID-19 into the community, there are a few things that will change as a result.

----

- Travel -

While controlled borders will ease for international and interstate arrivals, allowing for quarantine free travel, there will still be testing and vaccination requirements on travellers.

All interstate arrivals aged 12 and over must be double dose vaccinated, unless exempt, with PCR testing requirements dependent on length of travel.

International travel will still be governed by Commonwealth border and biosecurity controls, determining the rules for Australians and foreign citizens arriving from overseas.

All international arrivals will be subject to PCR testing pre-departure and on arrival. Only unvaccinated travellers will be required to quarantine for 14 days at an approved facility.

These are reasonable and proportional steps to ensure the opportunities for COVID to enter the community are limited as much as humanly possible.

- Public Health Measures -

Proof of vaccination will be required for entry at:
- nightclubs
- the Crown complex
- the four major stadiums (Optus Stadium, RAC Arena, HBF Arena, HBF Park)
- events with 1,000 or more patrons

Other businesses may also choose to have proof of vaccination requirements as a condition of entry to protect their staff and patrons, if they wish.

Mask wearing will only be required for:
- public transport, taxis and rideshare services
- at airports and on flights
- visitors to hospitals, residential aged care, residential disability care, and custodial corrections facilities

Entry will still be restricted to remote Aboriginal communities where necessary.

WA’s unique position of zero-COVID and a high vaccination rate means border controls can ease with minimal community restrictions, compared to other jurisdictions.

- Regions -

Unfortunately, as flagged, some areas of regional WA have dramatically lower rates of vaccination than the rest of the state and cannot live safely without higher levels of restrictions

At present the Pilbara, the Goldfields and the Kimberley are the only regions with first dose rates below 80 per cent.

If a region cannot reach a double dose rate of 80 per cent by February 5, they will be subject to more restrictions including, expanded proof of vaccination requirements for venues and air travel into the region, and mask wearing required at venues not covered by the vaccination requirements.

We do not want to impose these restrictions if we do not have to. So we are imploring anyone not yet vaccinated to do so right away.

Saturday, 5 February is a day that some Western Australians have been looking forward to for some time, while for others, it’s a day that makes them worry.

But my message to all Western Australians is simple.

Since day one of this pandemic - we have been careful and we have been cautious.

We have followed the health advice, and we have been successful.

The health advice is that with a vaccination rate of 90 per cent, that we expect to reach by 5 February, and sensible public health measures, it is safe to ease our border controls.

Western Australians can have confidence that it is the time is right to ease our border controls.

That our health system is ready, that we have the equipment, the hospital capacity, the contact tracing, the workforce and the vaccination rate required to handle the arrival of COVID-19 in the community.

We also know that we can count on Western Australians to do the right thing - following the public health measures, getting vaccinated, checking-in at venues, staying home when unwell, and getting tested when required.

Come Saturday, 5 February, we will be in the best possible position to reconnect with the world, on our terms, and start the next phase of pandemic management for Western Australia.

International arrival cap into WA will double to 530 a week from 20 November!

This is a small, but significant step, towards opening back up to international travel, in particular for WA residents.

WA’s safe and sensible controlled border arrangements have helped keep WA safe.

With our ever growing vaccination rate, we're able to safely increase our international arrivals cap from Saturday, 20 November – in line with WA reaching 70% double dose vaccination rate (12+).

This will take the international passenger arrivals cap from 265 to 530 travellers per week.

All international arrivals directly into WA must quarantine in a State-run hotel facility for 14 days - with all arrivals subject to COVID-19 testing.

Any international traveller who arrives into NSW, Victoria and ACT needs to complete 14 days in Australia before they can apply for a G2G Pass to enter WA under our controlled border.

Very important advice for Western Australians currently in NSW. If you’re looking to return, now is the time.

⚠️ Important information for Western Australians seeking to return home from NSW ⚠️

With case numbers increasing again in New South Wales, and the situation unlikely to improve significantly in the short term, any Western Australians looking to return from NSW should act now, before a likely reclassification under our controlled border.

Western Australians who left the State for NSW this year and are seeking to return can apply to do so on compassionate grounds, subject to the following conditions:

- Have received at least one dose of a COVID-19 vaccine (provided that they are eligible)
- Return a negative test result within 72 hours prior to travel
- Self-quarantine for 14 days on arrival in WA at a suitable premises
- Be tested for COVID-19 on arrival and on day 12 of self-quarantine
- Use the G2G Now app while in quarantine

Please note that travellers must be approved prior to travelling to WA. Proof of vaccination, testing and reason for return to WA are required, as well as details about the location where self-quarantine will be completed and other information.

This exemption category will no longer be available if NSW is classified as an 'extreme risk' jurisdiction, so anyone looking to return should act now. Applications for travel can be made through the G2G Pass system.

In response to the latest health advice from the Chief Health Officer, we will be strengthening our safe and sensible controlled border arrangements to protect Western Australians, as well as adjusting the classifications of New South Wales, the ACT and South Australia.

As part of these changes, the ‘high risk’ category has been upgraded and a new ‘extreme risk’ category has been introduced under WA’s controlled border.

🟣 New South Wales

New South Wales will be classified as a ‘high risk’ jurisdiction effective 12.01am Tuesday, August 17.

Under this classification, approved travellers from NSW, will be subject to these additional strict conditions to enter WA:
- proof of a negative COVID-19 PCR test in the 72 hours prior to departure;
- proof of receipt of at least one dose of COVID-19 vaccine, where eligible; and
- a mandatory requirement to use the G2G Now app while in quarantine in WA.

These are in addition to the existing requirements under the ‘medium risk’ classification – including exemption requirements, 14 days self-quarantine and testing requirements.

🔴 Australian Capital Territory

Following a number of community cases, the Australia Capital Territory will transition to ‘medium risk’ at midnight tonight (12:01am Saturday 14 August). This will return WA to hard border arrangements with the ACT.

Travel from ACT will no longer be permitted, unless you are an approved traveller. This also applies to anyone who may have been in ACT since and has not completed 14 days of quarantine in a lower risk State or Territory.

Approved travellers arriving in WA after 12.01am Saturday, August 14 must:
- self-quarantine in a suitable premise for 14 days;
- present for an initial COVID-19 test within 48 hours;
- present for a COVID-19 test if any symptoms develop during quarantine; and
- present for a COVID-19 test on day 12 after arrival in WA (if still in WA).

People who have recently travelled to the ACT are urged to return to WA now.

🟠 South Australia

Following the improved situation in South Australia and the latest health advice, South Australia will transition to a ‘low risk’ jurisdiction from midnight tonight (12.01am Saturday, 14 August). Under this classification, travellers will no longer require an exemption to travel to WA from South Australia.

Anyone entering from South Australia under this revised classification will be subject to the following strict conditions:
- present for a COVID-19 test on arrival (within 48 hours) and on day 12;
- self-quarantine for 14 days in a suitable premise;
- complete a G2G Pass declaration prior to arrival, stipulating they do not have any COVID-19 symptoms and which jurisdictions they have been in the previous 14 days;
- land arrivals to be met at the border checkpoint, for a health screening and to have their G2G Pass declaration checked before proceeding to their self-quarantine premise.

Adjustment to exemption rules for returning Western Australians

Due to the worsening situation in New South Wales, the State Government will also make an adjustment to exemption rules to help Western Australians return home.

Compassionate guidelines will be adjusted to ensure that people who recently left WA, and have roots in WA and a legitimate right to return, will also be offered a pathway to return to WA subject to the relevant quarantine conditions and required evidence.

"New Zealand is set to join WA’s safe and sensible controlled interstate border as a ‘very low risk’ jurisdiction from 12.01am, Monday 19 April, pending no further outbreaks.

This means travellers from New Zealand will be able to enter WA without having to quarantine, subject to strict conditions.

To prohibit border hopping from other countries outside of Australia and New Zealand, currently arrivals, outside of Australia, entering New Zealand must also complete 14 days of quarantine similar to arrangements in place for international arrivals into Australia.

Travellers entering WA from ‘very low risk’ jurisdictions must:
- Complete a mandatory G2G PASS registration and declaration prior to travel
- On arrival at Perth Airport, complete a health screening.
- Scan your G2G PASS to exit the airport."

Following the latest expert health advice, Queensland will transition to from a ‘medium risk’ to a ‘low risk’ state under WA's controlled interstate border from 12.01am tomorrow (Wednesday, 7 April).

