Higher Education Development Fund Staff of the Commission on Higher Education Spearheads the Inspection and Turnover of RISE Capiz Project Equipment

The Higher Education Development Fund Staff (HEDFS) had a sense of purpose when they began their accountability trip. Led by Director Rogelio T. Galera Jr., alongside Ms. Diana C. Aguilar, Ms. Angel Mae V. Casava, and Mr. Renz Arjay B. Alabado, the team geared up to facilitate the inspection, tagging, and turnover of equipment procured under the RISE Capiz Research and Development Program on April 29, 2024. Together with the HEDFS is Dr. Greg from CHEDRO VI.

At the core of the RISE Capiz Project lies the mission of educational transformation, which is led by hardworking Project Leader and University Research Director Dr. Leo Andrew B. Biclar. RISE CAPIZ: Riverine Improvement towards a Sustainable Ecotourism in Roxas City, Capiz, Philippines, which aims to address the gaps, issues, and requirements of Roxas City's riverine residents. It intends to support three riverine communities.

The HEDFS team initiated the inspection process with a courtesy call from the University President, Dr. Editha C. Alfon, underscoring the importance of transparency and accountability.

HEDFS sets the RISE Capiz office equipment inspection and tagging at CAPSU Dayao and Central. The HEDFS team devoted significant efforts to the precise planning and detailed implementation of the Dayao for the equipment tagging and inspection phase of the CAPSU. In the backdrop of educational development, the team paid great attention to accuracy by precisely documenting the characteristics and condition of each office equipment. This initial phase enabled an efficient asset management system and created roadmaps for future operations and maintenance strategies, which are of great importance for the project's longevity. The HEDFS proceeds to CAPSU Central to continue the inspection and tagging of office equipment. Then, turn over the office equipment.

The Commission on Higher Education (CHED) International Affairs Service recognized the RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) R&D Program of Capiz State University as the second runner-up at the prestigious STUDYPH Sustainable Education Tourism in ICONS Award 2023 held on October 6, 2023, at the Philippine International Convention Center (PICC), Manila.

The RISE Capiz R&D program dispersed milkfish fingerlings to the Cadimahan river tour operator on September 5, 2022. The monitoring and ongoing efforts have been established to develop sustainable fishing practices while promoting ecotourism, allowing visitors to experience local culture and cuisine supporting the local economy.

Dr. Leo Andrew B. Biclar, Research Director at Capiz State University and program leader of RISE Capiz, together with the fisherfolks of Cadimahan river tour operators, harvested the milkfish on March 2, 2023, at midnight in Cadimahan Roxas City.

The milkfish, also known as "bangrus,โ€ is a popular marine species with its delicate flavor and nutritional value using the traditional methods that have been implemented in the practices. The RISE Capiz program aims to enhance the resilience of riverine communities through sustainable ecotourism.

The fisherfolks used bamboo sticks to form structures as part of their traditional practices that allow water to flow freely while preventing the fish from escaping in harvesting. The milkfish are sorted according to size and sold to markets. The income generated from the harvested milkfish provides a significant livelihood source for the riverine communities, supporting their families and sustaining their way of life.

In the RISE Capiz program, these practices are promoted and enhanced, ensuring the riverine communities and the environment continued well-being. The program has chosen responsible and sustainable tourism options, contributing to the local economy and gaining a deeper understanding of our places' cultural and environmental heritage.

Dr. Leo Andrew B. Biclar, Research Director at Capiz State University and program leader of RISE Capiz R&D, focuses on promoting sustainable livelihood and eco-tourism in the riverine communities of Cadimahan and Palina.

On September 5, 2022, Dr. Biclar and RISE Capiz team achieved a significant milestone by releasing Lapu-Lapu fish in the Palina eco-park river tour operator as part of the ongoing efforts to preserve and promote the Lapu-Lapu fish, which has experienced a decline in population due to overfishing and destructive fishing practices. To combat this issue, Dr. Biclar and the RISE Capiz team have researched and monitored the Lapu-Lapu fish to develop sustainable fishing practices while promoting eco-tourism, allowing visitors to experience local culture and cuisine supporting the local economy.

