DAVAO TRAVEL UPDATE !

March 19, 2021

The City Government of Davao will require anew individuals entering the city through Davao International Airport with negative RT-PCR test results starting March 23, 2021.

In an interview with City Tourism head Generose Tecson, the RT-PCR tests shall be done by passengers not more than 72 hours before flight.

She also said that saliva-based RT-PCR tests taken not more than 72 hours before flight will be accepted if done by the Philippine Red Cross.

For children below 12 years old, tests will not be required unless parents or chaperone tested positive for Covid-19.

TEMPORARY RESTRICTIONS FOR PH-BOUND TRAVEL FROM 20 COUNTRIES

To comply with new Philippine government travel restrictions, we will only accept Filipino citizens from Hong Kong, Japan, Singapore, Canada, South Korea and Australia for the period from December 30, 2020 to January 15, 2021.

For flights to the Philippines, we will be unable to accept foreign nationals who originated from, or were in transit via, or had visited the following countries within 14 days prior to their supposed arrival in the Philippines.

4. Australia
5. Israel
6. The Netherlands
7. Hong Kong, SAR
8. Switzerland
9. France
10. Germany
11. Iceland
12. Italy
13. Lebanon
14. Singapore

Filipino citizens, who had visited any of the above countries are allowed to enter the Philippines but will be required to undergo a strict 14-day quarantine period at a designated quarantine facility.

However, passengers who are already in transit and arrive before December 30, 2020, 12:01AM, from the 20 countries / areas listed above, and/or who have been in these areas within 14 days prior to arrival, will be allowed entry but will be required to undergo an absolute facility-based 14-day quarantine period, even if their mandatory RT-PCR test results are negative.

The above restrictions are mandated by the presidential approval of the latest Resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) restricting travel into the Philippines from specified countries, as a protection measure against the new variant of the SARS-COV 2 Virus.

We had earlier announced the cancellation of flights to/ from London until end-February 2021 in view of the tier4 lockdown of the UK government.

Affected passengers may rebook on the next available flights after the restriction period, with rebooking service fees waived. They may also refund the cost of their ticket with refunding service fees waived. A third available option is the conversion of the PAL ticket into a travel voucher for future use.

This is an evolving situation and PAL will cooperate closely with government authorities in support of all measures that seek to curb any potential increase in COVID-19 cases.

Due to the newly detected variant of the SARS-CoV-2, the Philippine government, through the Inter-Agency Task Force (IATF), has imposed a temporary ban for foreign nationals flying to the Philippines from December 30, 2020 to January 15, 2021. During this period, only Filipino citizens will be accepted on CEB’s flights from Hong Kong, Nagoya (Japan), Singapore, and Seoul (South Korea).

- clearance to enter issued by health authorities;
- endorsement to their home or resident LGUs;
- a 14-day quarantine;
- monitoring by the Brgy. Health Emergency Response teams (BHERTs); and
- must fill-out health declaration form and must present valid government IDs
- Medical Certificate from DOH of their place of Origin (not PUM/PUI) (inbound/outbound)
- Letter/ Certificate of Acceptance from destination LGUs
- Certification - Undertaking of 14-day Quarantine (at LGU Quarantine Facility/home) ROFa and LSI

- FORM 1 Request for Entry of Returning Resident Form
- Medical Clearance Certificate issued by City/ Municipal Health Office or DOH-accredited hospitals (Returning resident is not a contact or suspected COVID-19 case OR if was confirmed COVID positive, must complete 14-day isolation with Certificate of Completion from accredited facility)
- Travel Authority for Returning Residents issued by JTF-CV Shield/ Philippine National Police in their locality

- Accomplished Affidavit of Undertaking

ANGELES CITY CLARK ADDITIONAL TRAVEL REQUIREMENTS ❗

The following are allowed to entry into Angeles City:
A. APOR
B. Persons traveling on official business, provided, that they are able to present written documentation as proof
C. Residents of Angeles City working outside the Province of Pampanga are advised to stay in their place of employment for the duration of the community quarantine ; they may only be allowed to return provided, that they have tested negative for COVID-19 via RT-PCR testing prior to their return
D. LSIs will only be allowed entry:
- arrival has been duly coordinated with the City Government
- negative for COVID-19 through RT-PCR testing prior to their arrival; if LSI has not yet undergone COVID-19 testing, they may be allowed provided that they are willing to undergo 14-day quarantine in the city's Community Quarantine Center
Passengers of domestic flights arriving at the Clark International Airport should have tested negative for COVID-19 through RT-PCR testing before allowed entry into Angeles City.

