Chief Executive John Lee announced, regarding the [New Capital Investment Entrant Scheme], effective today, the government will allow individuals to invest in residential properties. The transaction price of the property must be HKD 50 million or above, with the amount of real estate investment to be counted towards the total capital investment capped at $10 million.

Additionally, starting from March 1 next year, investments made through a fully-owned eligible private company by the applicant can be counted toward the eligible investment amount.

HKSAR Government warmly welcomes issuance of card-type document to non-Chinese Hong Kong permanent residents by country to enhance convenience of immigration clearance

The Hong Kong Special Administrative Region (HKSAR) Government today (July 1) warmly welcomes and expresses gratitude to the country for announcing that non-Chinese Hong Kong permanent residents will soon be eligible for a card-type document (Mainland Travel Permits for Hong Kong and Macao Residents (non-Chinese Citizens)) to enhance convenience of clearance at control points of the Mainland, facilitating their visit to the Mainland for business, travelling, and visiting relatives. The Exit and Entry Administration of the country will start issuing the card on July 10.

Many non-Chinese Hong Kong permanent residents have deep roots in Hong Kong. They have been working diligently and making significant contributions to the development of Hong Kong. Among them, foreign talent working in Hong Kong are particularly keen to better seize the historic opportunities of our country's rapid developments, especially envisioning greater involvement in the building of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) as a world-class bay area. We firmly believe that international talent of Hong Kong companies can enjoy the long-awaited clearance convenience for northbound travel with this card. This measure is not limited to any nationality or industry, which fully highlights Hong Kong's unique status under 'one country, two systems' and greatly helps Hong Kong maintain its international character and diversity, thereby providing a significant incentive for companies and talent from around the world to settle in Hong Kong," The Chief Executive, Mr John Lee, said.

Under the new measure, all non-Chinese Hong Kong permanent residents will be able to make applications to the China Travel Service (Hong Kong) Limited entrusted by the Exit and Entry Administration of the country for travelling to the Mainland multiple times within a five-year validity period (with a stay not exceeding 90 days for each visit), without the need to apply for a separate visa to enter the Mainland. The application, approval, and issuance of this card fall within the remit of the Mainland authorities. The HKSAR will certainly make good use of these measures, proactively playing the special role and carrying out the mission endowed by "one country, two systems", telling the good stories of Hong Kong, and making even greater contributions to the development of the country.

HKSAR Government welcomes enhancements to "exit endorsement for business visit" and "exit endorsement for talents" by Mainland authorities (28 April 2024)

The Government of the Hong Kong Special Administrative Region (HKSAR) welcomes the announcement by the Mainland authorities today (April 28) about the extension of the period of stay for holders of an exit endorsement for business visit travelling to Hong Kong from seven days to 14 days and the expansion of application of the exit endorsement for talents to Beijing and Shanghai, both taking effect on May 6, 2024.

Last year, the mainland authorities introduced talent visas for traveling between the mainland and Hong Kong/Macau. Qualified individuals from six categories holding such visas can travel to and from Hong Kong and Macau multiple times, with each stay not exceeding 30 days. So far, over 20,000 people have been issued these visas.

The National Immigration Administration has decided to expand the program to talents from Beijing and Shanghai starting from the 6th of next month.

Furthermore, starting from the 6th of next month, the stay period for individuals holding business visas traveling to Hong Kong and Macau will be doubled from 7 to 14 days. This extension will be applicable nationwide, and applicants can apply at any entry and exit management window of public security agencies nationwide.

Wang Ling stated, "This will help business personnel to extensively seek business opportunities, conduct in-depth business negotiations, and is expected to benefit over 100 million individual industrial and commercial households nationwide, as well as business personnel from over 30,000 enterprises and institutions that have registered for multiple business visas."

In addition, mainland residents visiting Macau for exhibitions, medical treatment, or engaging in performing arts activities can apply for multiple entry "other" category visas for one year. Those participating in tours to Hengqin Port and Macau can travel back and forth between the two places through the Hengqin Port multiple times within 7 days.

The National Immigration Administration stated that the policy will further facilitate business exchanges between the mainland and Hong Kong/Macau and promote the coordinated development of talent highlands in Beijing, Shanghai, and the Guangdong-Hong Kong-Macau Greater Bay Area.

国家移民管理局公布，内地往来港澳人才签注下月六日起，适用范围扩展至北京和上海人才；而赴港澳商务签注停留期限亦倍增至14天。

内地当局去年推出往来港澳人才签注，六类合资格人才持有签注可多次往来香港、澳门，每次逗留不多于30日，至今已有超过2万多人获发。

国家移民管理局决定下月六日起，扩大计划至北京、上海人才。国家移民管理局公民出入境管理司副司长王凌称：「新政将为内地与港澳科技创新注入新活力、新动能，有力地支持香港国际创新科技中心建设、澳门科技创新发展。」

Hong Kong is formally re-introducing its HKD 30 million investment
immigration program (CIES- Capital Investment Entrant Scheme), and it is expected to start accepting applications from mid-2024.

Among the total amount, HKD 27 million can be invested in financial assets and non-residential real estate. Financial assets include stocks, debt securities, certificates of deposit, callable bonds(redeemable bonds), eligible collective investment schemes, and limited partnership funds. Non-residential real estate refers to commercial and/or industrial non-residential properties in Hong Kong (including pre-sale properties but excluding land). It's worth noting that non-residential real estate (capped at HKD 10 million) is a new investment option introduced this time, aiming to meet diverse investment needs.

Additionally, HKD 3 million needs to be invested in the " Capital Investment Entrant Scheme Investment Portfolio" which supports the development of the innovation and technology industry and other key sectors. This portfolio is managed uniformly by the government.

Like other talent programs, main applicants for the investment immigration can also enjoy the "exemption before imposition" stamp duty arrangement when purchasing residential properties, further enhancing enhancing the attractiveness of the investment immigration program.

香港正式重推3,000萬香港的投資移民計畫（資本投資者入境計畫），2024年中啟動接受申請。

包含2700萬香港可投資金融資產和非住宅房地產。金融資產包括股票、債務、證券、存款證明、後償債項、合資格集體投資計劃、有限合夥基金；非住宅房地產為在香港的住宅及/或工業用途非住宅房地產（包括樓花，但不包括土地）。值得留意的是，非住宅房地產（上限是1000万港元）和有限合夥基金是这次新增的投资选项，希望可以满足不同的投资需要。

另外300萬港元需投放在支持創新及科技業等重點產業發展的「資本投資者入境計畫投資組合」，由統一管理。

與其他人才計畫一樣，投資移民主申請人還可享有購買住宅的「先免後徵」印花稅安排。進一步增加投資移民計畫的吸引力。
