TICA ได้จัดการสัมมนาเชิงปฏิบัติการ “การบริหารโครงการอย่างมีประสิทธิภาพ เกิดผลสัมฤทธิ์ และสอดคล้องกับหลักปรัชญาของเศรษฐกิจพอเพียง” เมื่อวันที่ 31 มกราคม 2562 TICA ขอนำภาพบรรยากาศของการสัมมนามาเล่าให้ท่านที่พลาดโอกาสร่วมงานได้อ่านกันคะ
เริ่มต้นด้วย นางศศิธร ว่องวีรโชติกิจ รองอธิบดีกรมความร่วมมือระหว่างประเทศได้กล่าวถึงวัตถุประสงค์ของการจัดงานนี้ เพื่อให้ผู้เชี่ยวชาญที่ทำงานกับ TICA ถอดบทเรียนและนำประสบการณ์ที่ได้รับมาแลกเปลี่ยนเพื่อให้เกิดการเรียนรู้ระหว่างกัน และที่สำคัญเป็นการตอกย้ำว่าเศรษฐกิจพอเพียงสามารถนำไปใช้ได้ในพื้นที่ที่มีบริบทและภูมิสังคมที่ต่างกัน นอกจากนี้ ผลจากการจัดงานนี้ TICA จะนำข้อคิดเห็นและข้อเสนอแนะไปปรับปรุงการทำงานให้ดียิ่งขึ้นต่อไป
จากนั้นเป็นการบรรยายเกี่ยวกับนโยบายเกี่ยวกับความร่วมมือเพื่อการพัฒนาในบริบทของไทย และรูปแบบความร่วมมือและการบริหารโครงการความร่วมมือเพื่อการพัฒนา โดยนางสาวหทัยชนก ศิริวัฒนกุล ผู้อำนวยการส่วนวางแผนและติดตามผลการให้ฯ และนายวัฒนวิทย์ คชเสนี ผู้อำนวยการภารกิจหุ้นส่วนความร่วมมือเพื่อการพัฒนา ตามลำดับ
ต่อด้วยการบรรยายของ ดร. รอยล จิตรดอน ท่านเป็น guru ด้านการบริหารจัดการพื้นที่น้ำ และได้ทำงานสนองพระราชดำริของในหลวงรัชกาลที่ 9 มากมายหลายโครงการโดยน้อมนำหลักปรัชญาของเศรษฐกิจพอเพียงมาปรับใช้ในการดำเนินโครงการ ทำให้เราได้รับรู้ถึงวิธีการน้อมนำหลักการทรงงานไปปรับใช้ในประเทศไทย อาทิ หลักการศึกษาข้อมูลอย่างเป็นระบบ การไม่ติดตำราหรือการรอมชอมกับสภาพธรรมชาติ สิ่งแวดล้อม และสภาพของสังคมจิตวิทยาแห่งชุมชน ไม่ผูกมัดกับวิชาการและเทคโนโลยีที่ไม่เหมะสมกับสภาพชีวิตความเป็นอยู่ที่แท้จริงของคนไทย จึงทำให้เราได้ข้อคิดดีๆ จากท่าน โดยเฉพาะการไม่ยึดติดกับทฤษฏีมากจนเกินไป เพราะมันอาจจะเป็นการบล๊อคการทำงานของตัวเอง
จากนั้นเป็นการเสวนาโดยมีผู้เชี่ยวชาญไทยที่ร่วมทำงานกับ TICA จำนวน 4 ท่าน ได้แก่ คุณสมชาย บุญประดับ จากกรมวิชาการเกษตร คุณจรัญยา แดงน้อย จากสถาบันการท่องเที่ยวโดยชุมชน รศ.บำเพ็ญ เขียวหวาน จากมหาวิทยาลัยสุโขทัยธรรมธิราช และคุณบุญชาย ชุมแสงหิรัญ จากสำนักงานการตรวจเงินแผ่นดิน แต่ละท่านมีประสบการณ์ในการทำงานในประเทศกัมพูชา มองโกเลีย ติมอร์-เลสเต และ สปป. ลาว ตามลำดับ แต่ละท่านจะมีประสบการณ์ มีความท้าทาย และความสำเร็จในการทำงานโครงการอย่างไรบ้าง TICA ทีมงานจะรายงานให้ทราบในโอกาสต่อไปนะคะ
หลังจากนั้นเป็นการปัดฝุ่นและติดอาววุธให้ผู้เชี่ยวชาญและผู้เข้าร่วมสัมมนาฯ เราเรียกกิจกรรมนี้ว่า Market Place เหมือนเราไป shopping อยากรู้อะไรเข้าฟังเรื่องนั้น ๆ มี 7 ฐานเรียนรู้ เป็นอะไรบ้างดูได้จากรูปค่ะ เวลาในการแบ่งกลุ่มแม้จะน้อยไปนิด หลายคนได้แลกเปลี่ยนประสบการณ์ในการทำงานกับประทศต่าง ๆ ในขณะที่บางคนได้มีโอกาสเรียนรู้ในสิ่งใหม่ ๆ ในการร่วมทำกิจกรรมดังกล่าว หากดูจากภาพในการสัมมนาฯ จะเห็นว่า ทุกคนสนุกกับการทำกิจกรรมอย่างมาก
ส่วนภาคบ่ายเป็นการระดมสมองกับผู้เชี่ยวชาญไทยเพื่อให้ข้อเสนอแนะเพื่อหาแนวทางปฏิบัติที่ดีสำหรับการบริหารและดำเนินโครงการให้มีประสิทธิภาพเกิดผลสัมฤทธิ์ เป็นช่วงที่มีประโยชน์สำหรับ TICA มาก ข้อเสนอแนะที่ได้จากการสัมมนาจะถูกรวบรวมและนำไปหาแนวทางในการปรับปรุงการทำงานของ TICA ต่อไป
ตลอดทั้งวันของการจัดสัมมนาครั้งนี้เป็นที่น่าดีใจที่ได้รับความสนใจจากผู้เชี่ยวชาญจากหลายหน่วยงานที่มีความร่วมมือกับ TICA ดีใจที่ทุกท่านให้ความร่วมมือในการเข้าร่วมสัมมนาทั้งวัน แอบได้ยินว่า มาวันนี้เหมือนมา Reunion ไงไม่รู้ แล้วที่สำคัญได้ปัดฝุ่นความรู้และลับคมสมอง ซึ่งเราได้แทรกกิจกรรมติดอาวุธความรู้ให้ผู้เชี่ยวชาญด้วยนะจ๊ะ
ท้ายที่สุด TICA ต้องขอขอบพระคุณผู้เชี่ยวชาญทุก ๆ ท่านที่ให้เกียรติและสนใจเข้าร่วมการสัมมนาครั้งนี้ และขอบคุณทีมงาน GIZ ที่ให้การสนับสนุนและเป็นที่ปรึกษาในการจัดสัมมนาครั้งนี้ ทำให้เป็นการจัดที่ครบในทุก ๆ มิติ และทำให้เกิดประโยชน์สูงสุดต่อการทำงานของ TICA การจัดสัมมนาครั้งนี้ไม่ใช่ครั้งแรกและครั้งสุดท้าย TICA หวังว่าจะได้รับความร่วมมืออย่างดียิ่งๆ ขึ้นไป เพื่อที่เราจะได้จับมือกันไปพัฒนาโครงการต่างๆ ที่อยู่ทั่วโลกให้มีความยั่งยืนและมีผลสัมฤทธิ์ ัฒนาทั่วโลก

