PASAY, Philippines — Amidst the holiday season, the Bureau of Immigration (BI) reminded the traveling public that registration in the one-stop electronic travel declaration system (eTravel), is a requirement for international passengers who arrive and depart from the country’s ports of entry and exit.

Immigration Commissioner Norman Tansingco reiterated that all arriving and departing passengers should register in the eTravel, as it is a prerequisite for the conduct of immigration formalities by BI officers manning the Bureau’s counters in the international airports and seaports.

Tansingco said eTravel registration, which can be done via the eGov PH App or via the government website https://etravel.gov.ph, strengthens border control services, and results in seamless travel experience for the public.

The BI Chief further urged the airlines to cooperate in the implementation of the project, adding that airline companies are responsible in advising their customers that registering in the eTravel system is mandatory.

“We have sent reminders to airline companies to remind passengers to register on the eTravel platform prior to arrival or departure from the country,” said Tansingco.

He added that they are set to procure eTravel kiosks to allow individuals who have no access to smartphones or the internet to register on the spot.

Under the rules, those who are required to register in the eTravel are arriving Filipino and foreign crew members and passengers, as well as departing Filipino passengers.

Passengers exempted from registering are foreign diplomats and their dependents; foreign dignitaries and members of their delegation; holders of 9(e) diplomatic visas; and holders of diplomatic and official/service passports.

Launched the several months ago, the eTravel is a joint project of the BI, Department of Information and Communciation Techonology (DICT), Department of Tourism (DoT), and other government agencies and stakeholders in the travel and tourism industry.

The eTravel replaced the arrival and departure cards that international passengers were required to fill out by the BI prior to being cleared by immigration officers. It lessened paper-based requirements by harmonizing all data needs in one joint platform.

MANILA, Philippines—The Bureau of Immigration (BI) said that its officers at the different airports and seaports, are ready to implement possible travel restrictions for passengers flying in from China.

The statement comes after reports of another Covid-19 surge in the Chinese region, prompting countries to consider once again implementing travel bans.

“We take the cue from the DOH, the IATF, and the Office of the President on implementing travel restrictions,” said BI Commissioner Norman Tansingco. “While we have not received any directive yet about it, we are ready at any time to implement any such measures that the government deems appropriate to prevent another surge in the Philippines,” he added.

It can be recalled that at the height of the pandemic, the BI implemented country-specific travel bans to prevent the entry of certain Covid-19 variants.

The BI also reported that only 30,002 Chinese tourists have entered the country for 2022.

“Chinese nationals used to take the second highest spot in the number of arrivals in the country, next to South Koreans,” said Tansingco. “But during the pandemic, due to travel bans both here and in their home country, the number has drastically dropped,” he shared.

The number is only 0.48% of the BI’s total recorded arrivals of more than 6.1 million travelers in 2022.

NAIA FLIGHTS ON HOLD

Flights to and from Manila are on hold due to technical issues at the Air Navigation Facilities of the Civil Aviation Authority of the Philippines (CAAP). The CAAP is now putting in place emergency protocols to address the situation to enable flight operations to resume as soon as possible.

The Manila International Airport Authority apologizes for delays that will occur as a result of the situation.

The MIAA Crisis Management Team has been activated bringing together key aviation and airport agencies for a multi-discipline approach to cushion the impact of the incident.

It is expected that flight departures and arrivals will be retimed to new schedules. In view of this, passengers were advised to await instructions or announcements from the airlines and stay inside the Terminals and approach the nearest airline or airport help desk for updates.

The MIAA Emergency Response Teams have been ordered to implement SOPs pursuant to the MIAA Manual on Irregular Operations (MIAA-IROPS).

Airline operators on the other hand have initiated their respective contingency measures to mitigate the effect of the situation to their passengers. Rights of passengers under the Air Passenger Bill of Rights (APBR) shall be upheld under the circumstances.

Starting July 1, airfares will increase as fuel prices continue to rise.

The Civil Aeronautics Board (CAB) has recently issued a resolution raising the fuel surcharge bracket to 11 for the month of July from June’s level 7.

