The Hajj Ministry has officially announced that Hajj 2021 will be restricted to Saudi residents only.

For those who were looking to perform their wajib Hajj this year and are unable to do so due to this restriction, they should go for Ziyarat to Imam Husayn (a) on the day Arafah, as per the direction of Imam Jafar as-Sadiq (as),

"Whoever cannot perform the wajib Hajj, so he should go to the grave of Husayn (as) and do Arafah with him, that will suffice for his wajib Hajj."

Being in Karbala for Arafat this year will suffice for your wajib Hajj, meaning if a person dies until the next opportunity for Hajj, Allah will count this Ziyarat as their wajib Hajj.
