Following the recent agreement by OPEC members to cut production to stabilize oil prices, the cartel on Saturday held a meeting with a number of non-OPEC nations which have committed to cut their output as well. Oil price on Monday rose to highest level since mid-2015.

Ministers from OPEC met with several Ministers from non-OPEC oil producing countries on Saturday, December 10, 2016, at the OPEC Secretariat in Vienna.

In a statement released on OPEC’s website, it has been said that the meeting on Saturday recognized the desire several non-OPEC members “to achieve oil market stability in the interest of all oil producers and consumers.”

In this regard, OPEC said, Azerbaijan, Bahrain, Brunei Darussalam, Equatorial Guinea, Kazakhstan, Malaysia, Mexico, Oman, Russia, Sudan, and South Sudan have committed to reducing their respective oil production, voluntarily or through managed decline.

Speaking ahead of the meeting on Saturday Mohammed Bin Saleh Al-Sada, Qatar’s Minister of Energy and Industry and President of the OPEC Conference said: “What the past two months have shown is that there is a growing consensus among producers that the market recovery process has taken far too long, with severe consequences for both producer and consumer countries. It has had a major impact on all our countries, in terms of economic growth, heavy losses in revenue and deep social spending cuts.”

He added: “It is thus vital we look to return sustainable stability to the market, in order to accelerate the ongoing drawdown of the stock overhang, bring the market rebalancing forward and ensure that the necessary future oil industry investments take place, in a timely fashion.”

The combined non-OPEC reduction target was agreed at 558,000 barrels a day for the producers above who proposed to adjust their oil production, voluntarily or through managed decline. The cuts will start from January 1, 2017, for six months, extendable for another six months, to take into account prevailing market conditions and prospects.

The deal sent Brent crude oil price rising 4.4 percent to $56 a barrel on Monday, which is, according to Reuters, the highest level in a year and a half.

Oil prices jumped as much as 6 percent on Wednesday after OPEC sources said the group has reached a deal to limit crude output at its policy meeting in November, a source for the producer group said.
Brent crude was up $2.76, or 6 percent, at $48.73 a barrel by 2:28 p.m. EDT (1820 GMT).

The Organization of the Petroleum Exporting Countries has agreed to limit production to 32.5 million barrels per day, OPEC sources said after talks held by the group on the sidelines of the Sept. 26-28 International Energy Forum in Algiers. The latest production figure for the group is 33.24 million bpd.

After reaching that target, OPEC will expect that non-member oil producers follow suit to further ease the global glut of oil production that is currently in place.

Cost Effective through Life DP Asset Management:

World DP tonnage has increased dramatically in the last ten years with the offshore supply and support market accounting for the greater part of new deliveries. Many of these vessels have been delivered by shipyards with little or no experience in constructing vessels of the complexity required for dynamic positioning and offshore service. Building to tight budgets with little expertise and, sometimes, dubious quality control often comes with hidden costs. In many cases it is only when a vessel has been in service for two or three years that higher standards of audit and inspection bring to light deficiencies which jeopardise its ability to safely perform its design intent, and meet the terms of its charter.
The C-MAR Group is leading the field in assisting vessel owners and managers to identify and rectify design or manufacturing faults through a turnkey approach to the management of the life cycle of DP fleets.
In one recent project C-MAR’s Dynamic Positioning Centre was contracted by a leading offshore construction contractor to consult in the conversion of a new multi-purpose offshore support vessel to diving support activity. During the system analysis it was found that power supplies to critical auxiliary systems for main propulsion were fed by a common source. In identifying this issue early in the project it was possible to provide the client a number of recommendations for rectification enabling an informed decision to be made in selecting the most appropriate engineered solution.
Our experienced FMEA Engineers and DP Trials Surveyors work with our clients to ensure that vessels covered by C-MAR’s DP Management Service are maintained in Class and operationally ready. Where non conformities are identified we provide cost effective solutions to meet the highest offshore standards.

