: DOST develops S-PaSS for easy coordination in areas with different travel restrictions

The Department of Science and Technology developed the Safe, Swift and Smart Passage or S-PaSS, an innovative travel management system for local travelers who are returning to or visiting different localities in time for the holidays, for vacation or for business.

The S-PaSS is a travel management system that can facilitate local travel where the public can access information on travel restrictions implemented by different Local Government Units (LGU) due to the COVID-19 pandemic.

The S-PaSS is not a contract tracing system like the StaySafe.ph which is a community-driven contact tracing, health condition reporting and social distancing system being adopted by LGUs and also approved by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases or IATF.

As a travel management system, the S-PaSS will facilitate a safe, swift, and smart coordination of travels to the destination LGUs. Travelers can check the travel restrictions of their destination through https://s-pass.ph.

If the final destination has restricted travel policy, the traveler can now apply for a Travel Coordination Permit (TCP) through the S-PaSS. The TCP now replaces the previously required Travel Authority.

On the other hand, if the final destination of the traveler is classified as unrestricted but will have to pass through restricted LGUs before reaching their final destination, travelers should also apply for a Travel Pass-Through Permit (TPP) aside from securing the TCP required by the place of final destination.

Previously, LGUs issue the Travel Authority to local travelers including returning Overseas Filipino Workers, locally stranded individuals, and emergency travelers. With the adoption of S-PaSS by the IATF, S-PaSS will allow the LGUs now to issue the Travel Coordination Permit (TCP) to replace the previously required Travel Authority.

To use the S-PaSS, travelers just need to register using their personal mobile number. They have to check the documents required by the LGU they are going to, apply for the TCP, and submit it through the website. Most LGUs have contact numbers for easy coordination and verification of the status of approval of their TCP. However, the length of time for the approval of the TCP may vary depending on the LGU where the traveler is going to. The DOST, as the developer of the system, is not responsible for how long or how fast the LGUs will approve the traveler’s TCP.

DOST Regional Office VI has started conducting several trainings to educate the LGUs on how to use the S-PaSS since they will be the primary service provider for the said system.

The S-PaSS is a system that will also provide the LGUs real-time monitoring of all incoming travelers to the respective localities while the system will also provide the travelers their travel history.

DOST’s S-PaSS was institutionalized by the Inter-Agency Task Force (IATF) for Emerging Infectious Diseases through Resolution No. 101 last February 26, 2021 as a one-stop communication and coordination platform for travelers and Local Government Units (LGUs). DOST is now coordinating directly with LGUs for the activation of their accounts and for the full roll-out. Likewise, necessary orientation as well as trainings for the LGUs are being conducted for the full implementation of S-PaSS.

The formal launch of the S-PaSS will be held on 26 March 2021 at 3:30PM via DOST-Philippines page to be attended by high-ranking officials from the DOST, Department of Interior and Local Government, League of Provinces of the Philippines, League of Cities of the Philippines, local chief executives, the media and other partners and stakeholders.

Travelers - no more quarantine!

Presidential Spokesperson Harry Roque announced Saturday that pursuant to IATF Resolution No. 101, all travelers are no longer required to undergo a 14-day quarantine upon arrival unless they exhibit symptoms.

A negative RT-PCR test, however, is still required only if the LGU of the destination requires it prior to travel.

In addition, the travel authority requirement previously issued by the JTF COVID Shield, along with health certificates, are no longer required.

"Authorities shall continue to strictly implement the minimum public health standards, such as physical distancing, hand hygiene, cough etiquette, and wearing of face masks and face shields across all settings," Roque said.

This, as the national IATF has approved the uniform travel protocols for all local government units nationwide.

BI implements inventory of foreign nationals, expansion of scope of allowed aliens in country

Intramuros, MANILA—the Bureau of Immigration (BI) announced that it will be implementing resolutions of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) on the inventory of foreign nationals.

According to BI Commissioner Jaime Morente, following the IATF resolution, visa issuing agencies are mandated to provide the BI a list of foreign nationals to whom they issued visas.

“It’s not just the BI that issues visas for foreign nationals. There are a lot of other government agencies that issue visas, without the need for registration with the Bureau,” said Morente. “Hence in the past, it was difficult for the agency to come up with a full report on the number of foreign nationals in the Philippines,” he added.

Morente stated that the move would allow the BI to be the central repository of data on foreign nationals issued visas in the country. “This is a major step for the Bureau, as it has always been a challenge in monitoring aliens,” he shared. “While for the meantime, the data is being transmitted to us manually, we hope that in the future we will be able to automate data sharing,” he added.

The BI shared that the IATF also required all departing foreign nationals who were issued visas by the Department of Justice, the Board of Investments, the Philippine Retirement Authority, the Philippine Economic Zone Authority, and economic zones will be required to present a travel pass upon departure, starting March 1.

“Foreign nationals issued visas by these agencies will need to present the travel pass to the immigration officer upon departure,” said Morente. “Exempted are those holding an Emigration Exit Clearance (ECC) because they are leaving for good,” he added.

Meanwhile, IATF Resolution No. 100 has removed the reckoning date of March 20, 2020 for aliens now allowed to enter the country. “In effect, those with valid and existing 9(g), 9(f), SVEG and SIRV under EO 63 visas shall be allowed entry, without the need to present an entry exemption document,” Morente shared.

Morente, however, clarified that requirements set during the pandemic are added to regular immigration requirements as safeguard against the further spread of Covid-19.

The BI, in a separate advisory, also reminded that foreigners with valid and existing visas who are now allowed to enter the country should possess and present unexpired reentry permits upon their arrival or they will be turned back at the airport.

The Philippine immigration act requires all foreigners registered with the bureau and who were issued alien certificate of registration (ACR I-Card) to present valid reentry permits (RPs) or special return certificates (SRC) when returning to the Philippines.

“Failure to present these RP/SRCs shall constitute a ground for exclusion and the alien passenger shall be denied entry and boarded on the first available flight to his or her port of origin,” Morente warned.

He explained that the RP and SRC, which is valid for one year, are issued to aliens who are holders of immigrant and non-immigrant visas, respectively, and these are secured and paid prior to their departure from the Philippines.

Thus, departing immigrants and non-immigrants should keep a copy of the official receipt of their paid reentry fees which they will have to present to immigration officers at the airport upon their return to the Philippines.

Nonetheless, Morente said aliens with expired RP and SRC who intend to return to the Philippines may still regain their privilege to reenter the country by asking their authorized representative to renew their permits at the BI main office and its satellite and extension offices in Manila.

The BI chief issued the statement after scores of foreigners were denied entry at the Ninoy Aquino International Airport (NAIA) in the past several days for having expired reentry permits.

On Thursday alone, the BI port operations division reported that eight Chinese nationals were excluded at the NAIA 1 terminal due to expired SRCs.

It was learned that the alien passengers all left the country in January 2020, thus they have been out of the country for more than a year and their reentry permits are no longer valid.
