The Raas Lila is an annual festival being performed on the full moon day (Purnima) in the months of October-November (Kati- Aghun) during the autumn season. It is not known for certain in which Sattra Rasa Lila was first introduced in Majuli as a performing festival. During this festival the Sattras draw a large number of people. The Raas Lila is the story of the life of Lord Krishna presented in the performing art form. It begins with the birth of Krishna, his upbringing at the house of king Nanda, his tending the cows at Gokula along with his fellow cowherds, his childhood activities, his killing of the demons like Bakasur, Putana, Kaliya, and of Kamsa- his maternal uncle, at various times of his youth and on various other occasions. Finally his amorous play with the Gopis.In the Udasin Sattras, the Ras dance is performed by the celibate inmates of the Sattra, the Bhakats donning female costume in the night in the namghar with music and dance. Performance of the Ras Lila involves various classes of musical instruments, music and dance, and artifacts mask and painting. First Raas Leela was performed at Dakhinpat Sattra in 1840 A.D. and it is continued with full ritual ways. These constitute Assamese classical music and dance. Raas Lila was made into a stage performance by Pitambardeva Goswami of Garamur Sattra in the year 1934; in the year 1950 he permitted the girls of the Sattra to take roles in the Raas Lila and dance. Today, in most of the centers women participation is the normal way to carry on the Raas Lila performance. This festival has a great impact on the life and culture of the people of Majuli in particular, though it is a part of the culture of the Sattras as a festival it is performed by many of the villages. During the festival every man and woman and child remains busy receiving visitors and performing different duties related to the festival. There are reports to the effect that during the festival that lasts for four to five days at a stretch, lakhs of outsiders visit the island, and every family is to receive and keep one or more of them for those days.

J&K: Tourism directorate hosts 2nd edition of Kite Festival

Directorate of Tourism, Jammu in collaboration with J&K Tourist Development Corp (JKTDC) on Saturday organized the Jammu Kite Festival 2nd Edition at Tawi River Front Park. A similar festival was
organized by district Administration Samba at Rani Suchait Singh Sports Stadium, Arazi in district.

Owing to the enthusiasm Jammuites have for kites the festival witnessed a huge crowd from various parts of Jammu. The Festival also marked the celebration of Azadi ka Amrut Mahostav (75 years of India’s Independence). This event will be made a regular feature in coming years and will be organized in a grander manner which will help in attracting tourists from all parts of India.

Speaking on the occasion, Div Com Jammu said “Kite flying has been an integral part of Indian Culture “Kites have the ability to drag us out of our homes and go back to childhood for a while. I congratulate Directorate of Tourism, Jammu for organizing such a festival,” he added.

Addressing the media persons, Director Tourism Jammu, Vivekanand Rai said “Kites have been a part of a tradition since ancient time and even today they are flown to celebrate various festivals and sentiments.”

“Ever since we started thinking about organizing a Kite Flying Festival in Jammu we were sure that it would get a great response. I would like to thank the people of Jammu for making our initiative a thorough success and using Indian Thread for Flying Kites,” he added.

Pertinent to mention here is that the participants used only Indian Thread for flying Kites. It was ensured at the entry gate by the Directorate of Tourism, Jammu that none of the participants take Chinese thread inside the venue.

Subhang Sethi and Mohit Sharma were declared winners in two categories and each of them won a 2N/3D stay at Patnitop sponsored by JKTDC and Directorate of Tourism, Jammu, for a family of four. All the participants were given certificates in the end.

Tourism industry in Kashmir booms again: 8,000 travellers fly in and out in a day

Kashmir's tourism Industry is witnessing a boom after hitting the lowest in the last two years. In the month of July and August, Kashmir has seen maximum tourist arrivals. The Srinagar airport has more than 8,000 travellers flying in and out of Srinagar with a total of 62 flights everyday.

The numbers have increased after the authorities started late evening flights in Srinagar. It has not only helped the tourists but locals of the valley too.

"A total number of 8,059 passengers travelled on 62 flights (31 Arrivals and 31 Departure)," tweeted Srinagar Airport Authority.

"The flow of tourists is much better than what it was earlier. After Covid we are thankful to the tourism department for the promotion and with time its getting better and better. Department started a vaccination drive and we were the first ones to open for tourists in the country. We are adding new attractions like water transport and a new destination Gurez also picked up. We are hoping that with festivals coming the number of tourists will increase. We are also doing regional promotions in different states," said Manzoor Pakhtoon, a tour operator.