Local airlines in the Philippines filed applications to impose higher fuel surcharges to cover their increasing fuel expenses.

Fuel surcharges are additional fees collected by airlines to help them recover fuel costs, Inquirer explained. These are separate from the base fare, which is the actual amount paid by the passenger for a seat.

Starting July 1, airlines in the Philippines are allowed to collect fuel charges ranging from P355 to P1,038 per passenger for domestic flights and P1,172.07 to P8,714.84 for international flights.

Under Level 11, flights from the Philippines to Taiwan, Hong Kong, Vietnam, Cambodia and Brunei will have a fuel surcharge of P1,172.07. Those going to Singapore, Thailand, Malaysia and Guam should be ready to pay an additional P1,620.99, while the applicable surcharge for flights to North America, United Kingdom and the Netherlands amount to P8,299.85.

BOHOL-PANGLAO INTERNATIONAL AIRPORT: THE ‘GREEN GATEWAY TO THE WORLD’
The Department of Transportation (DOTr), under the relentless leadership of Secretary Art Tugade, pushes for sustainable aviation post-pandemic to enable the country’s economy and tourism to recover.
One example of the said initiative is the country’s first ‘eco-airport’, located in the Central Visayas—the Bohol-Panglao International Airport (BPIA), also hailed as the ‘Green Gateway to the World’.
The gateway holds the distinction of the first eco-airport in the Philippines as it was declared a model for eco-technology in building airports in the country. It functions on environmentally sustainable structures and green technology to the highest international standards. It also has a capacity of 3.44 million passengers per year.
The BPIA primarily utilizes natural ventilation and harnesses solar energy from panels installed on the roof of the Passenger Terminal Building (PTB), covering around 30% of the airport’s electrical requirements including the hot water supply system. Also surrounding the airport is a landscape of 1,700 trees, 240,000 pieces of shrubs and ground cover, and 11 hectares of sodding, designed to reduce carbon dioxide emissions in the airport.

The feasibility study for the Bohol-Panglao International Airport (BPIA) was conceived in 2000.
The BPIA, completed during President Rodrigo Roa Duterte’s term, started construction in 2015 with only 47% slippage. The DOTr and Civil Aviation Authority of the Philippines (CAAP) expedited its completion, leading to its inauguration on 27 November 2018, and replacing the old Tagbilaran Airport.
The BPIA is one of the completed 250 airport projects across the archipelago, including the new and state-of-the-art terminal of the Clark International Airport (CRK), Mactan-Cebu International Airport (MCIA), Bicol International Airport (BIA), as well as the airport projects in Calbayog, Kalibo, Tuguegarao, Catarman, San Vicente in Palawan, among others.
Further, the DOTr aviation sector is currently finishing 66 more airport projects as of May 2022.

BI agents nab German fraudster in Laguna

The Bureau of Immigration (BI) said it is poised to deport a German national wanted by authorities in Berlin for fraud.

In a statement, BI Commissioner Jaime Morente identified the captured alien fugitive as 71-year-old Robert Schrade, who was arrested on Thursday in Calauan, Laguna by operatives from the Bureau’s Fugitive Search Unit (FSU).

Morente said Schrade will immediately be sent back to Germany as an order for his summary deportation for being an undesirable alien has recently been issued by the BI board of commissioners.

“He is also an undocumented alien as he does not possess a valid passport, his passport expired on March 27 this year,” the BI chief added.

It was also gathered that Schrade is an overstaying alien as records showed that he last arrived in Manila on May 12, 2017 and has not departed since then.

“He has been placed in our immigration blacklist, thus he is perpetually banned from re-entering the country,” Morente said.

According to BI-FSU Acting Chief Rendel Ryan Sy, Schrade is subject of an outstanding arrest warrant issued by a local court in Springe, Germany on Oct. 9, 2019.

He was reportedly charged before the said court with fraud and damaging the assets of a victims through false pretenses with the intention of obtaining unlawful material benefit.

The German is presently detained at the BI warden facility in Camp Bagong Diwa, Taguig City while awaiting deportation.
