Who really benefited from bill 55?
Do you even know what is bill 55, passed by Ontario legislatures?

But in this event, two major giant corporations won! After lobbying for many years, after $500,000,000 spent, these two companies get to keep their inefficient, rusty, old tanks in your house. And collecting rental forever, until the tank burst and then and only then they will give you a refurbished non-energy star tank and collect non-discounted rental rate.
By the way, in the contract, they are not responsible for damages caused by the burst tank.
Never mind the enormous waste in gas consumption.