A lot of tourists could be seen around Dal Lake, Gulmarg and places like Pahalgam.

"We have come to Kashmir for the first time and we are liking it. What we hear in the news, it's not like that at all. We like everything from people to places. We are going to Pahalgam and Gulmarg for the next three days. Everyone should come to Kashmir and there is nothing to worry about. People are bored at home so people should travel now," said Naresh Kumar, a tourist.

The tourists also asked people from across the country to visit the Valley.
"Kashmir is a paradise and it's the truth. We are so happy to be here. And I would also come again for sure. I would ask people to come as it's a very beautiful place," said Aakash Tilak, a tourist.
The government of Jammu and Kashmir has also given special discounts and offers to the tourists coming to the valley. Some new sites are being added as well as adventure tourism is also being promoted.

New domestic travel guidelines Issued for nationwide uniform protocol

The Union Health Ministry on Wednesday issued revised guidelines for domestic travel across the nation during the ongoing Covid pandemic. "The Union government has not recommended any restrictions on inter-state travel in the context of Covid-19. Further, states were allowed to develop their own protocols with regards to quarantine and isolation as per their assessment. It has come to notice that certain states, however, have imposed negative RT-PCR testing reports as a criterion for point of entry in their states.

"With a view to facilitating inter-state travel, while observing required precautions, the guidelines for domestic travel via flight, train, ship, or bus inter-state are revised so as to have a uniform protocol for domestic travel across the country," the ministry said. As per the new guidelines, passengers should self-monitor their health and travel only when they have no symptoms related to Covid-19. All passengers shall follow Covid appropriate behaviour at all times which includes use of mask, face cover, hand hygiene and physical distancing of six feet, as far as feasible.

The mask or face covers must be worn properly to cover nose and mouth, while touching the front portion of mask/face covers, is to be avoided. All passengers will have to download Arogya Setu app on their mobile devices. If any passengers develop fever during travel, they will have to report this to cabin crew/TTE/bus conductor. If any passenger develops symptoms after reaching their final destination, they shall inform the District Surveillance Officer or the state or national call centre.

The guidelines have recommended suitable announcement for Covid-19 and Covid appropriate behaviour at airports, railway station, ports, and bus terminals. Such announcements may include precautionary measures to be followed. The passengers wearing masks or face covers properly to cover nose and mouth shall be allowed to travel.

Himachal hotels offer up to 75% discount as tourists avoid hills

Heavy rain and recurring landslides in Uttarakhand are keeping tourists away from the popular hill station of Nainital, with special discounts for the upcoming Janmashtmi long weekend also failing to boost footfall.

According to several hoteliers in Nainital, occupancy for the long weekend is very low even as cancellations have seen a spike due to bad weather. “Many of us are offering discounts, yet tourists are not willing to travel amid the threat of landslides. Most hotels have only 20% occupancy for the upcoming long weekend,” a hotelier told TOI.

The hotelier added that most hotels had up to 80% occupancy just a few weeks ago. “Even if the bookings were to pick up now, it is unlikely that most properties would be booked beyond 50% of their capacity,” said Ved Sah, secretary of Nainital hotels and restaurants association.

Sah added that the images of collapsed roads, blocked bridges and landslides on social media and in media reports have scared away tourists. “This is the third consecutive weekend when the tourist numbers are expected to remain low,” he said.

Just last month, a portion of the road leading to the Governor’s House had collapsed while cracks had appeared on the Bhowali-Nainital highway. Several other roads have also caved in in the recent past. The Bhowali national highway was opened to traffic on Tuesday, but heavy rainfall blocked it again on Wednesday night.

Neeraj Kumar, another hotelier from Nainital, said the third wave of the pandemic is also expected to hurt business. “Many hotels have lowered their prices and websites are offering discounts yet bookings are low compared with July and early August. There are predictions of a third wave as well which is likely to cause a decline in tourist numbers again.”

Hoteliers in Mussoorie, meanwhile, had better luck. Several of them said they have “good occupancy” for the long weekend. “Hotels are expected to have 70% to 80% occupancy this weekend,” said a hotelier.

