REMOVAL OF ARRIVAL STICKERS FOR FILIPINO PASSENGERS PROCESSED THROUGH E-GATES
AT ALL INTERNATIONAL PORTS OF ENTRY

Consistent with the Bureau's mandate to deliver effective and efficient immigration service, all are hereby informed of the discontinuance of arrival stickers for Filipino passengers processed through E-GATES at all international ports of entry effective 01 April 2024.

In lieu thereof, Filipino passengers shall receive arrival confirmation through the email address provided in the eTravel System (https:/ /etravel.gov.ph).

Notwithstanding, the Bureau of immigration Arrival Border Stamp may be affixed onto the Philippine Passport by the Immigration Officer (IO) assigned at E-Gates upon request.

For speedy processing, passengers are enjoined to register at or update their information in the eTravel System at least seventy-two (72) hours prior to the intended travel.

4 S*X OFFENDERS INTERCEPTED AT NAIA - BI

PASAY, Philippinesโ€”The Bureau of Immigration (BI) said its officers at the Ninoy Aquino International Airport (NAIA) have intercepted four more foreign s*x offenders who were convicted of s*x crimes in their country.

In a statement, Immigration Commissioner Norman Tansingco said the four passengers, an Australian, two Americans, and a German were denied entry at the NAIA terminal 1 and 3 on separate occasions.

The Australian was identified as Romeo Monje, 89, who arrived on March 12 via a Philippine Airlines flight from Sydney.

Monje was reportedly convicted in Australia of eight counts of indecent assault wherein the victim was only 16 years old.

The BI was alerted about Monjeโ€™s impending arrival by the Interpolโ€™s national central bureau in Manila which received a tip from its Australian counterpart regarding his travel to the Philippines.

Meanwhile, American nationals John Kenneth Hayes, 48, came last March 14 while Sherman Elliot Douglas, 64, arrived the following day, both via an Eva Air flight from Taipei.

The BIโ€™s border control and intelligence unit (BCIU) said a court in Florida convicted Hayes in 1998 for committing lewd assault and s*xual battery against a 16-year-old victim.

On the other hand, US public records show that Douglas was convicted in 2020 for third degree s*xual exploitation of a minor.

Lastly, German national Ralf Bultschnieder attempted to enter the country last March 18 on board a Turkish Airlines flight from Istanbul.

Bultschnieder was stopped by immigration officers after receiving intelligence information on his possible involvement in exploitation activities and acts.

As a consequence of their exclusion, all four were placed in the immigration blacklist of unwanted aliens who are perpetually banned from entering the country. #

BI TO DEPORT TWO FUGITIVES NABBED IN MANILA, PAMPANGA

The Bureau of Immigration (BI) announced the arrest of two more foreign nationals who will be deported to their homelands to answer criminal charges filed against them.

In a statement, Immigration Commissioner Norman Tansingco identified the two as South Korean Lee Yeonghak, 44, and American Stan Ray Hudgins, 63, who were arrested in separate operations conducted in Manila and Pampanga by operatives from the BIโ€™s fugitive search unit (FSU).

Lee, who was collared on Wednesday along Maria Orosa Street, Ermita, and Hudgins who was apprehended Tuesday in Mabalacat, were both arrested on the strength of mission orders that Tansingco issued at the request of the South Korean and US authorities.

They are now detained at the BI warden facility in Camp Bagong Diwa, Taguig City pending deportation proceedings.

Tansingco said the duo will be deported for being undesirable aliens and for being undocumented as a result of the cancellation of their passports by their governments.

According to BI-FSU acting Rendel Ryan Sy, Lee is wanted by authorities in Seoul for involvement in illegal online gaming operations.

A warrant for his arrest was issued by the Daegu district prosecutorโ€™s office which accused him of setting up gambling sites in the Internet in violating of his countryโ€™s laws against illegal gambling.

He allegedly connived with the head of a syndicate in establishing the said online gaming sites since 2022 from which they raked profits amounting to 90 billion won, or roughly US$67 million.

As for Hudgins, Sy said the American has a warrant of arrest issued by a family court in Richard County, South Carolina after he was charged for non-payment of child support.

Intelligence reports described Hudgins as armed and dangerous as he allegedly always carries a deadly weapon. #

TRAFFICKING VICTIMS BUY FAKE DOCS OFF FACEBOOK

PASAY, Philippinesโ€”Two trafficking victims were intercepted at the Ninoy Aquino International Airport (NAIA) Terminal 3 after presenting fake documents they bought on Facebook.