หลังจากการดำเนินงานมาเป็นระยะเวลาเกือบสองปี โครงการ “ส่งเสริมการตรวจสอบทางด้านการเงินให้องค์กรตรวจสอบแห่งรัฐ สปป. ลาว” ได้ยกระดับการตรวจสอบด้านการเงินของนักตรวจสอบทางการเงินชั้นต้นขององค์กรตรวจสอบแห่งรัฐสปป.ลาว ตามแนวทางที่ดีในการตรวจสอบทางด้านการเงินในระดับสากล โดยโครงการฯ ได้จัดทำหลักสูตรการตรวจสอบทางการเงินสำหรับผู้ตรวจสอบทางการเงินชั้นต้นจำนวน 4 โมดูล หลักสูตรการบัญชีเบื้องต้นจำนวน 1 หลักสูตร ซึ่งทุกหลักสูตรได้มีการอบรมให้แก่กับกลุ่มนำร่องที่เป็นนักตรวจสอบทางการเงินชั้นต้นจำนวน 30 คน โดยผู้ฝึกสอนตรวจสอบทางการเงินของสปป.ลาวจำนวน 9 ท่าน ที่ได้รับการพัฒนาทักษะในการสอนโดยผู้เชี่ยวชาญจากสำนักงานตรวจเงินแผ่นดินประเทศไทย