Mauritius further relaxes travel restrictions
From September 1, vaccinated visitors will only need to spend seven days in a dedicated resort bubble, before they are able to go out and explore the rest of the island.

On July 15, the Indian Ocean nation reopened its borders to international visitors who have been vaccinated, with the caveat that they would need to stay in 14 allocated resort bubbles. Only those staying in their resorts for more than two weeks were able to visit other parts of the island, after taking a RT-PCR test on day 14 of their holiday.

This has now been reduced to seven days, following the successful roll-out of the country’s vaccination drive. According to Mauritius Tourism Promotion Authority, 56 per cent of the population has received two jabs of a Covid-19 vaccine.

Starting in October, vaccinated travellers will be free to explore the island from the get-go.

“This is a major leap towards the full reopening of its borders on October 1, when vaccinated international travellers will be welcomed in without restrictions," says Arvind Bundhun, director of Mauritius Tourism Promotion Authority. "Visitors who present a negative PCR test taken in the 72 hours prior to embarkation will be able to explore the island freely from the moment they arrive."

Emirates flies to Mauritius twice a week, with return economy flights starting from Dh4,515. Mauritius is currently on Abu Dhabi’s green list, meaning travellers will not have to quarantine upon their return to the capital.

Himachal makes Covid-19 test must for unvaccinated tourists

With Himachal Pradesh seeing a spike in Covid-19 infections, the state government on Wednesday made it mandatory for visitors to carry their Covid-19 vaccine certificate (single or both doses) or a negative RT-PCR test report issued not earlier than 72 hours.

The state government decided to monitor the situation till August 10 and if the infections continue to rise, it will put a cap on social gatherings, public events besides imposing restrictions on crowded places.

“The rise in Covid-19 has become a concern again. In view of the situation, it has been decided to re-impose restrictions,” chief minister Jai Ram Thakur said during the state assembly session in Shimla. He said people should stay alert and follow Covid-19 safety norms strictly.

Mandi reports most cases

Himachal Pradesh has 1,414 active cases at present with the highest number of 318 cases being reported from Mandi district, while Sirmaur has the lowest number of 12 active cases.

Coronavirus cases in Chamba, Kangra and Shimla districts have also crossed the 200-mark. A total of 3,507 people have died due to the contagion in the state.

No mask-no service policy in force

The state executive committee has issued guidelines and asked the field implementation authorities to ensure people observe Covid appropriate behaviour at markets, malls, restaurants, bus stands, railway stations, parks, gymnasiums, banquet halls and sports complexes.

The state will continue to observe no mask-no service policy strictly. People will be allowed to board public, private transport and enter any government or private establishment only with masks.

All departments and district authorities have been directed to ensure compliance.

Kerala allows ‘bio-bubble’ model operations of tourist facilities

Amidst clamour for relaxations on Covid-19 restrictions from trade and industry in the state, the Kerala government has announced certain modifications from August 5. The new modified guidelines by the government allows open tourist spaces and tourism centres to open in the state.

The latest communique from the State Disaster Management Authority says that the hotels and resorts in the state can function in a ‘bio-bubble’ model. However, the restrictions on events, parties, conferences, will continue. Weddings and funerals can happen with a maximum 20 pax.

Accommodation facilities like hotels, resorts, will be allowed to operate in a bio-bubble model in all areas on all days of the week. While allowing it to function on all days under the ‘bio-bubble’ model, the guidelines strictly mandates such establishments to display the status of vaccination of employees and number of customers permitted at a time.

Such establishments can only allow persons who have taken at least one dose of the Covid-19 vaccine before two weeks or who are in possession of the RT-PCR negative certificate taken 72 hours before or who are in possession of the Covid-19 positive results more than a month old shall be allowed inside as workers as well as visitors.

The restrictions on indoor dining in restaurants will continue to remain suspended. However, dining is allowed in open areas, parking lots, with 6-ft distancing. Restaurants will be allowed to serve food online till 9.30pm. The Test Positivity Rate in Kerala is above 10 per cent and half of the total Covid-19 positive cases in India is currently reported from Kerala.

Raj govt plans to showcase beauty of borders to tourists

Taking cue from Punjab, Rajasthan Tourism will soon promote Border Tourism and its beautiful stretch to tourists on the same lines as Punjab has done on Wagah Border where tourists have been thronging throughout the year. Rajasthan Tourism officials have confirmed this and said that during the post pandemic period, the state wants to serve new destinations on platter and hence comes this idea.

