Curaçao Ports Authority (CPA), a public liability company, is the coordinating force behind port operations. Its responsibilities include among others ensuring safety and security, access coordination, port maintenance and development and the management of the Emma Bridge and Ferries. Furthermore, CPA has two subsidiaries: KTK Tugs and Curaçao Pilots Organization (CPO), and also a joint venture,

Since 1981, CPA, a limited liability company whose main shareholder is the island government of Curaçao, has managed all of Curaçao’s ports. CPA owns the container and cruise terminal, most of the wharves and properties adjacent to the harbor, which are leased to private operators. Curaçao Ports Authority also coordinates pilotage and regulates all vessel movements in the ports. Moreover, CPA is responsible for commercial development of the ports and for overseas promotion. All harbor services are provided by ISO-certified companies. The port authority (CPA), KTK Tugs, Stevedoring Company (CPS), Drydock company (CDM) and the port agents, are all registered ISO-certified service providers. Furthermore, as of July 1, 2004, the Port of Willemstad offers facilities in compliance with the International Ships & Port Facility Security (ISPS) Code of International Maritime Organization (IMO). Kompania di Tou Korsou (KTK Tugs)
KTK (Kompania di Tou Kòrsou) Tug Company, a subsidiary of CPA, is responsible for tug assistance in the Port of Willemstad, Caracas Bay, St. Michiel’s Bay, Fuik Bay and Bullen Bay. KTK Tugs is ISO-certified and an active member of BIMCO, the International Salvage Union and the International Tug and Salvage Organization. Ever since the company started performing jobs in international waters a few years back, its success has grown exponentially, transforming it into the most successful CPA subsidiary to date. Curaçao Pilots Organization (CPO)
The Curaçao Pilots Organization Ltd. was established on April 26, 2001, with the objective of establishing and operating an independent pilots company while maintaining order and safety in the ports of Curaçao. This limited liability company, which is a subsidiary of CPA, became operational as of September 1, 2001. On-going training and simulations guarantee that the pilots stay on top of new developments in their field. In addition to pilotage, the company also administers the Harbor Safety Inspection (HVI) department, which takes care of all inspections and licenses throughout the ports of Curaçao. At the CPO offices one can obtain the licenses and permits required for private vessels and purchase maps of the territorial waters of Curaçao. The Vessel Traffic Control Center (VTCC), regulates all maritime traffic in the harbor 24 hours a day. Operations consist of guiding the shipping traffic smoothly and safely into the harbors of Curaçao. The services of tugboats, pilot boats and other teams that moor ships are coordinated with utmost efficiency. Vessels are registered on the automated Vessel Traffic Registration and Information System (VTRIS), which contains updated information about vessels, flag, country, owner, and port agent as well as all vessel moves. Automatic invoicing software efficiently handles all billing with utmost accuracy for total customer satisfaction. Last but not least, CPO also oversees the team that operates our iconic bridges and ferries in the Port of Willemstad.

Curaçao Ports Authority (CPA) is pleased to have participated in the Youth Tourism Experience Program, organized by the Curaçao Tourist Board (CTB). From July 15th to August 2nd, 2024, Tishedion Woelbai Balentina joined our Cruise Terminal/Operations department. This program allowed Tishedion to gain valuable experience in the tourism industry, enhancing his understanding of the sector and contributing to his professional growth. CPA remains dedicated to fostering the growth of young talent by offering opportunities to gain hands-on experience in the hospitality and tourism sectors.

Adolescents from “Unidat di Bario” Visit Carnival Celebration

On Thursday, August 15th, the Curaçao Ports Authority (CPA), in partnership with Carnival Corporation, hosted a special event for the local community for the second consecutive year. Forty adolescents from various neighborhoods across Curaçao had the unique opportunity to board the Carnival Celebration cruise ship, docked at the Mega Pier Tula.

The adolescents had an educational experience that included a comprehensive tour of the ship, culminating in a lunch on board. The Minister of Economic Development, Mr. Ruisandro Cijntje, was present and accompanied the adolescents throughout the day.

CPA, in collaboration with cruise lines, remains committed to developing initiatives that actively engage the local community with the cruise industry.

Port Management Association of the Caribbean (PMAC) Panel on Cruise Industry Adaptation to Climate Mandates

Humberto de Castro, CEO of Curaçao Ports Authority had the honor of moderating a distinguished panel at the recent Port Management Association of the Caribbean (PMAC) conference, focusing on the Cruise Industry Adaptation to Climate Mandates. The panel featured esteemed representatives from both the port and cruise-line sectors:

- Mr. Nicholas Rose, Head of ESG, Royal Caribbean Group (Virtual)
- Mr. Tom Strang, Senior Vice President - Maritime Affairs, Carnival Corp & plc (Virtual)
- Mr. Sheldon Layne, Manager - Terminal Operations, Barbados Port Inc.
- Mr. Keevan Gipson, Executive Coordinator, Port St. Maarten

Our discussion delved into various topics, with a primary emphasis on the implications of the International Maritime Organization’s Carbon Intensity Indicator (IMO CII) measures and their impact on Caribbean cruise destinations.

