Malaysiaโ€™s Economy Minister, Rafizi Ramli, has outlined a new approach for developing infrastructure within the Johor-Singapore Special Economic Zone (JS-SEZ), adopting a โ€œproject-by-projectโ€ model.

Under this arrangement, Malaysia will fund infrastructure development, while Singapore will focus on financing investment facilitation.

This approach, considered a pragmatic move in light of Malaysia's fiscal constraints, aims to avoid the pitfalls of large-scale speculative projects like Iskandar Malaysia, which experienced uneven progress and limited investor interest due to overbuilding in some areas and underdevelopment in others.

Analysts view this split financing model as โ€œfairโ€ since it leverages the strengths of both countriesโ€”Malaysiaโ€™s expertise in large-scale infrastructure and Singaporeโ€™s prowess in attracting high-value investments.

Despite these concerns, economist Anthony Dass defended the โ€œproject-by-projectโ€ model, citing its flexibility and reduced financial risk. He explained that this approach minimizes oversupply and wasteful spending on underutilized assets, aligning infrastructure development with actual market demand. However, he acknowledged that the modelโ€™s success would depend on investor confidence and timely ex*****on.

Rafizi also clarified that the JS-SEZโ€™s funding split allows for risk-sharing between the two countries, which reduces financial pressure. This collaborative approach aims to ensure that each nation can maximize its comparative advantage-Malaysia in infrastructure development and job creation, and Singapore in attracting multinational companies and high-value investments.

While some economists, including Lee Heng Guie from the Socio-Economic Research Centre, have agreed that the funding model is fair, they suggest exploring private sector participation to help finance infrastructure.

This could potentially reduce the financial burden on governments and accelerate the development process, drawing inspiration from similar economic zones in China where private companies and state-owned banks have played key roles.

The agreement for the JS-SEZ, which covers 3,571 square kilometers and features nine flagship areas targeting various economic sectors, was signed during the Malaysia-Singapore Leaders' Retreat in January 2025.

Malaysiaโ€™s former deputy trade and industry minister, Ong Kian Ming, noted that while the deal provides a solid foundation, further initiativesโ€”such as special incentives for tech companies and knowledge workersโ€”could further bolster the JS-SEZ's potential and attract more global investments.

In summary, while the project-by-project model is a step towards more flexible, demand-driven development, its success will depend on timely infrastructure completion, clear communication of development timelines, and ensuring that both countries' investments yield balanced and sustainable economic returns.

Malaysia and Singapore have officially announced the launch of a special economic zone (SEZ) in Johor, aimed at attracting high-value investments across industries such as manufacturing, logistics, tourism, and energy transition.

The agreement, signed on Tuesday during a visit by Singaporeโ€™s Prime Minister Lawrence Wong, builds on a prior agreement made a year ago to jointly develop the zone.

Both leaders emphasized the projectโ€™s potential to enhance competitiveness and attract more investments to both countries. Prime Minister Lawrence Wong noted that the initiative would help businesses grow together in the long term, with both sides engaging stakeholders to ensure its success.

Economy Minister Rafizi Ramli highlighted that the goal is to attract 50 projects within the first five years, creating 20,000 skilled jobs.

Malaysia will establish an infrastructure fund to support companies setting up in the SEZ, while Singapore will create a fund to assist its companies operating in Johor.

The new Johor-Singapore special economic zone is set to drive significant development and economic growth for Johor.

By attracting high-value investments and creating thousands of skilled jobs, the initiative will strengthen the regionโ€™s business landscape, boost key industries, and foster long-term prosperity for both Malaysia and Singapore.

The coming year marks the "new dawn" for Johor, says Menteri Besar Johor YAB Dato Onn Hafiz Ghazi, as the state begins its journey to fulfill the Maju Johor 2030 vision. This vision is Johorโ€™s roadmap to becoming a developed state by 2030.

But Maju Johor 2030 is more than just a vision it is a promise: a promise of growth, unity, and a better quality of life for every Johorean, all while preserving our heritage and culture.

YAB Dato Onn Hafiz Ghazi emphasized that this includes improving healthcare, quality education, affordable housing, accessible infrastructure, and reliable public services for all.

Under the royal patronage of His Majesty Sultan Ibrahim, King of Malaysia, and His Royal Highness Tunku Ismail Sultan Ibrahim, Regent of Johor, everyone has a role to play in realizing this vision.

โ€œThis year is our opportunity to shape a Johor we can all be proud of a state where prosperity is shared by all. Together, we will make this vision a reality,โ€ said YAB Dato Onn Hafiz Ghazi.

He highlighted that 2024 laid the foundation for a strong 2025, with plenty of exciting developments ahead. Notably, the enhanced Malaysia-Singapore bilateral ties and Johor's strategic connection with Singapore through the Johor-Singapore Special Economic Zone (SEZ) will drive investment and economic growth.

The SEZ will provide special tax incentives, business license exemptions, and a skilled workforce to attract investments. A joint agreement is expected to be signed later this month.

Progress is also being made on the Johor Bahru-Singapore Rapid Transit System (RTS), which is set to begin operations in December 2026. This will reduce travel time to just 15 minutes, with QR-based passport-free travel currently in trials.

Johorโ€™s reputation as a tech and innovation hub is also growing, with over 40 applications to set up data centers in Nusajaya, Sedenak, and other districts. Additionally, the expansion of the Ayer Hitam-Skudai stretch of the PLUS Expressway to six lanes has officially begun, marking significant infrastructure improvements.

Johor is poised for a bright future with the Maju Johor 2030 vision. Through continued growth, innovation, and collaboration, the state will unlock new opportunities, enhance the quality of life for its people, and establish itself as a leading hub for investment and development.

Johor is ready to move forward with ambition and determination. Together, we will shape a Johor we can all be proud of.
