Travel Requirements to Boracay (Caticlan)
Open for tourists

Updated as of November 3, 2021

Based on government regulations, guests bound for Boracay are advised of the following travel guidelines.

Caticlan (Boracay) Airport only accepts tourists from areas under General Community Quarantine (GCQ). All Locally Stranded Individuals (LSI), Returning Overseas Filipino (ROF) and Authorized Persons Outside Residence (APOR) should travel via Kalibo, instead of via Caticlan. Please check with your local government units for the latest updates.

For Boracay Tourists, you are required to present the following documents, to be accepted for flight:

Negative RT-PCR (swab) test result or negative Saliva RT-PCR test result (from Philippine Red Cross or other laboratories accredited by both DOH and FDA) conducted within 72 hours before flight departure. Infants (two (2) years old and below) are exempted from this requirement.
Confirmed hotel booking or reservation from any DOT-accredited accommodation establishments in Boracay
Proof of Identity with Philippine residency
Tourist QR Code. Please fill up the Health Declaration form at least 24 hours before the flight via https://touristboracay.com and register as "Tourist".
Processing for the Tourist QR Code takes approximately twelve (12) hours after receipt of documents. Please wait for the confirmation email to get the Tourist QR Code, and keep a printed or digital copy of this. You have to present your Tourist QR code upon boarding the flight and when accessing services in Boracay island.

Upon arrival, guests are required to take Caticlan Airport Authority-accredited transfers to Boracay island. These are requirements we have as of the date indicated. 📌MANDAUE CITY

📌For fully vaccinated guests:

All arriving guests who can present their official Vaccine Card and/or Vaccine Certificate will be exempted from presenting a negative RT-PCR test prior entry into Mandaue City.
For unvaccinated / partially vaccinated guests:

Negative RT-PCR test result, taken within seventy-two (72) hours prior departure and/or negative Antigen test result, taken within forty-eight (48) hours
CEBU PROVINCE

📌For fully vaccinated individuals:

Fully vaccinated individuals shall no longer be required to present a negative RT-PCR test result, a negative Antigen test result or a Medical Certificate as a requirement for entry.

📌For unvaccinated / partially vaccinated individuals:

Medical certificate certifying that they do not exhibit symptoms of COVID-19 at the point of origin. The medical certificate should be issued within twenty-four (24) hours before arrival in Cebu.
CEBU CITY

📌For fully vaccinated individuals:

Valid ID / proof of identity with picture and signature
Official Vaccination Card with QR Code. If a QR code is not available, present the Official Vaccination Certificate issued by the local health officer of the LGU or the Vaccination Certificate issued by the Department of Health – Bureau of Quarantine.
For unvaccinated / partially vaccinated individuals:

Negative RT-PCR test result from a DOH-accredited laboratory, taken within the last seventy-two (72) hours; or

CEB Refund Update
As of Sept 17, 2020

As many know, the tourism and aviation industries have been among the worst hit by COVID-19 and currently, Cebu Pacific is only able to operate 10% of its pre-COVID network.

Since the start of this pandemic, we have received an unprecedented number of refund requests due to the flight cancellations brought about by the lockdown. Our refund process then was originally not designed to handle this volume of requests, and this resulted in a backlog. We have since then revamped our procedures in order to address this.

To date, we have refunded over PHP 2.4 billion booking cancellations related to COVID-19, equivalent to 50% of refund requests received. We remain committed to our customers to complete pending refunds, and will update them once these have been processed. We are currently halfway through refund requests filed last April.

We understand how challenging this whole situation is, and we sincerely apologize for the delay. We thank our guests for their patience and understanding as we continue to enhance our processes for this to be resolved soonest.