After almost two years, the “Support to Financial Audit for the State Audit Organisation of Lao PDR” project has achieved its goal of raising the level of the auditing system of the State Audit Organisation of Lao PDR (SAO Laos) with the close guidance of the International Standard for Supreme Audit Institute (ISSAI). 4 training modules for junior financial auditors and 1 basic accounting training course were developed. All these courses were used with a pilot group of 30 junior financial auditors. The training was moderated by 9 Lao trainers, who received training in training management from the State Audit of Thailand (SAO Thailand).

🐃 🥚 Armed with all the facilitation and tour design skills they need, the local facilitators from 3 aimags in Mongolia have proven they can work with local communities at Shargaljuut village to design a tour program in a participatory way, conducting feasibility studies, designing, testing, and evaluating the tour program. Continuous reflection and feedback were given to improve the community-based tour and uplift the livelihoods of the community in the near future.

เมื่อวันที่ 21-23 พฤษภาคม เจ้าหน้าที่จากสามจังหวัดในประเทศมองโกเลียได้ฝึกออกแบบโปรแกรมทัวร์ร่วมกับชุมชน ณ หมู่บ้าน Shargaljuut จังหวัด Bayankhongor โดยได้ทำการวิเคราะห์ทรัพยากร ออกแบบ ทดลอง และให้ข้อเสนอแนะเพื่อปรับปรุงและเปิดตัวโปรแกรมทัวร์อย่างเป็นทางการในอนาคต ซึ่งจะนำไปสู่ความเป็นอยู่ที่ดีขึ้นและการท่องเที่ยวที่ยั่งยืนโดยชาวเกอร์

Local facilitators from 3 aimags in Mongolia (Selenge, Bayankhongor, and Uvs) were trained on activity design, facilitation skills, SEP concepts, and tour program design during 15-18 May at Terelj. Equipped with various tools, essential conceptual knowledge and practical skills, as well as a positive work hard get-set-go attitude, they are ready to apply the training in the field to develop sustainable tourism.

It's a launch! The Sustainable Tourism and SEP in Mongolia project organized its first Project Steering Committee (PSC) meeting and kick-off with members including the National Development Agency (NDA), Ministry of Environment and Tourism (MET), and representatives from 3 targeted aimags. Project plans, strategies, and approaches were diversely discussed and exchanged.

After 6 months, the Access to high quality herbal medicines has reached its completion on 7-8 May 2018. Although shortlived, the project achieved the results intended that would be further developed and sustained. Recommendations and course modules were developed which will be tested with the Faculty of Pharmaceutical Sciences, Chulalongkorn University 💊

กรมอาชีวศึกษา (TVED) และสถาบันพัฒนาครูอาชีวศึกษา (VEDI) แห่งสปป. #ลาว กรมความร่วมมือระหว่างประเทศ (TICA) และมหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ (มจพ.) ผลิตร่าง #หลักสูตรการผลิตครูอาชีวศึกษา ระดับอนุปริญญา (ต่อเนื่อง) และปริญญาตรี (ต่อเนื่อง) ในสามสาขาต้นแบบ คือ #เทคโนโลยีกลจักร #ไฟฟ้าอิเล็กทรอนิกส์ และ #ก่อสร้างโยธา