The victims, 51 and 30 years old, were intercepted last March 19 after attempting to travel to Oman on board an Emirates flight transiting through Dubai.

The two victims, a male and a female, both claimed to be bound for the Arab region to visit their respective spouses, who they alleged are overseas Filipino workers (OFWs).

However, after assessment by frontline immigration officers, they were referred for secondary inspection after noting inconsistencies in their statements and documents.

Both submitted marriage certificates showing their purported marriage to the OFWs.

During secondary inspection, they admitted to have bought the documents from fixers they met on Facebook. They shared that they were instructed to pose as tourists, sponsored by their fake spouses.

Their marriage certificates were subjected to forensic document inspection, which confirmed that they were indeed fake.

They were both promised work as a car painter and a salon worker in Oman, with an expected salary of only 250 Riyals.

BI Commissioner Norman Tansingco said reminded aspiring OFWs that documents procured through illegitimate means are most likely fake or tampered.

โ€œWe cannot just buy documents online,โ€ said Tansingco. โ€œEnsure that you are getting your documents from legitimate sources, lest be duped into getting fake ones,โ€ he added. #

1.) โœ… Prepare your documents.
These are the documents you will need for your trip:
โ€ข A valid passport (at least six months validity at the time of departure)
โ€ข A Round Trip Ticket and Boarding Pass
โ€ข An e-Travel Declaration (from etravel.gov.ph)
โ€ข For DIY tourists, hotel booking confirmation and receipts.
โ€ข For members of a tour group, the travel agency booking/agreement, and a copy of your itinerary.
Be ready to answer questions from the IO about your itinerary and why you want to visit those places.
โ€ข For minors not traveling with either parent, a DSWD Travel Clearance.
โ€ข A duly authenticated Marriage Certificate in case the IO wants to verify the relationship of couples.
โ€ข A duly authenticated Birth Certificate for verification of children.
โ€ข A Travel Authority for government employees.
โ€ข A Certificate of Employment and Leave of Absence for private employees.
โ€ข A Business Permit/DTI Permit (if the source of income is a business)

It can make or break your departure.
โ€ข Provide consistent, clear and confident answers. The IO may repeat questions to test if you are telling the truth.
โ€ข Answer questions in a respectful and confident manner.
โ€ข Listen carefully. Don't interrupt the IO and wait for him to be finished. Provide honest answers while maintaining your composure.
3.) โœ… Dress modestly.
Wear clothes that say you are a respectable traveler even you are free to dress as you please.
For the first time travelers, especially for women, choose clothes that are not too revealing.
Showing too much skin may give the IO the impression that you may be a s*x worker.
This is a red flag and will cause your offloading.
4.) โœ… IO's are strict with solo travelers.
Be especially prepared if you're young, female, single, or a recent graduate and traveling solo.
Make sure to bring all necessary documents with you.
IO's scrutinize women more than any other gender because they are the most common victims of human trafficking.
5.) โœ… Immigration Officers profile passengers.
IOs are trained in body language.
And they profile you even if you're still waiting in line.
6.) โœ… The IO may check your financial capacity to fund your trip.
This is especially true if you are jobless or your job isn't permanent.
โ€ข If you are unemployed, prepare to prove how you will be paying for your trip.
โ€ข If your travel is sponsored, bring a notarized Affidavit of Support and Guarantee.
โ€ข If your sponsor is from the country you are visiting, bring a Letter of Invitation authenticated by the Philippine consulate or embassy in your destination.
7.) โœ… Know the basic information about your sponsor.
The IO will test how well you know your sponsor and how you are related to him or her.
Be familiar with complete names and addresses.
8.) โœ… Be familiar with your travel history.
The IO may ask you about past travels that may be in their file.
Be truthful with your answer.
If you cannot recall something about it, then them you cannot remember rather than lie and get caught doing so.
9.) โœ… If you have been offloaded before, this is a red flag.
You should know beforehand how to handle questions about it and what may have changed since then so that the IO will no longer doubt the purpose of your travel this time.
10.) โœ… Your attitude is the key.
Be polite during your conversation.
Don't ever argue with the Immigration Officer.
Remember, he holds the key to your trip at that point.

BI AGENTS NAB 16 ILLEGAL INDIANS IN ILOILO, ANTIQUE

The Bureau of Immigration (BI) said its intelligence operatives recently arrested in Iloilo and Antique provinces 16 illegal Indian nationals for working in the country without permits and for being undocumented aliens.

In a statement, Immigration Commissioner Norman Tansingco said the Indians were rounded up in a string of arrests conducted by operatives from the BI intelligence division based in Western Visayas last February 22.

Tansingco said he issued mission orders authorizing the BI agents to conduct the operations following reports received by his office about the alleged increasing presence of illegal Indian nationals in Iloilo and where many residents are allegedly victimized by the aliensโ€™ usurious 5-6 lending racket.

The BI chief said the said the operations signal the start of an intensified drive against illegal aliens outside of Metro Manilla.

โ€œWe are intensifying our crackdown against illegal aliens throughout the country, including those who live in the far-flung areas and make a living by engaging in illegal lending activities that prey on our poor countrymen,โ€ Tansingco said.

Intelligence officer Jude Hinolan, who led the arresting teams, said 10 of the Indians were apprehended in the towns of Arevalo and Savana, Iloilo while the six others were arrested in San Jose, Antique.

โ€œOur investigation found that all of them were engaged in lending activities without the proper work permits while some of them are suspected of being illegal entrants for failure to present travel documents,โ€ Hinolan said in his report to BI intelligence chief Fortunato Manahan Jr.

After the arrest, the 16 illegal aliens were committed to the BI warden facility in Camp Bagong Diwa, Taguig City pending deportation proceedings. #

COUSINS MADE TO POSE AS TOURISTS TO WORK IN PSEUDO-CALL CENTERS


PASAY, Philippinesโ€”Bureau of Immigration (BI) Commissioner Norman Tansingco expressed his disappointment over the interception of four more trafficking victims posing as tourists.

The BIโ€™s immigration protection and border enforcement section (I-PROBES) earlier reported the interception of the victims, three females and a male, last February 17 at the Clark International Airport (CIA), after they attempted to depart on board a Cebu Pacific flight for Bangkok.

The report stated that two of the victims were cousins, who were recruited via Facebook to work in Koh Kong, Cambodia. They invited two others to join them to the worksite, and they were said to have been instructed to pose as tourists to Thailand for vacation to deceive immigration authorities.

They admitted that they were offered a job as non-voice customer representative with a monthly salary of around 800 USD, with free food and accommodation.

โ€œPaulit-ulit nalang,โ€ said Tansingco. โ€œThese individuals have good backgrounds, are tech savvy, yet they chose to be blinded by the offers of these syndicates,โ€ said Tansingco.

He said that there have been hundreds repatriated who were recruited using the exact same modus, but ended up working in scam hubs with low salaries and physically abused.

โ€œHindi ba sila natatakot? Ang pag-alis sa iligal na pamamaraan ay napakalaking risk, lalong lalo naโ€™t alam na natin ang kinahihinatnan ng maraming biktima,โ€ he added.

Earlier this year, the BI shared the repatriation of a couple who were recruited under similar terms, but ended up detained and subjected to physical abuse by their employers. They were also made to pay nearly P800,000 to be released by their company.

The four victims were turned over to the CIA Inter-Agency Council Against Trafficking (IACAT) for assistance in filing cases against their recruiters. #

VALENTINEโ€™S DAY ATTEMPT OF S*X OFFENDER FOILED BY IMMIG PH


LAPU-LAPU CITY, Cebuโ€”The Bureau of Immigration (BI) barred the entry of a British s*x offender at the Mactan-Cebu International Airport (MCIA) last February 14.

The man, identified as Mark Andrew Bowman, 54, was stopped by BI officers upon his arrival in Cebu on board a Singapore Airlines flight from Singapore.

He was said to be planning to enter the country and to stay in Brgy. Basak, Lapu-Lapu City for almost a month.

Bowman was identified as a registered s*x offender under Section 29(A)3 of Philippine immigration laws, after the BI received information from government intelligence sources that he was previously convicted for gross indecency wherein the victim is a ten-year-old child.

He was immediately flagged after his name appeared in the BIโ€™s list of foreigners who were previously convicted of crimes involving moral turpitude.

โ€œWe commend the swift and decisive action of our immigration officers at MCIA in intercepting this s*xual predator, and we remain steadfast in our commitment to ensuring the integrity of our borders,โ€ said Tansingco.