RISE Capiz R&D Program Turned over 2 Sets of Incubator to the Riverine Communities

The RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) Research and Development Program of Capiz State University, funded by CHED under the StudyPh program, conducted the demonstration on how to operate the Incubator for the Roxas City riverine communities of Palina and Cadimahan on December 21, 2022.

The demonstration was conducted by the RISE Capiz Team which consists of experts in the fields of Agriculture and Veterinary. The team members explained the proper and safe operation of the Incubator and its benefits to the riverine communities. During the demonstration, the participants were also taught how to properly set up and adjust the temperature and humidity of the Incubator to maximize the hatching success rate of the Darag Native Chicken.

The team also demonstrated the proper disinfection and sanitation procedure for the Incubator, itโ€™s safety measures that need to be taken when operating the Incubator. After the demonstration, the participants were allowed to ask questions and get clarifications from the RISE Capiz Team. The Palina and Cadimahan river tour operators received two incubators as part of the turnover.

The RISE Capiz Research and Development Program aims to promote the sustainable use of Capiz's riverine resources, while at the same time providing communities with the necessary knowledge and skills to improve their livelihoods. Through the use of the Incubator, the team hopes to improve the hatching rate of the Darag Native Chicken to increase the income of the riverine communities and help them achieve food security.

RISE Capiz Utilization Conference held

The RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) Research and Development Program of Capiz State University, funded by CHED under the StudyPh program, conducted the utilization conference at El Circulo Convention Center on December 19, 2022.

Dr. Editha C. Alfon, University President of Capiz State University, opened the conference with a warm welcome to all participants. In her remarks, she emphasized the importance of utilization in driving innovation and progress and praised the RISE Capiz R&D Program for its efforts in bringing together leading experts in the field.

Dr. Efren L. Linan, Vice President for RDE, introduced Atty. Lily Freida M. Milla, CHED-OIC Deputy Director & Director IV of International Affairs Services, as the keynote speaker for the conference. He highlighted Atty. Milla's extensive experience and expertise in the field of international affairs, and her contributions to the development of higher education in the Philippines.

Atty. Lily Freida M. Milla, CHED-OIC Deputy Director and Director IV of International Affairs Services, expressed appreciation for the partnership between Capiz State University (CAPSU) and the local government unit (LGU) in maintaining and continuing the R&D program focused on sustainable ecotourism in Roxas City. Atty. Milla emphasized the vital role that higher education institutions play in facilitating partnerships and bridging the gap between research and practice. She addressed the challenges and opportunities in the field of ecotourism and provided practical strategies and best practices for maximizing impact. Atty. Milla also emphasized the importance of collaboration and partnership in driving innovation and progress and recognized the efforts of CAPSU and the LGU in promoting sustainable ecotourism in Roxas City.

Dr. Leo Andrew B. Biclar, Research Director/ Program Leader, presented an overview of the RISE Capiz R&D program to the conference attendees. He highlighted the key objectives and goals of the RISE Capiz R&D program, and the various initiatives and projects that have been undertaken to date. Dr. Biclar emphasized the importance of utilization in driving innovation and progress and highlighted the success stories and impactful outcomes that have been achieved through the program. He also outlined the challenges and opportunities facing the program and shared the plans and strategies for moving forward. Dr. Biclar's presentation provided attendees with a clear understanding of the scope and direction of the RISE Capiz R&D Program and sparked meaningful discussions throughout the conference.

On behalf of Hon. Ronnie T. Dadivas, representative of Ms. Marry Ann Barria, City Agriculturist, conveyed a message of support for the government's program for sustainable ecotourism from the beneficiaries of the program, the Palina, and Cadimahan River Tour Operators. She emphasized the importance of ensuring that resources are not wasted and that the benefits of ecotourism are maximized for the community. She also highlighted the importance of collaboration and partnership in driving innovation and progress and encouraged all stakeholders to work together to support the government's program for sustainable ecotourism.