กรมอาชีวศึกษา และสถาบันพัฒนาครูอาชีวศึกษา แห่งสปป.ลาว กรมความร่วมมือระหว่างประเทศ และ GIZ ได้เริ่มโครงการความร่วมมือไตรภาคี ลาว-ไทย-เยอรมัน เพื่อส่งเสริมการอาชีวศึกษาในสปป.ลาว (Support to Lao TVET) มีระยะเวลาในการดำเนินโครงการ 6 เดือน (ตุลาคม 2560 – เมษายน 2561) ความร่วมมือดังกล่าว มีวัตถุประสงค์เพื่อยกระดับการพัฒนาหลักสูตรการผลิตครูอาชีวศึกษา และหลักสูตรสำหรับผู้บริหารสถานอาชีวศึกษา ให้เป็นไปตามมาตรฐานสมรรถนะครูอาชีวศึกษาของสปป.ลาว พร้อมเทียบเคียงกับมาตรฐานสมรรถนะครูอาชีวศึกษา(ครูสอน) และมาตรฐานครูฝึกปฏิบัติ (ครูช่าง) ในระดับอาเซียน ซึ่งจะส่งผลต่อคุณภาพของบัณฑิตที่จะจบออกไปในการถ่ายทอดความรู้ ทักษะให้แก่นักเรียนอาชีวศึกษาให้เป็นแรงงานฝีมือที่มีคุณภาพ

PDR’s Technical and Vocational Education Department (TVED) and the Vocational Education Development Institute (VEDI) and King Mongkut's University of Technology North Bangkok have completed the draft teacher curricula for continuing Associate and Bachelor degree programmes in 3 pilot subjects; Mechanical Engineering, Electrical and Electronics Engineering and Civil Engineering.

Together with Lao PDR’s TVED and VEDI, the Thailand International Cooperation Agency and GIZ initiated the Lao-Thai-German cooperation project “Support to Lao TVET” in October 2017 for a planned implementation period of six months. The project is expected to end in April 2018. The cooperation aims to strengthen the development of the TVET curricula and management course in Lao PDR in line with the Lao Vocational Teacher Standard and ASEAN’s Practical Teacher Standard. The qualified TVET teachers will be able to pass on skills and knowledge to the vocational teachers thus allowing them to become members of a qualified and skilled labour force in the future.

💊 The first consultative workshop for the Access to High Quality and Affordable Herbal Medicines Project in Hanoi draws together herbal medicine experts from various organizations including industries in Hanoi, Ho Chi Minh City University of Medicine and Pharmacy, National Institute of Drug Quality Control (NIDQC), and experts from Chulalongkorn University to discuss the gaps and way forward to improve the quality and standard of herbal medicines. The results of this workshop will be continued in the conference in Ghana during the week and policy recommendations will be shared during the final workshop.

🎉 Last month, stakeholders from public and private sectors were invited to join the curriculum proposal review forum held by the Vocational Education Development Institute office (VEDI) of Lao PDR. They discussed and gave recommendations to improve the six proposals of Vocational Education Teacher curriculum to be in line with the regulations and the needs of Lao PDR. VEDI took all comments into consideration and will finalize the proposals to submit for approval from the Ministry of Education and Sports in later stage.

เมื่อปลายเดือนมกราคมที่ผ่านมา ตัวแทนจากหน่วยงานรัฐและภาคเอกชนได้เข้าร่วมวิพากษ์ร่างหลักสูตรสร้างครูอาชีวศึกษาระดับอนุปริญญาต่อเนื่อง และปริญญาตรีต่อเนื่อง ณ สถาบันพัฒนาอาชีวศึกษา (สพอ.) ประจำสปป. ลาว ทุกฝ่ายร่วมหารือและให้ความเห็นเพื่อปรับปรุงต่อร่างหลักสูตรให้สอดคล้องต่อข้อกำหนดและความต้องการของประเทศสปป. ลาว สพอ. จะนำความคิดเห็นทั้งหมดไปพิจารณาเพื่อแก้ไขเพิ่มเติมร่างหลักสูตรอีกครั้ง และจะนำเสนออนุมัติต่อกระทรวงศึกษาธิการและกีฬาในลำดับถัดไป 🎊

👩‍🏫 👨‍🏫 VEDI working group got together to finalize the course outline. Back in December last year, they completed the draft TVET teacher curriculum of three pilot subjects assisted by the Thai expert team from KMUTNB. All curricula were reviewed by the VEDI administrators and teachers as well. Consequently, the curriculum proposals will be reviewed by invited stakeholders in the upcoming activity.

