Register your name and phone number to StaySafe. Upon successful registration, you will be given a unique QR Code. Take a screenshot or photo of this QR Code. You may also print this QR Code and keep it neat and dry.

Once registered at the system, you can apply for S-PaSS Permit or Travel Coordination Permit (TCP) to Negros Occidental (La Carlota City). Among other documents, the system will require you to upload a photo of your StaySafe QR Code and any of following as applicable:

๐Ÿ‘‰ If you are an UNVACCINATED INDIVIDUAL, upload a negative result of a valid RT-PCR Test from a DOH-accredited molecular laboratory. A valid RT-PCR Swab Test is one that does not exceed 72 hours from the date the specimen was extracted to the date of arrival to Negros Occidental. Another alternative to the RT-PCR Swab Test is the negative result of a valid RT-PCR Saliva Test conducted by the Red Cross only. The validity of the saliva test is only up to a maximum of 48 hours from the date the specimen was extracted to the date of arrival to Negros Occidental.

๐Ÿ‘‰If you are a FULLY VACCINATED INDIVIDUAL, you can upload your VACCINATION CERTIFICATE with QR CODE (vaxcert) in lieu of the RT-PCR test result. You can download this from https://vaxcert.doh.gov.ph. If you have trouble requesting or downloading your vaxcert, please call the CITY TOURISM OFFICE for assistance at landline (034)466-7845 or at SMART 0961-5312857.

๐Ÿ‘‰If you are a FULLY VACCINATED INDIVIDUAL from OTHER COUNTRIES, please upload your VACCINATION CERTIFICATE FROM ABROAD and your BUREAU OF QUARANTINE (BOQ) CERTIFICATE when you apply for TCP.

Once your documents are uploaded, your TCP will have a โ€œPENDINGโ€ watermark on it. It is advisable to apply for your TCP at least two (2) days before your departure date.

On the day of your departure, please call the La Carlota City (LCC) COVID Team to confirm your arrival or the cancellation of your flight at SMART 0928-2737500 or GLOBE 0916-2647778. To those who will commute inter-regionally by bus, please coordinate with LCC COVID Team so that necessary arrangements can be made at your agreed pick up point.

๐š‚๐šƒ๐™ด๐™ฟ ๐Ÿผ. ๐™ฐ๐š๐š๐™ธ๐š…๐™ฐ๐™ป. Please text or call the LCC COVID Team that you have arrived in Negros Occidental. The LCC COVID Team will pick you up at your disembarkation point and bring you to the City Quarantine Facility. Should you choose to be tested by the Red Cross, the COVID Team will drop you off at the Red Cross Testing Facility.

๐š‚๐šƒ๐™ด๐™ฟ ๐Ÿฝ. ๐š‚๐š†๐™ฐ๐™ฑ & ๐š€๐š„๐™ฐ๐š๐™ฐ๐™ฝ๐šƒ๐™ธ๐™ฝ๐™ด. With the exception of government officials and employees and other APORs who are staying in La Carlota City for 24 hours or less, you will be required to undergo a repeat RT-PCR test upon arrival at the port of disembarkation in Negros Occidental or at the La Carlota City Gymnasium, FREE OF CHARGE. The COVID Team will then take you to the City Quarantine Facility where you will await the result of your swab test. Upon receipt of negative result of your swab test, you will be allowed to go home immediately.

Should you choose to undergo repeat swab and quarantine at the Red Cross and await the result at its partner accommodation establishment, you have to arrange this yourself and shoulder the cost. Upon receipt of negative result from Red Cross, you are free to go to La Carlota City.

You can now use your Vaccination card as your passport to travel within the Philippines!

The national Inter-Agency Task Force (IATF) has allowed fully vaccinated individuals to travel around the Philippines without having to present a negative test result.

This was announced by Presidential Spokesperson Harry Roque in a press conference today, July 4, 2021.

Under IATF Resolution No. 124-B:

โœ… Fully vaccinated persons are allowed to present a domestic vaccination card or certificate of quarantine completion as a sufficient requirement for interzonal travel instead of a negative test result.

โœ… Fully vaccinated Senior Citizens are allowed to travel intrazonal or under GCQ and MGCQ areas.

โ— Fully vaccinated individuals who are close contacts of probable and confirmed COVID-19 cases, they may undergo a shortened seven (7)-day quarantine period, provided that the individual remains asymptomatic for the duration of the seven-day period with the first day being the date immediately after the last exposure.

๐Ÿ“Œ Provided that vaccination cards must be duly signed and issued by a legitimate vaccinating establishment or LGU.

NOTE: The national IATF resolution considers persons as fully vaccinated two weeks after having received their final doses of any vaccine given emergency use authorization by the Philippines' Food and Drug Administration and the World Health Organization.

SPECIAL REMINDERS FOR ALL OUR PASSENGERS:

TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

For international passengers arriving in the Philippines:
Passengers arriving at Manila airport are required to register at least three (3) days prior to their date of departure to arrange for the mandated COVID-19 swab test (RT-PCR) to be administered upon arrival.

Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. MANILA (NAIA) Terminal: All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for the United States, Canada and Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for Singapore are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING CENTER
Passengers departing on PAL international and domestic flights from Manilamay undergo RT-PCR testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila.This is a partnership with Detoxicare Molecular Diagnostics.

The PAL center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP4,000.Results are released within 24 hours. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay.

Upon entering the PAL Learning Center for your RT-PCR testing, please present your ID, plane ticket and QR code indicating that you have successfully registered the passenger profile and health declaration online.

Flying Safely in the โ€˜New Normalโ€™
PAL is strictly implementing Fly Safe โ€œnew normalโ€ practices to protect our passengers, in compliance with international health and safety protocols.

Please bring your own face masks and face shields and wear them at all times โ€“ at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety proceduresโ€“ at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

Our cabin crew will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.

Donโ€™t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency.
