Industry Leaders Respond to IRCC Policy Changes Impacting International Students and Newcomers

TIABC was one of the industry partners supporting the Tourism Industry Association of Canada (TIAC) in a letter to Hon. Marc Miller, Minister of Immigration, Refugees and Citizenship, addressing recent IRCC policy changes related to the Post-Graduation Work Permit (PGWP) program and Canada’s Immigration Levels Plan.

Immigration, Refugees, and Citizenship Canada’s (IRCC) announced a detailed list of 966 Canadian academic programmes that would provide post-graduation work permit (PGWP)- eligibility to international students. Notably, this announcement excluded all international students studying at community colleges and those enrolled in public colleges and polytechnics in programs related to hospitality, tourism and culinary education.

The letter states how this change has significant implications for the tourism and hospitality industries and stressed it is critical that tourism programs at public colleges and polytechnics be included in the list of eligible PGWP programs to mitigate these challenges and ensure a robust tourism workforce in the years to come.

The letter concludes by requesting government prioritize new strategic investments in the tourism workforce as part of the 2024 Fall Economic Statement and the 2025 Federal Budget and a request to meet to discuss these priorities.

BC's private camping sector gathered in Manning Park this week for the BC Lodging/Campgrounds - BCLCA annual Ideas Forum. TIABC's Walt Judas (pictured with BCLCA's Joss Penny) was on hand to provide an advocacy update and hear from operators on issues affecting their businesses.

While the camping sector in BC remains strong overall, the 2024 season was considered to be uneven vis-a-vis key performance indicators such as occupancy and revenue. Some regions were on par or up compared with 2023 while others experienced a decline by as much as 10% due to the threat of wildfires, inflation and other factors.

British Columbia boasts some 615 private campgrounds, resorts and RV parks that attract guests from all over the world. The sector remains optimistic that 2025 will be a good year barring any major crisis.

Our Story

The Tourism Industry Association of BC (TIABC) advocates for the interests of British Columbia’s $18 billion+ visitor economy. As a not-for-profit tourism industry association, TIABC works collaboratively with its members – private sector tourism businesses, industry associations and destination marketing organizations – to ensure the best working environment for a competitive tourism industry.

We have taken significant steps to modernize our organization by expanding membership to include all sector businesses and destination marketing organizations, updating our governance model, and by establishing progressive methods to better distill issues and provide practical solutions. A world-class industry that competes in a tough, global marketplace requires a respected trade association that adheres to best practices in research-based policy development and advocacy.

TIABC’s vision is for the tourism industry to be recognized as one of British Columbia’s leading and sustainable industries. As the primary advocate for B.C.’s visitor economy, TIABC unites operators, sectors, DMOs, government and residents to support and be passionate about making this province a great place for tourism.

TIABC’S rolling three-year 2017-2019 Strategic Plan outlines four key priority areas that will guide the organization:
