UK lifts travel ban on Nigeria.

The United Kingdom has announced that Nigeria and 10 other countries would be removed from its red list from Dec. 15, following review of the latest risk assessment from the UK Health Security Agency (UKHSA).

The government of the United Kingdom made this known in a statement on Tuesday in Abuja.

“All 11 countries will be removed from the UK’s red list from 4 am Wednesday, Dec. 15 as Omicron becomes the dominant strain around the world.

“Pre-departure tests and PCR testing measures on or before day 2 after arrival remain in place, with a review of all travel measures in the New Year.

“Passengers arriving from Nigeria, Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia, and Zimbabwe will not have to stay in a managed quarantine hotel on arrival in England from this date.
“As Omicron cases rise in the UK and in countries around the world, the travel red list is less effective in slowing the incursion of the variant from abroad and these temporary measures are no longer proportionate.

“The red list has successfully served its purpose in delaying the spread of Omicron into the UK to buy time for scientists to learn more about this variant.

“All vaccinated passengers arriving in the UK must continue to take a pre-departure test two days or less before they depart for the UK and must take a PCR test on or before day 2 and self-isolate until they receive a negative result.

“These testing measures are vital in helping to prevent any additional cases of Omicron from entering the UK and stopping people from passing it on to others.

“This is a critical phase in tackling the Omicron and the Government’s focus remains on slowing the spread of the variant in the UK.

British High Commissioner to Nigeria, Catriona Laing said that Ministers of the UK made the decision to remove Nigeria from the UK’s travel red list based on scientific and public health data.

Laing stated that the emergence of the Omicron variant is a reminder that the COVID-19 pandemic is not over, and like all countries around the world the UK has had to take difficult decisions to protect public health.

Canada lifts travel ban on 10 African countries, reimposes COVID-19 testing rule for short trips abroad.

The federal government is lifting its widely criticized travel ban on 10 African countries and reimposing its requirement for Canadians taking short trips abroad to get a COVID-19 test before returning to Canada.

The 10-country travel ban was brought in when the Omicron variant was first identified but kept in place even after community spread started domestically.

Health Minister Jean-Yves Duclos announced at a Friday press conference in Ottawa that the ban would be lifted effective Dec. 18 at 11:59 p.m. ET.

At the same time Canada is bringing back its requirement for Canadians and permanent residents who travel abroad for less than 72 hours to get a negative COVID-19 test before returning to Canada. That rule was dropped in November amid pushback from business, tourism, and travel groups.

Mr. Duclos said the pre-entry testing requirement for short trips abroad will take effect on Dec. 21 and travelers must take the test in a country other than Canada.

Once the rule takes effect, all travelers will again be required to take a molecular COVID-19 test and present a negative test result within 72 hours of travelling. The most commonly referred to test that Canada accepts is the polymerase chain reaction (PCR) test. Canada also accepts the nucleic acid test (NAT) or nucleic acid amplification test (NAATs) and the reverse transcription loop-mediated isothermal amplification (RT-LAMP) test.

Omicron has already been detected in 77 countries and is likely already in most other countries, even if not detected yet, said Chief Public Health Officer Theresa Tam, calling it the “most rapidly spreading variant to date.”

Canada first imposed the travel restriction on travelers from seven African countries on Nov. 26 and then expanded it to 10 countries on Nov. 30 – South Africa, Mozambique, Botswana, Zimbabwe, Lesotho, Eswatini, Namibia, Nigeria, Malawi and Egypt. The rule was heavily criticized, including by the World Health Organization and United Nations, and on Tuesday, Canada’s top doctors said it should be reassessed. Mr. Duclos again defended the rule on Friday.

“Given the current situation, this measure has served its purpose and is no longer needed.”

Some premiers and the federal Conservatives had also supported the travel bans.

The federal government had also required travelers who are allowed to still enter Canada from those countries to get a negative COVID-19 test in a third country before boarding – which travelers said made getting to Canada next to impossible. The Public Health Agency of Canada confirmed Friday that the rule requiring travelers to be tested in a country other than one of the 10 banned countries before departing for Canada will also be lifted on Dec. 18.

So, too, will the additional quarantine rules that those travelers faced.

“People having traveled through those ten countries will be subjected to the same rules as those traveling from other countries into Canada,” Mr. Duclos said.

Last week, The Globe reported that Canada was the only country among Group of Seven nations that had the additional third-country test requirement as part of its travel bans.

UK Will Now Require PCR Tests for International Travelers Upon Arrival.
The change comes just weeks after the country eased its entry protocols.
International travelers heading to the United Kingdom will now have to take a COVID-19 PCR test by the second day of their trip, due to the emergence of the omicron variant.

The new rules, which went into effect on Tuesday — just weeks after the country eased entry protocols — require travelers to take the PCR test before the end of day 2 after arriving and self-isolate until they get a negative result, according to the UK government. The new measures will be reviewed in three weeks.

"We now need to go further and implement a proportionate testing regime for arrivals from across the whole world," Prime Minister Boris Johnson said at a news conference, adding, "we are not going to stop people traveling, I want to stress that."

The decision was made in light of the new COVID-19 variant, which has spread quickly around the world, including in the UK. Like much of the world, the UK took steps to restrict travel from southern Africa, placing 10 countries on its travel red list.
The move to bring back PCR testing comes just over a month after the country started allowing fully vaccinated travelers to opt instead for the cheaper and faster lateral flow test for their day 2 test. Fully-vaccinated travelers from most places, including the United States, still won't need to get tested before departure.

Children between 5 and 17 years old will also have to book a PCR test to take by day 2, while children under 5 are exempt from all testing, according to the government.

Johnson conceded, however, that "measures at the border can only ever minimize and delay the arrival of a new variant, rather than stop it altogether."

He added "our scientists are learning more hour by hour, and it does appear that Omicron spreads very rapidly, and can be spread between people who are double vaccinated… So we need to take targeted and proportionate measures now as a precaution while we find out more."

Beyond travel restrictions, the UK instated a mandatory mask policy in shops and places like hair salons, as well as on public transport, and will require anyone who comes into contact with a suspected Omicron case to self-isolate, regardless of their age or vaccination status.