Dr. Efren L. Linan, VP for RDE, gave his closing remarks. Dr. Linan expressed his appreciation to the stakeholders, beneficiaries, and speakers who made the conference possible and the RISE Capiz R&D Program team for their hard work and dedication to the program. He highlighted the importance of utilization in driving innovation and progress and praised the many insights and experiences shared during the conference. Dr. Linan concluded by expressing his appreciation for the partnership between Capiz State University and the local government unit in supporting the RISE Capiz R&D Program, and by reaffirming the commitment of the university to driving innovation and progress through research and development.

Also in the activity were Mr. Alphonsus Tesoro, Provincial Tourism and Cultural Affairs Officer; Ms. Belinda Garrido, Coastal Resource Coordinator; Dr. Wennie F. Legario, VP for Administration & Finance; and other CAPSU key officials.

Sustainable Cuisine Takes Center Stage at Slow Food Movement Capiz Event

The Slow Food Movement Capiz headed by Provincial Tourism and Cultural Affairs Office (PTCAO) welcomed representatives Ramon Uy Jr. and Reena Gamboa from the Slow Food Community of Negros; Elena Aniere, Regional Director of the Southeast Asia and Pacific Slow Food and Juanito Tejado III from the Department of Tourism Region VI for an on-site visit and consultation on the development and evaluation of Slow Food for Western Visayas last November 28, 2022.

The visitation from representatives of the Slow Food community was an important step in the development and growth of the Slow Food movement in Western Visayas. It provided an opportunity to finalize and validate the Product Data Sheets identified through the region's biodiversity and cultural mapping efforts, and to establish and strengthen direct relationships between local cooks, chefs, and slow food networks. This will help to support the creation of Slow Food activities and the launching of the Slow Food Cooks Alliance of Western Visayas, which will promote the protection and enjoyment of traditional and regional cuisine in the region.

As part of the visit, the RISE Capiz R&D Program, led by the University Research Director and program leader, Dr. Leo Andrew B. Biclar was invited to participate in the second-day activities at Palina Greenbelt Eco-Park. It showcased its sustainable floating vegetable garden which was an opportunity for Rise-Capiz R&D program to share their innovative approach to food production with other members of the Slow Food community, and to demonstrate the potential of sustainable agriculture in the region.

The Slow Food Movement Capiz is a local chapter of the global Slow Food organization, which promotes the protection and enjoyment of traditional and regional cuisine, as well as the conservation of local food cultures and habitats. The movement seeks to counter the negative effects of fast food and globalized food production, which often results in the loss of biodiversity, cultural traditions, and local foodways.

PALINA RIVER TOUR SELLS THEIR FIRST DARAG NATIVE CHICKEN!

The Palina River Development Association (PARIDA) INC. was able to sell their first two (2) Darag Native Chicken and 2 Roosters worth at least 1,000 PHP last November 23, 2022, at the Palina Greenbelt Eco Park, Roxas City, Capiz.

PARIDA Inc. is one of the community beneficiaries of the RISE Capiz R&D Program of Capiz State University (CAPSU). Through this iconic event, they are considered the first beneficiaries that dispersed Darag Native Chicken within the local riverine community of Roxas City.

During the projectโ€™s inception, the RISE Capiz R&D Program provided the feeds and other necessary materials for the riverine communities to jumpstart their DNC production efforts. The University Research Director and Program Leader, Dr. Leo Andrew B. Biclar, led these initiatives and actions to improve the livelihood of the people within the riverine communities.

The river tour operators successfully raised, nurtured, and increased the numbers of the DNC within their care. In eight months, they sold their DNC, which added another income stream to their association.

Training on the Sustainability of Floating Greenhouse

The RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) Research and Development Program of Capiz State University, funded by CHED under the StudyPh program, conducted the training on the sustainability of the floating greenhouse for the Roxas City riverine communities of Cadimahan and Palina last October 25 & 26, 2022.

Dr. Salvacion J. Legaspi, Director of the Crop Science Research Development Center of CAPSU, discussed the process of organic composting for the riverine communities of Cadimahan and Palina. She said composting is the natural process of decomposing and recycling organic waste into compost, a humus-rich soil nutrient. She added that the river tour operators produced kitchen waste, and its organic material can be easily decomposed into high-quality compost using natural methods.