คณะทำงานพัฒนาหลักสูตรของสถาบันพัฒนาอาชีวศึกษา (สพอ.) แห่งสปป.ลาวและผู้เชี่ยวชาญจากมหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ (มจพ.) ร่วมกันปรับปรุงคำอธิบายรายวิชาสำหรับร่างหลักสูตรสร้างครูอาชีวศึกษาในสาขาวิชาเทคโนโลยีเครื่องกล ไฟฟ้า และโยธาเมื่อเดือนธันวาคมที่ผ่านมา โดยมีผู้บริหารและอาจารย์ผู้สอนประจำวิชาดังกล่าวจากสพอ. ร่วมเสนอแนวทางเพื่อให้หลักสูตรสอนได้จริง และสามารถสร้างครูอาชีวศึกษาได้อย่างมีคุณภาพ ร่างหลักสูตรที่ได้รับจะส่งต่อไปให้ตัวแทนภาครัฐและเอกชนร่วมวิพากษ์ในกิจกรรมถัดไป 💯

During 3-10 February a study trip was organized for Mongolian delegates consisting of governors from 3 aimags (provinces), National Development Agency (NDA), Ministry of Environment and Tourism (MET), and the Mongolian Tourism Association (MTA). The delegates visited Loei and Pattaya to observe and share experiences on sustainable tourism, community-based tourism, SEP which inspired ideas for tourism develop policies, guidelines, and plans in Mongolia.

เมื่อวันที่ 3-10 กุมภาพันธ์ ผู้บริหารจากหน่วยงานต่างๆของประเทศมองโกเลีย เช่น NDA กระทรวงสิ่งแวดล้อมและการท่องเที่ยว สมาคมการท่องเที่ยว และผู้ว่าจากสามจังหวัด ได้เยือนประเทศไทยเพื่อศึกษางานด้านการท่องเที่ยวที่ยั่งยืน การบริหารจัดการท่องเที่ยวโดยชุมชน และการประยุกต์ใช้ปรัชญาของเศรษฐกิจพอเพียงในการท่องเที่ยว โดยนำบทเรียนที่ได้มาพัฒนานโยบายและแนวทางในการพัฒนาการท่องเที่ยวในประเทศมองโกเลียต่อ

"เป็นโครงการแรกที่นำ SEP ไปประยุกต์ใช้ในกรอบความร่วมมือไตรภาคี สะท้อนว่าปท.พัฒนาแล้วดังเช่นเยอรมนีผ่าน GIZ ยอมรับและพร้อมจะเรียนรู้การนำ SEP ไปประยุกต์ใช้เพื่อการพัฒนาที่ยั่งยืนในประเทศที่สามร่วมกับไทย เป็นการแบ่งปันความเชี่ยวชาญเพื่อการพัฒนาชีวิตความเป็นอยู่ที่ดีขึ้นของชาวติมอร์" ถึงแม้โครงการเสริมแนวคิดเศรษฐกิจพอเพียงและห่วงโซ่มูลค่าให้กับงานส่งเสริมการเกษตรในติมอร์เลสเตจะจบลงแล้ว การประชุมเชิงปฏิบัตการระหว่างผู้เชี่ยวชาญ คณะทีมงานและผู้สนใจในวันที่ 30 ม.ค.ที่ผ่านมาแสดงให้เห็นว่าผลและสื่อต่างๆที่ได้ทำขึ้นมา ยังคงสามารถนำไปต่อยอดและเป็นประโยชน์แก่ประเทศไทยได้เช่นกัน

🎉🌾 Parabéns! Shoutout to everyone who has been involved in and contributed to the Sufficiency Economy and Business Promotion in the Agricultural Sector Project. After 2 years, the project comes to its end with the final Project Steering Committee (PSC) meeting and the closing event- Agricultural Festival: Sufficiency Economy for Sustainable Food and Income. Farmers have increased their income of up to 10 times higher, community groups are stronger, youth and women involvement and empowerment are more prominent, and over 17 extension workers and master trainers are confident and equipped with SEP knowledge, skills, and tools.