Experiencing beauty of the borders of Rajasthan shall be a novel experience for tourists, they added. "The places where maximum tourists come for relinquishing their zest for border tourism are Jaisalmer, Barmer, Bikaner and Sri Ganganagar.

Jaisalmer district has the largest area of desert terrain in Rajasthan. The temple of Tanot Rai in Tanot on the Indo-Pak international border, 125 km to the west of Jaisalmer district headquarters, is the main attraction for Indian tourists and devotees. The upkeep of this temple has been undertaken by the local contingent of BSF (Border Security Force) which performs puja and devotional celebrations. This place of faith for soldiers and BSF jawans has also been portrayed in the much talked about Bollywood movie Border, senior tourism officer told IANS.

The international Indo-Pak border which is at a short distance from the temple is a major attraction for the visiting tourists. There is also a fort near this place known as Kishangarh, made of bricks and mortar.

In close vicinity is the site of Longewala, which witnessed the 1971 Indo-Pak war. The military vehicles and tanks of the Pakistan army destroyed by the Indian army have been kept for display. There is also a theatre here that is run by the Indian Army in which films of triumph and victory of the Indian armed forces during the Indo-Pak war of 1971 are showcased for the tourists.

The fort in Ghotas in this area also pulls the tourists and arouses their curiosity. A railway station named Munnabad is in operation in Barmer which caters to the movement of Indo-Pak passengers.

The Sanchu post of the BSF that is on the Indo-Pak international border in Bikaner District attracts travelers as it is surrounded by large sand streams. The post also houses a museum, a guest house and a canteen that are run by the BSF.

For visiting the Sanchu post, the domestic tourists need to take permission from BSF in Bikaner. The tourists are shown the post of the Pakistan side and also the museum. There is a facility extended by the BSF to provide food to tourists on payment.

About the area of District Sri Ganganagar, the Hindumal Kot border outpost, located at a distance of 18 km from Sri Ganganagar is quite famous. The outpost has been named after chief dewan Hindumal of the erstwhile princely state of Bikaner.

The railway station located on this post is also very famous, as it used to connect India and Pakistan through the rail route and also provide for import and export of goods between the two countries.

Domestic travel recovery continue; Mumbai airport reintroduces five flights to Tier-2 cities

July witnessed a 132% year on year growth in domestic passenger traffic as Covid-19 cases remained low in the month, revealed rating agency ICRA. Domestic passenger traffic grew around 56 -57% (at around 48-49 lakh) in July, compared to around 31.1 lakh in June 2021. According to ICRA, the airlines’ capacity deployment for July was 90% higher than July 2020 (47,200 departures in July this year against 24,770 departures in July last year).

Kinjal Shah, vice president and co-group head, ICRA, “For July 2021, the average daily departures were at approximately 1,500, which is significantly higher than the average daily departures of around 800 in July 2020, and higher than around 1,100 in June 2021. Though it remains lower than around 2,000 in April 2021. The average number of passengers per flight during July 2021 was 104, against an average of 98 passengers per flight in June 2021.”

“Though the recovery continued in July 2021, there is continued stress on demand, driven largely by the second wave of the pandemic, limiting travel to only necessary travel, while both leisure and business travel have been curtailed due to various state-wide restrictions, despite the decline in infections,” Shah added.

While the scheduled international operations have been further suspended till August 31 the international passenger traffic for Indian carriers under the Vande Bharat Mission (VBM) is estimated at around 2.1 lakh, seeing growth of approximately 43%.

Chhatrapati Shivaji Maharaj International Airport (CSMIA) too witnessed a surge in passenger travel to the Tier 2 market in July. Sectors such as Hyderabad, Goa and Ahmedabad (top three tier-II sectors that performed) saw 7%, 5% and 5% passenger traffic respectively to these cities. Indigo, Air India and GoAir (the top three airlines) catered to over 3.5lakh, 80,000 and 46,000 passengers respectively.

Looking at this upsurge in passenger traffic and easing of travel restrictions CSMIA reintroduced five domestic routes to Tier-2 cities like Bareilly, Visakhapatnam, Tirupati, Ajmer and Porbandar.
