DOT welcomes the approval of IATF uniform travel protocols

The Department of Tourism (DOT) is for the safe reopening of tourist destinations as this allows us to restart our economy and help our tourism workers regain their jobs. The Department therefore welcomes the approval of uniform travel protocols for all local government units (LGUs) by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) to facilitate travel movement and promote local tourism.

The DOT deems the simplification of requirements as vital in encouraging domestic travel and helping in the speedy recovery of Philippine tourism.

The DOT also defers to the decision of LGUs to require tests before travel. For those requiring RT-PCR tests, the subsidized program in partnership with the University of the Philippines-Philippine General Hospital (UP-PGH) and the Philippine Children’s Medical Center (PCMC) will help reduce costs and encourage travel.

Meanwhile, the DOT reminds tourists and stakeholders of the need to still strictly ensure minimum health and safety protocols such as wearing of a mask and face shield, physical distancing, hand sanitizing, and booking or operating in DOT-accredited establishments, among others to protect both the tourists, tourism workers and the residents of host communities.

Relatedly, the DOT will continue to develop minimum health and safety guidelines for the tourism sub-sectors to prepare LGUs in the safe reopening of their destinations.

The Australian Embassy in the Philippines has activated its Crisis Action Plan in response to the COVID-19 pandemic.
The embassy is currently operating with essential staff only, who are focused on providing consular assistance to Australians in the Philippines.

CURRENT AUSTRALIAN TRAVEL RESTRICTIONS

The Australian Government has announced that only Australian citizens, residents and immediate family members can travel to Australia at this time.

All travellers arriving in Australia will be required to undertake a mandatory 14-day quarantine at designated facilities (for example, a hotel), in their port of arrival.​

Metro Manila (CNN Philippines, May 6) – The Department of Trade and Industry released its guidelines identifying companies that are allowed to operate during the enhanced community quarantine and general community quarantine.

Based on the Memorandum Circular No. 20-22 signed yesterday by DTI Secretary Ramon Lopez, business establishments are labelled in four categories according to their activities.

Category 1: Full Operational Capacity during ECQ and GCQ
Category 1 lists industries that are in full operational capacity during ECQ and GCQ. It includes the agriculture, forestry, fisheries, manufacturing, hospitals, logistics services, power, energy, water, waste collection, sewerage, and telecommunications sectors.

Also part of Category 1 are retail establishments, but limited to groceries, supermarkets, public markets, and drug stores.

Delivery services, laundry shops, gasoline stations, construction workers, and media companies are also permitted to operate both in ECQ and GCQ.

Category 2: 50% up to Full Operational Capacity
Meanwhile, industries under Category 2 are allowed to operate 50 percent up to full capacity.

Category 2 businesses that are allowed to operate in GCQ, but not in ECQ, are manufacturing activities concerning beverages, cement and steel, textiles, to***co, paper, rubber and plastic products, computer products, machinery and equipment, and transport equipment and vehicles.

Also under Category 2 that are permitted in GCQ but not in ECQ are essential public and private construction projects and office administrative and support activities like photocopying, billing, and record keeping services.

Businesses in Category 2 that are allowed to operate in both forms of community quarantine are mining and quarrying, electronic commerce, postal and courier services, export-oriented companies, computer and household goods repair, housing service, funeral and embalming services, veterinary clinics, and security and investigation.

Accommodation business activities are also under Category 2 and both allowed to operate in ECQ and GCQ. But their operations will be limited to guests who have existing bookings for foreigners as of May 1 (for areas outside Luzon), guests who have existing long-term bookings, distressed or repatriated Overseas Filipino Workers, stranded foreign nationals, non-OFWs who are required to undergo a mandatory facility-based quarantine, and healthcare workers and other employees from exempted establishments approved by the national government.

Category 3: 50% Work on Site, Work from Home, and other Alternative Working Arrangements
Category 3 industries require 50 percent work on site arrangement, work from home, and other alternate work arrangements.

Businesses that are not allowed in ECQ but permitted in GCQ are malls and commercial centers, financial services (money exchange, insurance, pension funding), legal and accounting, management consultancy, architecture and engineering, scientific and research development, advertising and market research, and computer programming.

Also not permitted in ECQ but allowed in GCQ in Category 3 are publishing and printing services, film, music, and television production, photography services, barbershops and salon, and other non-leisure wholesale and retail establishments (hardware stores, bookstores, school and office supplies stores, baby care supplies stores, and pet food and supplies stores).

Employment activities such as recruitment and placement are also under Category 3 and are both allowed in ECQ and GCQ.

Business process outsourcing companies, banks, money transfer services, pawnshops, microfinance institutions, rental and leasing activities, and operation of capital markets (Bangko Sentral ng Pilipinas, Philippine Stock Exchange, Philippine Dealing and Exchange Corporation, Philippine Securities Settlement Corporation, and Philippine Depository and Trust Corporation) also fall under Category 3 and are allowed in both community quarantine arrangements.

Category 4: Not Allowed to Operate
Lastly, Category 4 businesses are prohibited to operate in both ECQ and GCQ.

Among businesses identified by the DTI in Category 4 are gyms and other fitness facilities, sports facilities, cinemas, theaters, karaoke and comedy bars, nightclubs, beerhouses, toy stores, playgrounds, and rides.

Also under Category 4 are libraries, museums, art galleries, botanical and zoological gardens, water parks, beaches, resorts, travel agencies, tour operators, casinos and other gambling activities, massage parlors, sauna baths, facial and foot spa and waxing salons, and other amusement and leisure establishments that promote mass gathering.

The ECQ is extended up to May 15 in Metro Manila, Central Luzon, and CALABARZON regions. The provinces of Pangasinan, Benguet, Iloilo, and Cebu are also covered by the quarantine extension.
