Good morning! Happy New Year's Eve!

Thought I would share this information with you in regards to Cruising:

The U.S. Centers for Disease Control and Prevention (CDC) has raised its COVID-19 Travel Health Notice Level for cruise travel from Level 3 to Level 4 – the highest level – reflecting increases in cases onboard cruise ships since the Omicron variant was identified.

In its update, the CDC is advising travellers to ‘avoid cruise travel regardless of vaccination status.”

The CDC notes in its updated notice that even fully vaccinated travellers may be at risk for getting and spreading COVID-19 variants.

It also states that the virus that causes COVID-19 spreads easily between people in close quarters on board ships, and the chance of getting COVID-19 on cruise ships is very high, even if you are fully vaccinated and have received a COVID-19 vaccine booster dose.

Since the identification of the Omicron variant, there has been an increase in the number of COVID-19 cases among cruise passengers and crew reported to CDC. Additionally, there has been an increase in the number of cruise ships meeting the COVID-19 case threshold for CDC investigation (i.e., Yellow status on the Cruise Ship Color Status webpage).

CDC has temporarily extended the CSO through Jan. 15, 2022, with minor modifications. The CSO, as modified, applies to foreign-flagged cruise ships operating or seeking to operate in U.S. waters. U.S.-flagged cruise ships previously covered by the CSO may continue to participate voluntarily. Passenger operations have now resumed on cruise ships. As modified, the CSO aligns with current public health considerations and other factors onboard cruise ships. Information about the COVID-19 status of ships sailing under the CSO is available on CDC’s website.

Federal Health Minister Jean-Yves Duclos sought today to clarify complicated new COVID-19-related travel requirements, saying that all passengers coming from non-U.S. foreign destinations will soon have to undergo mandatory testing on arrival.

Important!! - New travel restrictions entering the US starting Monday December 6th

Due to the discovery of the new Omicron Covid variant, requirements to enter the United States via air have changed. These changes affect all travelers, citizens and non-citizens alike.

Earlier this month, it was announced that fully vaccinated people could enter the U.S. with a negative Covid test taken within three days of entry, while unvaccinated people would have to provide a negative test only one day before entry.

Beginning after 12:01 a.m. EST (5:01am GMT) on December 6, 2021, both vaccinated and unvaccinated people two years of age or older will have to take a Covid test one day before entry. No quarantine is required after entering the United States.

I know that this adds an extra logistical challenge for travelers, and it is disappointing to hear about the changes so soon after the initial order was implemented. But I ask you to remember that all that has changed is the timing—tests are still required and were before, no matter the vaccination status.

In addition to testing at a doctor’s office, pharmacy or other testing site, there are at-home tests that are acceptable for international travel and can be taken from their hotel the day before boarding their return flight.

US tightening testing protocols:

Early next week, the United States will tighten pre-departure testing protocols by requiring all inbound international travellers to test within one day of departure globally, regardless of nationality or vaccination status.

In making the announcement, the Biden Administration indicated that the tighter testing timeline provides an added degree of public health protection as scientists continue to assess the Omicron variant.

As well, the Biden Administration will continue to require masking during international or other public travel – as well as in transportation hubs such as airports or indoor bus terminals – through March 18 as U.S. continues to battle COVID-19 this winter.

The Transportation Security Administration (TSA) will extend its implementing orders to maintain these requirements through March 18.

Fines will continue to be doubled from their initial levels for noncompliance with the masking requirements – with a minimum fine of $500 and fines of up to $3,000 for repeat offenders.

Canada tightening travel restrictions when you arrive in Canada:

Health Minister Jean-Yves Duclos announced that all air travellers coming into Canada from all countries except for the U.S. will require a negative COVID-19 test upon landing due to the new Omicron variant.

Incoming travellers must self-isolate until they receive results of the test. This requirement also applies to Canadian citizens and permanent residents.

“We are announcing today that all air travellers coming from outside Canada, apart from the United States will now need to be tested at the airport in which they are landing in Canada, whether they are vaccinated or unvaccinated. They will then need to isolate themselves until they get the result of their test,” said Duclos.

In addition, the federal government has expanded its travel restrictions to three more countries: Nigeria, Malawi, and Egypt. These three join seven other countries which were placed under travel restrictions on 26NOV: South Africa, Namibia, Zimbabwe, Botswana, Lesotho, Eswatini, and Mozambique.

Travellers entering Canada from these countries must provide a negative COVID-19 test taken in a third country before they can arrive. Upon entering, these travellers will be tested again and wait in a designated quarantine accommodation while waiting for a result.

New Entry Requirements For Cuba Starting 01JAN 2022

Cuba’s Ministry of Transportation and Ministry of Tourism have simplified the country’s entry requirements. Beginning 01JAN 2022, the PCR test on arrival and the mandatory quarantine will no longer be required. In addition, the onboard paper forms have been replaced by an online document travellers need to fill in prior to their flight.

Removal of PCR Testing and Quarantine Requirements
Cuba has removed its requirement for a negative PCR test for incoming travellers plus no longer requires a quarantine period upon arrival.

Incoming travellers to Cuba must now show a valid passport, tourist card, COVID-19 medical insurance and proof of full vaccination. Cuba accepts all Health Canada approved doses as well as mixed doses.

If travellers are not vaccinated, they must submit a negative PCR test taken within 72 hours before entry. Children 12 years of age and under are exempt from presenting a vaccination certificate or PCR test.

Updated Online Traveller Form
Cuba’s Ministry of Transportation and Ministry of Tourism are implementing a new online form which must be completed prior to entering Cuba.

In the past, travellers were given forms to fill out onboard their flight but, beginning on 01JAN 2022, paper copies of the following documents will no longer be available:

International Boarding and Disembarkation Card
Customs Declaration Form
Traveller’s Health Affidavit
All travellers must fill in the online form within 72 hours before departing for Cuba. The new form can be accessed online. Once information has been provided, travellers will receive a QR code by email which must be shown to authorities upon arrival.

Canada is reportedly set to announce big changes to its travel testing requirements, with some outlets saying the government will no longer require COVID-19 tests for some people returning to this country.

According to the CBC and La Presse, the federal government is set to announce Friday that the requirement for proof of a negative molecular test will no longer be needed for fully vaccinated Canadians and permanent residents who return to this country from trips under 72 hours. The amended rules are set to come into effect at the end of the month.

The reports suggest the tests will still be required for international trips longer than 72 hours.

The changes would come just ahead of the holiday season. Scrapping the testing requirement has been a demand from businesses and tourism groups on both sides of the Canada-U.S. border, with many unable to take quick trips across the line because of what are often costly PCR tests needed for re-entry to Canada.

The U.S. has already dropped the testing requirement for travel into that country by land. It reopened its land border to non-essential travel by fully vaccinated Canadians on Nov. 8.

“If somebody coming into Canada can demonstrate that they’ve been doubly vaccinated, then they meet the criteria for being low-risk in Canada,” Perrin Beatty with the Canadian Chamber of Commerce said earlier this month, seeing the testing requirement for those who have received a full course of a COVID-19 vaccine as a doubling up of precautions.

He and others have also noted the financial strain the testing places on families and other travellers.

Phase One Requirements Starting October 30th:
All air travellers aged 12 and older departing from Canadian airports must provide proof of full vaccination OR proof of a negative PCR test taken within 72 hours of the scheduled flight departure.

Phase Two Requirements Starting November 30th:
Negative PCR tests will no longer be accepted and all air travellers aged 12 and older must provide proof of full vaccination (with limited medical and religious exemptions).
Note that failure to comply will result in denied boarding.