We are delighted to announce that the C-MAR Group’s Dynamic Positioning (DP) Centre in Singapore has been successfully re-accredited by the Nautical Institute (NI) in October 2015.
This is a continuation of the success of the DP Centre Singapore since its founding in April 2003 and shows why it has been the busiest NI accredited DP Training facility in the world for many years now.
One of the highlights of this accreditation was that the DP Centre Singapore has successfully made a bid to take the student capacity up to 6 participants on each Advanced (Simulator) DP course rather than the usual 4. This was possible based on the two Class B Simulators that we have available in the Advanced classroom at our Centre and the two Simulators are networked over common visuals.
The staff at the DP Centre also ensured that all the documents and procedures for the DP courses were updated to comply with all the updated regulations that the Nautical Institute have introduced over the last year.
Well done to all our team in Singapore.

To provide a consultancy service for DP, HAZID HAZOP and Marine Operations Internationally and conduct DP FMEA and annual trials.

Principal Responsibilities

Principal Responsibilities:

The C-MAR Group has had several successes in acquiring new vessel management contracts in the USA recently. C-MAR America was appointed vessel manager for the Global Orion in October 2014, the vessel is currently offshore Fourchon awaiting commencement of her next contract.
The Global Orion is a DP2 Multi-service vessel (MSV) that is owned by Ranger Offshore having been acquired from Technip USA in late 2014. The vessel is mostly crewed by Ranger US personnel but the marine crew are capably managed by the C-MAR America logistics team and they have done excellent work forging a great relationship with the vessels Masters, Officers and Crew. The vessel work activities include Diving, Inspection, Construction and ROV support. The vessel has a length of 91m, beam of 19.7m, 150 T crane with accommodations for 62 people, a Sikorsky S-92 class helideck and an SDP21 Kongsberg Maritime DP system on-board.
In further success, C-MAR was appointed as vessel managers for the Uncle John Semi-sub and for the 4 point mooring, saturation dive vessel the Midnight Star. Both vessels are owned by Cal Dive International, a long term client of C-MAR and the Midnight Star is currently in Port Arthur preparing for a Saturation and Surface diving job off Cameron. The vessel flies the Vanuatu flag but is mostly manned by US citizens. The Uncle John is expected to complete repairs at BAE Systems Ship Repair in Mobile, Alabama in around 6 weeks’ time and then there is a plan to upgrade her to DP2, which the C-MAR group FMEA team is assisting with.

The C-MAR Group is pleased to announce the opening of a new group office and DP training facility in Shanghai, China.
C-MAR Marine Technical Services (Shanghai) Co. Ltd was incorporated in Shangahi in May 2014 and will see us expanding our engineering and marine services to the China market. Working alongside the key stakeholders in the Chinese oil & gas sector C-MAR is well positioned to assist in accelerating China’s developments by providing key personnel and training.
The training facility has been opened in conjunction with the Shanghai Maritime University (SMU) and is taking advantage of their local presence and reputation in establishing our DP training services in China. SMU was established by the Ministry of Communications in 1959 and runs a very wide range of degree and educational programs.
The new DP equipment is manufactured by Praxis Automation Technology and is another example of the diversity of the DP equipment that is installed at the DP Centre’s global training centers. Praxis was founded in 1965 in the Netherlands and began with manufacturing and supplying alarm and monitoring systems for sea going vessels and now they offer complete solutions in the ship automation and navigation equipment field with a global network of offices.
C-MAR and SMU carried out their first DP training course in February 2015 at the facilities in Shanghai. This was run for a number of Classification surveyors who were keen to expand their knowledge of the DP sector within China. Andrew Ward the C-MAR Group regional manager for South East Asia said ‘The DP Centre is recognized worldwide as the leading provider of DP training for offshore marine personnel. It is this reputation coupled with SMU’s impressive track record in delivering key personnel into the Chinese marine sector which we are sure will make this facility an integral part of China’s development as one of the world leaders in Exploration and Production of offshore hydrocarbons.’

Professor Hu, the acting Dean of the SMU said: ‘As the firstly established in China through cooperation between a higher education institute and a well-known corporation, it will be a win-win cooperation not only to meet China’s urgent demand for DP training ,but also can help to enhance the influence of NI in China’s maritime industry.’

The opening of these two core operations gives the C-MAR Group another base from which to further develop the wide range of services it already supplies to a large client base in the region.