“In Curaçao, we have been adhering to the ISO 14001 environmental management standard for almost a decade. This commitment ensures that we annually demonstrate continuous improvement in reducing the carbon footprint of port authority operations. Moreover, we fully support and sponsor the management of more than 15km stretch of underwater marine park, safeguarding this national treasure for future generations.

We have also implemented a fully digitalized process for all maritime services provided by the port authority. Our modern vessel traffic management system allows us to monitor our on-time performance meticulously. Digital devices installed on all service vessels and carried by our pilots record critical milestones during service operations. This system identifies the precise root cause of any delay, enabling us to take corrective actions promptly and effectively.

By improving efficiency and enabling precise scheduling, this system allows vessels to plan just-in-time arrivals. This reduces the time ships spend idling or waiting to dock, leading to lower fuel consumption and reducing emissions. Thus, our commitment to operational efficiency not only enhances service reliability but also contributes to our environmental sustainability goals.”

Similar initiatives and policies are being implemented throughout the region, but the new IMO measures will require significantly more effort from all of us in the industry to mitigate their impact on the cruise sector.

Curaçao Ports Authority (CPA) Participates in AAPA Conference

Curaçao Ports Authority (CPA) recently participated in the annual “Port Administration” conference of the American Association of Port Authorities (AAPA). At this conference, a total of 260 executives and professionals in the areas of “Public Relations,” “Legal,” “Finance,” and “Cruise” met and exchanged “best practices” within their respective fields in different sessions.

AAPA selected CPA to participate in the cruise panel. The main theme was “Delivering Cruises – Value to your Port Community,” and in this panel, discussions were held with Mr. Christian Savelli, Director of Tourism Economics, Mrs. Ellen Kennedy, Manager External Affairs and Marketing of Port Everglades, and Ms. Sau Bridgewater-Chong, Manager of PR & Communications of CPA. The panel was moderated by Mr. Bill Panoff, Chairman and CEO of PPI Group.

In the panel, Ms. Bridgewater shared and elaborated on the various factors demonstrating the efforts and operations that led to Curaçao being selected as the number two cruise port in the world on the website cruiseline.com, according to a survey conducted in 2023. Additionally, on Cruise Critic, Curaçao scores high with a “cruiser rating” of 4.2, which is “Very good.” The highlights of our island include our people, our vibrant colors, excursions, and art. The fact that cruise tourists can walk around the city center, which is within a reasonable distance from the cruise terminal, also appeals to cruise tourists.

Ms. Bridgewater also elaborated on how CPA contributes to community projects. Together with the cruise lines, we support various projects for school children and collaborate with the Florida Caribbean Cruise Association (FCCA) on initiatives like the FCCA Essay and Holiday Gift projects, involving the local community. Another important aspect highlighted by Ms. Bridgewater is the significant role of the Tourism Office (CTB), which adds value to the “Visitor Information Officers” (VIO) at the cruise terminal, who are the first point of contact for cruise tourists. Recently, four VIOs completed a Portuguese language course and received their certification.

Curaçao Pilots Organisation N.V. (CPO) Announces Signing of New Collective Labour Agreement (CLA)

Curaçao Pilots Organisation (CPO) is pleased to announce the formalization of a new five-year Collective Labour Agreement (CLA) with the “Algemene Bond van Overheidspersoneel” (A.B.V.O.).

This CLA will be in effect from January 1, 2023, to December 31, 2027.

The CLA stands as a testament to our dedication to maintaining an environment that values collaboration, fairness, and continuous improvement.

This agreement succeeds a series of extensions of the previous CLA, which had been continuously renewed since its original signing in 2018. This extension strategy, mutually agreed upon by management and the union, was a response to prevailing market conditions.

We express our gratitude to our employees and their union for their understanding and cooperation in reaching a new five-year CLA. Their collaborative spirit under challenging market circumstances has been pivotal in reaching the terms of the new agreement.

Successful ISO audit for CPA, KTK and CPO

Curaçao Ports Authority (CPA), together with its subsidiaries Kompania di Tou Kòrsou (KTK) and Curaçao Pilots Organization (CPO), successfully passed their ISO Audit which resulted in the renewal of their ISO 14001 and the continuation of their existing 9001 certification. This audit was based on the latest quality standards (ISO 9001) and environmental policy (ISO 14001).

The audit shows that the quality and environmental policy of recent years provides a solid basis for companies to rely on them to continue to improve the services and their impact on our environment.

