David Černý (°1967) is a Czech artist best known for creating a number of contentious and provocative sculptures.
Among his most well-known works is the 1999 satirical sculpture "Horse," which depicts St. Wenceslas resting on the belly of his dead horse. It was originally put near the lower end of Wenceslas Square, but it is now in the Lucerna Passage in Prague's New Town.
This monument was placed with the help of Dagmar Havel, Václav Havel's sister-in-law and the owner of the Lucerna, who agreed with the artist that the piece would hang in the Lucerna Passage until constitutional monarchy was restored in the Czech Crown's lands.
