Apo Maria “Whang-Od” Oggay symbolizes the strength and beauty of the Filipino spirit.

Heralded as the last mambabatok of her generation, she has imprinted the symbols of the Kalinga tribe—signifying strength, bravery, and beauty—on the skin of thousands of people who have made the pilgrimage to Buscalan. “When visitors come from far away,” Whang-Od says in the Butbut language, “I will give them the tatak Buscalan, tatak Kalinga for as long as my eyes can see.”

The Baguio City Council has approved on first reading a proposed ordinance increasing the entrance fees at the Botanical Garden.

Currently, the entrance fee for children is P5.00 while the entrance fee for adults is P10.00 as per Section 31-C of the Environment Code of Baguio City (Ordinance 18-2016).

Upon the enactment of the new ordinance, the entrance fees would be as follows: P150.00 for all tourists; P50.00 for Baguio residents who are 13 years of age and older; and P30.00 for Baguio children who are 12 years of age and below.

A 20-percent discount shall be given to senior citizens and students with appropriate identification cards.

The proposed ordinance states that the portion of the city’s general fund coming from the collected entrance fees at the Botanical Garden may be appropriated for the annual budget of the City Environment Parks and Management Office (CEPMO) and may be intended for environmental programs and projects to sustain and maintain the city parks.

The proposed ordinance was introduced by Councilor Lilia Farinas in response to the letter of Atty. Rhenan Diwas, CEMPO head, dated August 26, 2022.

Diwas said the rejuvenation of the “almost forgotten Baguio Botanical Garden” has captured the attention of both local park-goers and tourists in the country. According to him, the number of tourists visiting it has skyrocketed to an average of 100,000 each month since it opened on March 6 of this year.

“With the city’s ambitious but realistic plan to transform the Botanical Garden into a premier tourists’ destination and to attain its desired sustainability, substantial funds must be raised to develop the park further consistent with its master development plan,” Diwas stated.

The proposed entrance fee increase would attain a break-even between the expense and the income for the operation, maintenance, and improvement of the park, Diwas noted.

According to the financial study made by the CEPMO, the projected income in 2023 should the proposed entrance fee increase be approved would be P70.2 million as against the projected expenses with proposed park projects which is P69.06 million.

The financial study also showed that the total expenses for the maintenance, operation, and improvements of the park from 2018 to June 13, 2022 was P62.4 million while the income derived from entrance fees from 2020 to June 13, 2022 (no entrance fee in 2018 and 2019) was a measly P4 million.

The proposed ordinance has been referred to the city council’s Committee on Health and Sanitation, Ecology, and Environmental Protection for review. -Jordan G. Habbiling

Congratulations Apo Whang-Od for the 1st Hiyas Award of Indigenous Art

Cordillera - Philippines's oldest surviving traditional tattoo artist, Apo Whang-od from the Butbut tribe in Kalinga is one of the recipients of the 1st HIyas Award for Indigenous Art to be conferred by the Cultural Center of the Philippines (CCP) this September.

The Hiyas Award gives recognition to deserving individuals and/or organizations in Luzon who have exemplified commendable work and services in cultural and artistic endeavors, and have been in the forefront of the research, development, preservation, education and promotion of arts and culture in Luzon for at least fifteen (15) years or more.

The general criteria indicate that an awardee must have made exceptional accomplishments in creative work, leadership, resource management, education, artist support, audience development, community service, solidarity and partnership.

Apo Whang-od, in a confirmation of acceptance letter extends her gratitude in behalf of the Kalinga people for being selected as one of the awardees.

The 101 year-old Apo Whang-od has been practicing the traditional tattooing method since she was 15. She was declared as a national artist in the Philippines.

In 2017, she was nominated for the National Living Treasures Award (Gawad Manlilikha ng Bayan) and conferred the Bantayog Award.

There's evidence that our Igorot ancestors repurposed human jawbones and used these as handles for gongs. This practice had been mentioned in historical records from the Spanish period. Recent/modern historians like Albert Ernest Jenks and William Henry Scott also cited the practice in the books they've written about Igorot/Cordillera history.

There's also an abundance of photographic evidence. Just like this photo taken between 1904 and 1920. The photo shows two Igorot men holding gongs, the handles of which were made from human jawbones. The theory is that these jawbones were taken from the heads of slain enemy tribes. It's a historical fact that our Igorot ancestors used to practice headhunting.