A minor oil slick has been detected in St. Anna Bay. The cause of the incident is currently under investigation. Immediate and effective containment measures have been implemented, including the deployment of oil absorbent booms, the use of environmentally friendly organic absorbent materials, and the operation of vacuum trucks for oil removal. The situation is under control, with no indication of further escalation. Further updates will be provided if necesarry as more information becomes available.

The tall ship ⛵️ B.A.P. Unión, sail training ship of the Peruvian Navy in Curaçao 🇨🇼

On Saturday, June 17th, 2023, the B.A.P. Unión set sail from Callao Naval Base of Peru, on a ten-month voyage around the world.
The journey includes stops at 20 ports across 15 countries, with stays ranging from 2 to 4 days in each location, offering visitors a taste of the Peruvian experience.
The B.A.P. Unión will make a stop over in Curaçao for 3 days as part of its itinerary.
Aboard the B.A.P. Unión, Peru has established "Casa Perú", a mobile museum and exhibition platform aimed at promoting tourist destinations and showcasing a variety of Peruvian export products and services. Through this platform, each destination will have the opportunity to explore Peru's diverse biodiversity, rich history and geography, renowned gastronomy, and unique superfoods.

Cruise ship VASCO DA GAMA visits Curaçao

The cruise ship VASCO DA GAMA, part of the fleet of Nicko Cruises from Germany, visited Curaçao on March 23. Although it is not the first time this cruise ship has visited Curaçao, it is the first time under this name. Built in 1993, the ship sailed between 1993 and 2015 under the Holland America Line as MS Statendam. Between 2015 and 2019, the ship sailed under P&O Cruises as Pacific Eden, and since 2019 until now as VASCO DA GAMA for Nicko Cruises. Due to this first visit under this name, a ceremony was held on the ship, where the captain of the ship, representatives of Curaçao Ports Authority (CPA), Maduro Shipping, Tourist Bureau (CTB), and Customs exchanged plaques.

VASCO DA GAMA, docked at the Matheywerf, has a capacity of 1,600 cruise passengers. However, to maintain the high level of tranquility on board, the owner has decided to admit no more than 1,000 passengers. The ship visited Curaçao with a total of 787 passengers on board. The itinerary of the VASCO DA GAMA, including Curaçao, is a world trip that began on October 10 in Lisbon, Portugal. This trip includes 183 days, 90 ports, and 5 continents. Nicko Cruises divided the cruise into 10 'stages', of which Curaçao could also be part of this world trip, allowing German passengers who came with a charter flight from Germany to embark and disembark during this last stage in Curaçao. The CPA (Curaçao Ports Authority) worked together with the ship's agency, Maduro Shipping, and the customs and immigration services to make this possible, ensuring everything ran smoothly.

On the same day, the cruise ship Norwegian Sky also visited Curaçao, moored at the Mega Pier Tula, with a total capacity of 2,480 cruise passengers, of which 2,057 were on board. Additionally, Marella Discovery also visited Curaçao, moored at the Mega Pier Ernest Jackie Voges, with a maximum capacity of 2,470 cruise passengers, of which 1,856 were on board. Curaçao Ports Authority lecture for stakeholders about international maritime legislation related to IMO

Curaçao Ports Authority (CPA) has organized a lecture for its stakeholders on maritime legislation related to the International Maritime Organization (IMO). The lecture took place during the day on Friday, March 22 in the Royal hall of the Marriott Beach Resort.
The program was opened in the morning with an introduction by Mr. Humberto de Castro, managing director of CPA, who welcomed the participants to the lecture and who briefly explained the main reason for organizing a lecture such as this. After the introduction of the guest speaker of the day, Mr. Jermaine Reid, lawyer and lecturer at the Caribbean Maritime University in Jamaica, specialized in the field of international maritime law, the following topics were treated during the morning and afternoon hours by Mr. Reid:
1. Managing ports in the Caribbean and changing global trends.
2. International maritime labor law and related rights and
obligations of Port Authorities and seafarers.
3. Legislation regarding the digitalization of ports and ships.
4. Impact of the tourism sector on maritime law.
5. Registration of yachts and commercial vessels.
6. Impact of global affairs on the maritime industry (global
consequences of the war between Russia and Ukraine).

The participants to the lecture were persons from various companies, organizations and government agencies that deal with the maritime industry in Curaçao, such as employees of the Ministry of Economic Development (MEO), the Ministry of Traffic, Transport and Spatial Planning (VVRP), the Ministry of Health, Environment and Nature (GMN), representatives of Citro, RDK, CRU and MAC, shipping agents, representatives of CDM, Customs, Immigration, Curoil, the Coast Guard, lawyers, representatives of Curinde, CTB, CWM, CPO and also the Harbor Masters of Curaçao and Bonaire.