Bowman was immediately boarded on the next available flight back to his country of origin.

As a consequence of the exclusion, his name has been included in the BIโ€™s blacklist, effectively barring him from re-entering the country in the future. #

PASAY, Philippinesโ€”Bureau of Immigration (BI) Commissioner Norman Tansingco reiterated his warning to aspiring overseas Filipino workers (OFWs) not to accept illegal job offers on social media.

Tansingco made the warning after receiving a report from the BIโ€™s immigration protection and border enforcement section (I-PROBES) on an incident last January 8 at the Ninoy Aquino International Airport (NAIA) Terminal 3.

The victim, alias Ria, 27-years-old, initially claimed that she is bound for Taiwan as a tourist. However, alert immigration officers noted inconsistencies in her documentation and referred her for secondary inspection.

During secondary inspection, it was found that she was actually bound for Albania in Southern Europe where she was recruited to work in an electric company.

Ria later admitted that that she was offered es**rting services in exchange for PhP 120,000. However, she haggled and the amount was reportedly lowered to PhP 80,000, including her flight tickets.

Upon arrival at the airport, she met her supposed es**rt in one of the food establishments open to the public, and she was asked to pay an additional PhP 67,000 which she hesitantly paid for.

Her supposed es**rt introduced herself as an immigration employee, who even asked for an additional PhP 10,000, which Ria did not pay for.

When she was referred for secondary inspection, she sent a message to her es**rt, who said that it was just part of the procedure.

โ€œThese recruiters will sweet talk you into giving your hard-earned money to them,โ€ said Tansingco. โ€œIn many cases, they will promise you assistance, only to leave you hanging at the end,โ€ he added.

Riaโ€™s case was immediately referred to the Inter-Agency Council Against Trafficking (IACAT) who vowed to run after her recruiters.

CLARK, Philippinesโ€”Bureau of Immigration authorities at the Clark International Airport intercepted two passengers who were revealed to be victims of human trafficking bound for Bangkok, Thailand.

The individuals initially presented themselves as tourists traveling in a group via a Cebu Pacific flight.

โ€œThe passengers gave inconsistent statements thus were referred for secondary inspection by our alert immigration officers,โ€ BI Commissioner Norman Tansingco disclosed.

Further investigation uncovered that they possessed valid tourist visas for Dubai and were promised employment in the UAE without proper documentation under the Department of Migrant Workers (DMW).

Tansingco expressing concern over the incident, stated, "This interception underscores the dangers of leaving the country undocumented and falling victim to human trafficking schemes. These individuals were lured with false promises of employment, only to find themselves at the mercy of traffickers with no legal protections."

One of the passengers admitted her true intent to work as a Cashier in Dubai with a promised salary of 22,000 pesos, and her travel expenses were to be deducted from her monthly earnings.

The other passenger was destined to work as a babysitter for her recruiter.

Tansingco then emphasized the importance of legal channels for overseas employment.

"Leaving the country without proper documentation and falling into the hands of traffickers can lead to exploitation, abuse, and a life of uncertainty. We urge all citizens to follow legal processes, ensuring their safety and protection abroad."

Both victims were turned over to the Inter-Agency Council Against Trafficking (IACAT) for further investigation.

PASAY, Philippinesโ€”A 25-year-old man was prevented from leaving by immigration personnel on Christmas eve after presenting fake documents.

The man, whose name was withheld in compliance with anti-trafficking laws, attempted to depart for Macau last December 24 at the Ninoy Aquino International Airport Terminal 3.

He claimed to be traveling abroad to visit his alleged wife, an overseas Filipino worker (OFW) in Macau. He presented a marriage certificate to substantiate his claim, but officers noticed that the document he presented was counterfeit.

โ€œWe suspect he might be traveling after being illegally recruited to work abroad, hence the story and the fake document,โ€ said Bureau of Immigration (BI) Commissioner Norman Tansingco.

The man admitted to have bought the document on Facebook for P1,500, which he attempted to use to show to immigration.

Tansingco again warned aspiring OFWs not to agree to illegal schemes to work abroad.

โ€œDespite the holiday season and the festive mood, our officers are not letting their guard down,โ€ warned Tansingco.

The man was referred to the Inter-Agency Council Against Trafficking (IACAT) for further investigation and assistance.