CAGAYAN PROVINCE (QUIRINO&SANTIAGO CITY) ADDITIONAL TRAVEL REQUIREMENTS ❗


Returning residents must apply for the Cagayan Border Pass online through the Cagayan Province Information Office page
1. Ensure that you have a Gmail Account so you can fill-out a Google Forms Application. Email address must be valid because the Border Pass will be sent through e-mail.
2. Make sure that you have one (1) of any of the following: Government-issued ID stating your residence in the province (School ID, Passport, Billing Statement, Certification from Barangay that applicant is a legitimate resident of such barangay in Cagayan), Statement under oath from family member, Test results RT-PCR and/or Rapid Test related to COVID-19 (Optional, for faster approval of application).
3. Secure a Health Certificate from the area where you are currently in before proceeding with your application.
4. Upon answering all questions, wait for the confirmation through e-mail or text message (SMS). Your application depends on the action, which your hometown will take. Your hometown shall likewise decide on the approval and application travel period. Please check your registered e-mail account regularly.
5. Wait for the Border Pass to be sent to your e-mail. Print/Save the Border Pass and present this to inspectors in the provincial Border Checkpoints.
6. REMINDER: After getting your Cagayan Border Pass, you still need to get a Travel Pass (Wait for DILG notice on how to secure one).

BASCO ADDITIONAL TRAVEL REQUIREMENTS ❗

Batanes Province shall remain closed to tourists. Qualified returning residents as defined shall be allowed to return to the province of Batanes subject to such conditions and protocol below:
1. Residents are person whose principal place of residence is the Province of Batanes by reason of one or a combination of the following (1) domicillary (2) location of family home and (3) place of work.
2. Acceptance of returning residents shall be per batch in such number as may be certified by the Provincial Health Officer every 15 days based on the current maximum number of bed capacity of the province to admit probable covid cases.
Flights to Batanes shall be scheduled every 16 days with a maximum of 65 passengers only. This is in consideration of the capacity of the quarantine facilities in Batanes.
*Operations shall be allowed on August 20, 2020 provided that NCR should no longer be under ECQ or MECQ.

ALBAY AND LEGAZPI ADDITIONAL TRAVEL REQUIREMENTS ❗

Passenger Requirements:
1) Medical Clearance Certification issued by the City/Municipal Health office within the last three (3) days prior to the scheduled flight from the place of origin specifying that the person is neither in contact, suspect or probable nor confirmed Covid-19 case;
2) Has undergone rapid diagnostic testing (RDT) and/or reverse transcription polymerase chain reaction (RT-PCR) from a facility accredited by the Department of Health (DOH) within the last three (3) days prior to the scheduled flight with negative result;
3) Has completed a 14-day quarantine; and if was infected by Covid-19,has been tested negative twice through RT-PCR.
However, a passenger who was tested positive on RDT but yielded negative on RT-PCR by DOH or DOH-accredited facility must be allowed to board the aircraft on condition that the RT-PCR was performed on the same day as the RDT or after as indicated in the medical clearance certification and RT-PCR result.

Must present originally printed copies of COVID-19 travel documents issued by their respective and concerned agencies from the place of origin (electronic copy and digital photos shall not be accepted)
Government Employees and Officials:
• Original copy of the Travel Order/Authority from the Sending Agency

Healthcare and Emergency Medical Personnel on official business or related to COVID-19 activity:
• Travel Order/Authority issued by the Agency/Company; and
• Agency/Company ID
Authorized Persons Outside Residence (APOR):
• Original copy of the Travel Order/Authority specifying the official business in Albay
• Company-issued ID
• If returning APOR with base of work or residence in the Province of Albay, Company ID is sufficient
Other APOR
Job Applicants: Certification or letter bearing the name of the person and the schedule of the interview, qualifying tests, medical examination issued by the concerned Company/Institution
Students: Certification or letter to take admission test, to enroll or to obtain school credentials
Those taking government sponsored examinations and tests:
Certification or letter issued by the government agency conducting the examination indicating the name of the passenger
Those attending meetings and legal proceedings: Certification or letter bearing.

The City Government of Davao WILL DISPENSE WITH AND WAIVE the issuance of Letter of Acceptance or Notice of Coordination for Locally Stranded Individuals (LSIs), Returning Overseas Filipinos (ROFs), Overseas Filipino Workers (OFWs), and all other travelers to Davao City, in accordance with the Department of the Interior and Local Government (DILG) Advisory dated May 22, 2020 and signed by Undersecretary for Operations Epimaco V. Densing III, which states the following:

Certificate of Acceptance by the Receiving LGU is Not a Requirement on the management of Locally Stranded Individuals.

The City Government of Davao WILL ACCEPT ALL travelers, except tourists, to Davao City subject to the established protocols upon their arrival in the land quarantine control points, airports, and seaports.

Land travelers going to other Local Government Units (LGUs) passing through Davao City shall be escorted from one border to another. Airplane passengers who are not residents of Davao City arriving at the Davao International Airport (DIA) should coordinate with their destination LGU for the required documents and arrange their transportation or LGU pick-up vehicle.

This advisory also serves as notice to all other Local Government Units, Philippine National Police Offices, and all other government security units in checkpoints.
