SUMMARY of TRAVEL REQUIREMENTS for LOCALLY STRANDED INDIVIDUALS

BACOLOD
Based on government regulations, guests bound for Bacolod are advised of the following guidelines.
A. NEGROS OCCIDENTAL, except Bacolod City
>>All guests bound for cities and municipalities within Negros Occidental (except for Bacolod City) are required to present a Notice of Coordination upon check-in. This notice must be issued by the destination LGU.
>>Arriving passengers will still undergo RT-PCR (swab) testing and quarantine upon arrival in Bacolod-Silay Airport.
B. BACOLOD CITY ONLY
For Non-Essential Travel / Tourists (Leisure / Vacation and others), Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF):
>>Negative RT-PCR (swab) test result from a DOH-accredited laboratory or negative Saliva RT-PCR test result from the Philippine Red Cross, taken within three (3) days before date of travel

TAGBILARAN (BOHOL)
For guests flying from Manila to Bohol, please be advised of the following travel guidelines.
Returning Residents, APORs, and non-APORs must secure a Certificate of Acceptance prior to the flight by coordinating with the LGU and submitting the following travel requirements:
>>Travel Itinerary
>>Transportation Arrangement
>>Negative COVID-19 test result, which may either be an RT-PCR (swab or saliva) or a Rapid Antigen Test (RAT):
1. Negative RT-PCR (swab or saliva) test result must be conducted within seventy-two (72) hours before flight and will remain valid for only three (3) days after arrival. A repeat RT-PCR (swab) or Antigen (swab) test must be done after third day.
2. Negative Rapid Antigen Test (RAT), conducted within twenty-four (24) to forty-eight (48) hours before the flight; however, a repeat RAT must be done immediately upon arrival. The RAT is valid for five (5) days. For guests who will stay for more than five (5) days, another RAT must be conducted. RAT kits must be approved by the FDA and done in accredited laboratories.
Testing may also be done upon arrival, but guests will be subject to quarantine. Children who are four (4) years old and below are exempted from COVID-19 testing, as long as they are traveling with adults with negative test results.

BORACAY (Caticlan)
Based on government regulations, guests bound for Boracay are advised of the following travel guidelines.
Effective Oct. 1, 2020, Caticlan (Boracay) Airport only accepts tourists. All Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF) and Authorized Persons Outside Residence (APOR) should travel via Kalibo, instead of via Caticlan. Please check with your local government units for the latest updates.
For Boracay Tourists, you are required to present the following documents, to be accepted for flight:
>>Negative RT-PCR (swab) test result conducted within seventy-two (72) hours before departure flight
>>Confirmed hotel booking or reservation from any DOT-accredited accommodation establishments in Boracay
>>Roundtrip Tickets
>>Proof of Identity
>>Tourist QR Code. Please fill up the Health Declaration form at least twenty-four (24) hours before the flight via https://touristboracay.com/
Processing takes approximately twelve (12) hours after receipt of documents. Please wait for the confirmation email to get the Tourist QR Code, and keep a printed or digital copy of this. You have to present your Tourist QR code upon boarding the flight and when accessing services in Boracay island.

For guests Locally Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF):

>>14-day home quarantine
Children aged twelve (12) years old and below are exempted from the RT-PCR (swab) test, provided that accompanying adult has a negative test result.

For guests flying to Dipolog, please accomplish the following travel requirements:
For Locally Stranded Individuals (LSI) and Persons with Indispensable Travel (medical and humanitarian purposes):
>>Negative Rapid Antigen test or Negative RT-PCR (swab) test result, dated at most five (5) days before departure
>>Medical Certification issued by the City/Municipal Health Office (issued at most seven (7) days before departure)
>>Travel Authority issued by JTF CV Shield (PNP)
>>Certificate of Acceptance from the concerned LGU
>>Referral from the concerned Provincial Health Office/Hospital (if travel is for medical reasons)
As per latest government regulations, all persons allowed entry into the Province of Zamboanga del Norte are required to download and register in the StaySafe App and fill-up the PIATF Declaration Form.

DUMAGUETE
For guests flying from Manila to Dumaguete, the Province of Negros Oriental requires you to get in touch with your local tourism offices. Please contact them between now until two (2) days before your flight.
These local tourism offices will then consolidate the list, and endorse it to the Provincial Tourism Unit (PTU).

For guests flying to General Santos, please accomplish the travel requirements:

For guests flying to Iloilo, please accomplish these travel requirements:
All guests bound for Iloilo City must obtain a Notice of Coordination and Acceptance from the Iloilo City - Emergency Operations Center (IC-EOC) prior to arrival and must accomplish an undertaking to comply with the mandatory RT-PCR testing upon arrival. There will be a mandatory quarantine while waiting for the release of results.
For Locally Stranded Individuals (LSI) and for Returning Overseas Filipinos (ROF):
>>Medical Clearance certification issued by the City/Municipal Health Office
>>Travel Authority issued by Chief of Police of the City/Municipality of origin
>>Any Valid Government ID (showing relevant information such as residence, citizenship or occupation)