Under this change, an exemption will no longer be required to travel to WA from Queensland.

However, strict conditions will apply for all travellers from Queensland, including:
• self-quarantine for 14 days in a suitable premises;
• present for a COVID-19 test on day 11;
• all Perth Airport arrivals to undergo a health screening and temperature test;
• be prepared to take a COVID-19 test at the airport COVID clinic, if deemed necessary by a health clinician (voluntary asymptomatic testing available for all airport arrivals);
• land arrivals to be met at the border checkpoint, for a health screening and to have their G2G Pass declaration checked before proceeding to self-quarantine premise;
• complete a G2G Pass declaration, stipulating they do not have any COVID-19 symptoms and which jurisdictions the traveller has been in over the previous 14 days.

The WA Chief Health Officer will continue to monitor and review border controls to determine if any further adjustments can be made in the future.

While we are all very excited about the announcement of a 2 way travel bubble with New Zealand, we are still awaiting the official word from the WA government about whether you’ll need to quarantine on return or not.

At this stage the official advice online is:

"If you are arriving in WA directly from New Zealand, you will be considered an international traveller and are subject to the Commonwealth Government’s mandatory quarantine period of 14 days in a State Quarantine Facility (hotel quarantine) at your own expense".

But we are led to believe this is currently under review and should hear more in the coming days.

WA’s hard border with Queensland will be reintroduced from midnight tonight.

In the wake of the escalating situation overnight, Western Australia will re-introduce a hard border for travel from Queensland.

Following updated advice from the WA Chief Health Officer this morning, Queensland will transition from a ‘low risk’ State to a ‘medium risk’ State under WA’s controlled interstate border regime, from 12.01am tomorrow, 30 March 2021.

Travel from Queensland will no longer be permitted, unless you are an exempt traveller. This also applies to anyone who may have been in Queensland since 27 March and has not completed 14 days in a ‘very low risk’ State or Territory.

The exemption list is limited to:

• certain senior Government officials;
• certain active military personnel;
• a member of the Commonwealth Parliament;
• a person carrying out functions under a law of the Commonwealth;
• a person responsible for transport freight or logistics; and
• anyone who is given approval by State Emergency Coordinator or an authorised officer.

The final category includes compassionate reasons - including those Western Australians that may have travelled to Queensland recently and need to return to WA.

Exempt travellers arriving to WA must:

• self-quarantine in a suitable premise for 14 days;
• present for an initial COVID-19 test on arrival at Perth Airport;
• present for a COVID-19 test if any symptoms develop during quarantine;
• present for a COVID-19 test on day 11 after arrival in WA (if still in WA).

Anyone who has arrived in WA from Queensland between March 20 and March 26 (inclusive) will continue to be contacted by WA Police, using the G2G Pass system, with the latest advice regarding new Queensland and Byron Bay locations.

It is important that these people familiarise themselves with the latest exposure sites, as contact tracing continues to uncover more sites. Information can be viewed here: https://www.qld.gov.au/health/conditions/health-alerts/coronavirus-covid-19/current-status/contact-tracing and https://www.health.nsw.gov.au/Infectious/covid-19/Pages/case-locations-and-alerts.aspx

People who have been to these exposure locations must get tested immediately, self-quarantine for 14 days and present for a day 11 test.

For anyone who has come into contact with someone who recently arrived from Queensland, self-quarantine is not necessary and COVID-19 testing is only required if symptoms develop.

As previously announced, anyone who has arrived from Queensland since 12:01am, Saturday 27 March is required to:
• self-quarantine in a suitable premise until you have spent 14 days in WA;
• present for a COVID-19 test if any symptoms develop during quarantine;
• present for a COVID-19 test on day 11 after arrival in WA (if still in WA).

We are thinking of our friends and family in Queensland as they go into lockdown this evening, they are doing the right thing to keep Queensland safe and protect us all across the country.

We have been monitoring the situation closely and have scaled up our border controls as required to keep our community safe - this hard border measure is necessary and our best defence in keeping the virus out.

I know this change will be disruptive for many people and put many people’s plans in disarray, however we need to put the health of our WA community first.

If you are a recent arrival from Queensland or arriving today, before midnight, you are free to depart WA and return to Queensland.