The RISE Capiz R&D Program provided the materials used in organic composting for the riverine communities. These initiatives and efforts were led by the University Research Director and program leader Dr. Leo Andrew B. Biclar.

Dr. Rodyard B. Madiclum, former RDE Training Director and current Campus Administrator of CAPSU Burias, expressed gratitude for the continuing support of the program. He said that the program also enabled them to safely and organically perform organic composting to aid in the growth of the crops for a future bountiful harvest that supports their livelihood. They will get practical experience and skills in sustaining the floating greenhouse.

The training has a significant impact on the sustainability of floating greenhouse for additional livelihood and ecotourism for the riverine communities.

Monitoring and Dispersal of DNC for the Riverine Communities

The RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) Research and Development Program of Capiz State University, funded by CHED under the StudyPh program, conducted the monitoring and dispersal of DNC (Darag Native Chicken) batch 2 for the Roxas City riverine communities of Cadimahan and Palina on October 12, 2022.

The RISE Capiz R&D Program returned and dispersed the 73 hatched chicks to the riverine communities. The riverine communities will rear native chickens for a sustainable means of subsistence and ecotourism.

In another batch, 159 eggs are collected from the riverine communities of Cadimahan and Palina. The eggs are carefully and appropriately stored until they are incubated. The chicken eggs are kept warm in the incubators until they are ready to hatch.

The monitoring activity ensures that the darag native chickens are protected from diseases through the vaccination of research-based technology generated by CAPSU.

CHED Visits RISE Capiz

The team from CHED (Commission on Higher Education) headed by Atty. Lily Freida M. Milla, Executive Deputy Director, and International Affairs Staff Director; Atty. Christian E. Rivero, Higher Education Development Fund Director; CHED-IAS Staff, CHED Region VI Key Officials, and Study-PH poll of experts visited the RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) R&D (Research and Development) Program of CAPSU at Palina Greenbelt Ecopark on September 2, 2022.

Dr. Editha C. Alfon, the University President, and other key officials of the university welcomed the guests with chant and cultural opening dance ceremonies performed by the Indigenous Peoples students of CAPSU Tapaz. Students from the Burias Campus performed the cultural dance as they welcomed the visitors. The selected members of the CAPSU Main Campus Chorale rendered a series of Capiznon folksongs, and the CAPSU Burias Band, on the other hand, performed the lullabies.

Dr. Alfon together with Atty. Lily Freida M. Milla led the ribbon cutting and blessing of the new floating greenhouse garden and aquamarine demo farm. After the ceremony, the RISE Capiz R&D program presented the outputs and future interventions for the riverine communities.

Among the activities was the releasing of the locally known โ€œlapu-lapuโ€ or the giant grouper into the aquamarine demofarm.

Also present during the ceremony were Dr. Wennie F. Legario, VP for Admin & Finance; Dr. Efren L. Linan, VP for RDE; Dr. Marry Ann B. Martelino, VP for External Affairs and Linkages; Research Director, Dr. Leo Andrew B. Biclar; Dr. Marryneth B. Barrios, Dr. Rodyard B. Madiclum, Training Director; Dr. Salvacion J. Legaspi, Director of the Crop Science Research Development Center; the Campus Administrators; and Satellite College Directors.

Ms. Jing Castaรฑeda, the ABS-CBN news anchor and journalist partly documented the activity.

As the activity continued, Mrs. Salvacion Dela Cruz, one of the members of the riverine community beneficiaries, served as the tour guide who provided information on the cultural and historical sites during the river tour. The visitors enjoyed the opportunity to go on a motorized raft while indulging the mouth-watering seafoods at the Palina river tour, including the exquisite fresh fish prepared in favorite local dishes.

The CAPSU Main Chorale sang soothing songs for the guests on the river excursion, which added and delighted in the breathtaking views and tranquility of the river, which provided them with energizing, healing sensations.

The CHED funded the RISE R&D Program of CAPSU, led by Dr. Leo Andrew B. Biclar as the Program Leader with Dr. Efren L. Linan and Dr. Emelita P. Solante as project leaders.

