LAOAG CITY – A provincial bus company announced its readiness to resume operation under the new normal starting April 28.

In a public advisory issued Friday, the management of G.V. Florida Bus Lines said bookings and reservations are now open for their Manila-Laoag route at 10:00 p.m. daily and Laoag-Manila route at 4:00 p.m. daily.

“Reservation booking should not be later than 36 hours before the trip,” the advisory said.

Since January, the province of Ilocos Norte has expressed readiness to accept commuters of public utility buses bound from Manila to Laoag and Pagudpud, Ilocos Norte on a daily basis but there had been a limited number of takers due to travel restrictions.

But with the easing of travel protocols, bus operators in the province have started to comply with the requirements so they can resume their operation safely.

Similar to the entry of tourists and returning residents in the province, Cipriano Martinez, executive director of the Metro Ilocos Norte Council, said passengers will also be processed at the provincial border.

“Prior to their planned travel, they must coordinate their arrival two days in advance to facilitate their entry in the province,” he said citing a negative coronavirus disease 2019 (Covid-19) test is required upon entry at the border.

The social distancing guidelines must also be observed for drivers, conductors, as well as commuters, and passengers shall only be half the normal load. (PNA)

TRAZE CONTACT TRACING APP REQUIREMENT

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City also offers Antigen testing. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL testing center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay. Starting January 15, 2021, passengers may also pre-pay for their COVID-19 tests online.

Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.9% efficiency. UPDATED REQUIREMENTS FOR U.S. TRAVEL

In compliance with the U.S. Centers for Disease Control, all passengers traveling to the United States via direct or connecting flight, including U.S. Citizens, whether vaccinated or not, must present either 1) a proof of a NEGATIVE COVID19 TEST result taken only from a licensed DOH laboratory within three calendar days from date of departure, or 2) a written or electronic documentation of a positive RT-PCR test result that confirms the passenger had a previous COVID-19 infection within the last three months preceding flight to the U.S. and a letter from a licensed health care provider or public health official stating the passenger is cleared for travel.

According to the U.S. Centers for Disease Control, the covid-19 test may either be a nuclei acid amplification test (RT-PCR) or an antigen test.

In addition, airlines are required to verify and confirm the negative test result or documentation of recovery for all passengers before they board the aircraft. Passengers will also be required to fill out and sign an attestation form at the airport.

(Note: The US recommends but does not mandate that international passengers (passengers arriving in the US) take a post-arrival test 3 to 5 days after arrival as well as a 7-day period of staying at home.) Philippine Airlines is reminding passengers to observe these requirements for travel to the US as mandated by the US Centers for Disease Control (US CDC).

For convenience, PAL passengers may avail of the services of the airline's own testing center in partnership with Detoxicare Diagnostics Molecular Laboratory which is accredited by the Philippine Department of Health. The covid 19 testing center is located at the PAL Learning Center (PLC), Padre Faura, Manila.

The implementation of the updated requirements for travel to the U.S. takes effect on January 26, 2021.

The PAL Learning Center facility in Manila offers RT-PCR testing at PHP 3,300 with results released in 24 hours. To carry out online pre-payment for tests, passengers will have to register on the Passenger Profile and Health Declaration form at the PPHD site by clicking the appropriate link - https://bit.ly/PALIntPPHD.

After registering on PAL's Passenger Profile and Health Declaration (PPHD) site, they will receive a confirmation email, which has a link to the pre-payment portal.

They must click on the link of the test they wish to pay for and they will be directed to the booking and payment portal of Guide to the Philippines. They will have to select the date they wish to be tested and input payment details. Once payment is successful, they will receive an email confirming payment. Passengers must present this together with their ID, PAL ticket, and QR code upon entry at the PAL testing facility.

On the day of their flight, passengers must present all required documents at the check-in counter in order to be accepted for flight. PAL TESTING CENTERS ACCEPT ONLINE PRE-PAYMENT

Philippine Airlines passengers availing of the airline's own COVID-19 testing centers may conveniently pre-pay for their tests online, effective January 15, 2021.

The PAL testing centers - in partnership with Detoxicare Diagnostics Molecular Laboratory and accredited by the Department of Health - are located at the PAL Learning Center (PLC), Padre Faura, Manila and at PAL Gate 3, Andrews Avenue, Pasay City.

The PAL Learning Center (PLC) facility in Manila offers RT-PCR testing at PHP 3,300 with results released in 24 hours. Effective January 15, PLC will begin offering Antigen testing at PHP 700 with results released in 30 minutes.

The PAL Gate 3 facility in Pasay City offers Antigen testing at the same rate (PHP700) with results out in 30 minutes.

To carry out online pre-payment for their tests, you need to carry out the following steps:

- Register on the Passenger Profile and Health Declaration form at the PPHD site by clicking the appropriate link. For international flights, click https://bit.ly/PALIntPPHD; for domestic flights, click https://bit.ly/PALDomPPHD.

- After registering on PAL's Passenger Profile and Health Declaration (PPHD) site, you will receive a confirmation email, which has a link to the pre-payment portal.

- Click on the link of the test you wish to pay for and you will be directed to the booking and payment portal of Guide to the Philippines.

- Select the date you wish to be tested and input payment details. We accept debit/credit card payments via MasterCard and Visa. Please ensure that your chosen testing date meets the validity period required by your destination.

- Once payment is successful, you will receive an email confirming your payment. Please present this together with your ID, PAL ticket, and QR code upon entry at our PAL testing facilities.

For refunds or any changes to your prepaid test, click the 'Edit Booking' button in your pre-payment confirmation e-mail.

TEMPORARY RESTRICTIONS FOR PH-BOUND TRAVEL FROM 20 COUNTRIES

To comply with new Philippine government travel restrictions, we will only accept Filipino citizens from Hong Kong, Japan, Singapore, Canada, South Korea and Australia for the period from December 30, 2020 to January 15, 2021.

For flights to the Philippines, we will be unable to accept foreign nationals who originated from, or were in transit via, or had visited the following countries within 14 days prior to their supposed arrival in the Philippines.

Filipino citizens, who had visited any of the above countries are allowed to enter the Philippines but will be required to undergo a strict 14-day quarantine period at a designated quarantine facility.

However, passengers who are already in transit and arrive before December 30, 2020, 12:01AM, from the 20 countries / areas listed above, and/or who have been in these areas within 14 days prior to arrival, will be allowed entry but will be required to undergo an absolute facility-based 14-day quarantine period, even if their mandatory RT-PCR test results are negative.

The above restrictions are mandated by the presidential approval of the latest Resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) restricting travel into the Philippines from specified countries, as a protection measure against the new variant of the SARS-COV 2 Virus.

We had earlier announced the cancellation of flights to/ from London until end-February 2021 in view of the tier4 lockdown of the UK government.

Affected passengers may rebook on the next available flights after the restriction period, with rebooking service fees waived. They may also refund the cost of their ticket with refunding service fees waived. A third available option is the conversion of the PAL ticket into a travel voucher for future use.

This is an evolving situation and PAL will cooperate closely with government authorities in support of all measures that seek to curb any potential increase in COVID-19 cases.
