This is a "Welsh Not."

Children found speaking Welsh in school had to wear this around their neck, suspended by a rope, and were caned.

A child could escape this punishment by catching another child speaking Welsh and reporting them, passing the "Welsh Not" to the new offender, who would then be punished.

The child wearing it at the end of the school day was caned, as was the one wearing it at the end of the week.

In the nineteenth century, such measures were used to forcibly eradicate the Welsh language.

These actions, among other cultural suppressions, are why not all Welsh people speak Welsh today.

From UNESCO heritage site castles (4 of them) built by Edward I (English King) in the late 13th century to ones ceased and destroyed by the Welsh over the following centuries - you'll see them all, and hear about this historic era during the Wales in a Week tour.