The CHED visitation is part of the monitoring and evaluation activity on the RISE Capiz R&D Program.

Floating Greenhouse for the Riverine Communities

The RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) Research and Development Program of Capiz State University, funded by CHED under the StudyPh program, conducted the vegetation at Palina Greenbelt Ecopark on August 23, 2022.

Dr. Salvacion J. Legaspi, Director of the Crop Science Research Development Center of CAPSU Burias Campus, discussed and prepared the vegetables used for the greenhouse at Palina Greenbelt Ecopark. She said the greenhouse stabilizes the growing environment by buffering the ambient temperature and protecting the plants from extreme temperatures.

The University Research Director, Dr. Leo Andrew B. Biclar, together with Dr. Efren L. Linan, VP for RDE, Dr. Emelita P. Solante, Extension Director, Dr. Marryneth B. Barrios, Dr. Rodyard B. Madiclum, Training Director, and the river tour operator of Palina discussed the implementation and utilization of floating garden as sustainable ecotourism.

It enables the greenhouse gardener to sow earlier and reap the benefits of the extended growing season with earlier flowers and harvest, which provides an alternative income opportunity.

Dr. Marryneth B. Barrios, the Research Chair at CAPSU Dumarao Campus, has dispersed another 25 Darag Native Chicken to 5 household beneficiaries of Roxas City riverine communities of Cadimahan. Each household received five Darag chickens consisting of four hens and one rooster.

The programs have anticipated outcomes that would have a significant impact on the livelihoods of river tour operators as well as tourism.

Monitoring and Dispersal of DNC for the Riverine Communities

The RISE Capiz (Riverine Improvement Towards a Sustainable Ecotourism in Roxas City, Capiz) Research and Development Program of Capiz State University, funded by CHED under the StudyPh program, conducted the monitoring and DNC (Darag Native Chicken) for the Roxas City riverine communities of Palina and Cadimahan last August 16, 2022.

The synchronized natural incubation in which eggs from a group of hens are collected and incubated. The eggs will hatch after 21 days. The RISE Capiz R&D Program returned and dispersed the 91 hatched chicks to the riverine communities.

The monitoring ensures the Darag Chickens will protect from diseases. The measures seek to prevent diseases from happening through vaccination.

The riverine communities will raise the native chickens for sustainable livelihood and ecotourism.

Dr. Melvin B. Carlos and Other DOST Officials visited the RISE Capiz R&D Program of CAPSU

Dr. Melvin B. Carlos (DOST-PCAARRD/Deputy Executive Director for ARMSS), Ms. Lucy A. Lastimosa (TTPD-PCAARRD/Supervising SRS), and Ms. Mary Ranzelle A. Pasang (TTPD-PCAARRD/SRS1), and ATBI participants came from different state universities and colleges in the country visited the RISE Capiz R&D Program at Palina Greenbelt Ecopark, Roxas City, Capiz last August 5, 2022.

The said visit was a part of the three-day meeting of the ATBI grantees held in Gabriel's Event Center started August 3, 2022.

Before visiting the project site, they were able to capture the Capizeรฑos hospitality at Capiz Provincial Park.

The CAPSU Research Development and Extension, IPMO, and ATBI personnel facilitated them. DOST-PCAARRD has been part of the Riverine Improvement towards a Sustainable Ecotourism in Roxas City Capiz (RISE) in the dispersal of the Darag Native Chicken to the riverine communities.

The guests enjoyed the experience of riding in the raft pulled by a motorized boat while eating the seafoods prepared by the locals. They also enjoyed the beautiful sceneries and calmness of river that gave them the refreshing therapeutic vibes.

They were assisted and toured by the staff of RISE Capiz headed by Mr. Mark John A. Deloria, Mr. Ruel Olapane, Ms. Louella D. Derecho, Mr. Ronald A. Almanon, and Ms. Jenelyn Pines from RAISE Project.

Indeed, they had a beautiful and unforgettable experience during their stay in the Seafood Capital of the Philippines, Roxas City, Capiz.

There are numerous opportunities to move towards more well-rounded solutions.
