ARRIVING IN THE PHILIPPINES

Payment of the fees for RT-PCR tests, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

DEPARTING FROM THE PHILIPPINES

For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding. You must also accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure. Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check-in at the airport. Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD form upon airport check-in in addition to the online registration.

TRAVELING WITHIN THE PHILIPPINES

For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality. MANILA (NAIA - MNL) TERMINAL ASSIGNMENTS

- PAL international flights from Manila depart from:
· NAIA Terminal 1, except for flights to USA and Guam.
· NAIA Terminal 2 for flights bound for Guam, Honolulu, New York, San Francisco, and Los Angeles

- PAL international arrivals will use the following terminals:
· NAIA Terminal 1 for flights arriving from Dubai, Riyadh and Dammam
· NAIA Terminal 2 for all other arriving international flights.

- PAL domestic flights depart from and arrive at NAIA Terminal 2.

MACTAN CEBU (MCIA - CEB) TERMINAL ASSIGNMENTS

o Terminal 1 for domestic arrivals only
o Terminal 2 for domestic departures
o Terminal 2 for international departures and arrivals.

TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES

Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at:

· Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila (drive-thru or walk-in testing from 8AM to 8PM daily); or
· PAL Gate 3 located at Andrews Avenue, Pasay City (in-car or walk-in service 24 hours a day, seven days a week).

These PAL testing facilities are in partnership with Detoxicare Molecular Diagnostics Laboratory. The tests cost PHP 2,599 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online. Upon entrance, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

GUIDELINES FOR AFFECTED PASSENGERS

FLYING SAFELY IN THE ‘NEW NORMAL’

PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.

Please bring your own face masks and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

Our cabin crew will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight.

TRAZE CONTACT TRACING APP REQUIREMENT

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing.

Travel Advisory for International Passengers Entering the Philippines. Updated as of January 28, 2022; 7PM

Effective February 1, 2022, fully vaccinated arriving Filipino citizens, Balikbayan under RA6768 and foreign nationals with valid and existing visas regardless of origin shall be allowed to enter the Philippines and shall no longer be required to observe mandatory facility-based quarantine as long as they are able to present a negative result of an RT-PCR test taken forty-eight (48) hours before arrival.

Effective February 10, 2022, fully vaccinated foreign nationals from visa-free countries, traveling for leisure, will be accepted, and will also no longer be required to undergo quarantine as long as they are able to present a negative result of an RT-PCR test taken forty-eight (48) hours before arrival.

Visa-free countries include the following Cebu Pacific stations:
• Australia
• Brunei
• Indonesia
• Japan
• Malaysia
• Singapore
• South Korea
• Thailand
• United Arab Emirates
• Vietnam

The following are allowed to enter the Philippines without a visa for a stay not exceeding fourteen (14) days:
1. Holders of Hong Kong Special Administrative (SAR) passports
2. Holders of Macau Special Administrative Region (SAR) passports

The following are allowed to enter the Philippines without a visa for a stay not exceeding seven (7) days:
1. Holders of Macau-Portuguese passports

In compliance with the Department Order 2022-001 issued by the Department of Transportation, we will continue to fly fully vaccinated guests to/from our Manila hub and shall likewise be required to present a physical or digital copy of their Vaccination Card/Certificate, as well as a valid government-issued ID with picture and address.

Unvaccinated guests will still be accommodated for their flights if they fall on the following categories, provided that they present the necessary documents:

MIAA reminds passengers to check RT-PCR result before going to NAIA
January 17, 2022, Pasay City – Manila International Airport Authority (MIAA) General Manager Ed Monreal is appealing to passengers to be responsible travelers and to mind both their safety and that of others who will be taking the same flight with them. His message is simple – for passengers to wait for their RT-PCR result and not to go to NAIA if they test positive of COVID.
This call comes on the heels of multiple interceptions made by airport guards as they check travel documents of departing passengers bound for both local and international destinations.
The airport chief stressed that airline passengers must wait for the release of their RT-PCR results and check it before going to NAIA to catch their flights. From January 1-15, 2022, 68 passengers were intercepted at NAIA’s departure areas as guards checked on their travel documents at the terminal entrances, most claiming that they did not check their results before heading for NAIA.
In 2021, MIAA records show that 576 passengers were intercepted by airport and airline authorities and prevented from boarding their flights after having found to be carrying positive RT-PCR results.
“The numbers are really appalling. This behavior of some airline passengers is truly disturbing especially now that cases of infection is growing by the day, MIAA General Manager Ed Monreal said. Hindi pwede ang palusot dito. The airlines are duty bound to follow the regulations of the country of destination. There is no chance that a passenger can skip being checked of this very important requirement - no way at all,” the airport chief further stressed.
On the No Vaccination No Ride policy, the MIAA reminds domestic passengers to be ready with their vaccination card and valid government issued ID with photo as these documents will be required from them upon check-in.
He advised passengers who have clarifications regarding the implementation of the policy to contact their airline as they have been directed by the Civil Aeronautics Board (CAB) to carry out the order. The call to board or not board rests with them.

Effective January 17, 2022, the Department of Transportation under Urgent Department Order No. 2022-0001 will implement “No Vaccination, No Ride" Policy for DOMESTIC TRAVELERS.

This will apply to all domestic travel to and from NCR.

Please read the guidelines for Fully Vaccinated, Qualified Exemptions, and Partially Vaccinated / Unvaccinated.

Note the following changes as of January 15:

1. Qualified Exemptions - those exempted are no longer required to have RT-PCR 48 hours before flight, unless required by destination LGU.

2. Children 11 years old and below can be accepted on PAL flights without the need for a medical certificate, but should still present proof of essential travel, and must follow the LGU requirements for their destination. Please present proof of the child's age.

Flight Cancellations for January 15 to 24, 2022

Dear PAL passengers:

We continue to experience challenges in sustaining full operations because an increasing number of our frontline and support personnel are unable to report for work due to precautionary quarantine or self-isolation requirements.

We are taking the precaution of cancelling a number of PAL flights, even as our PAL teams do all we can to maintain as many other flights as possible, process all passenger requests and relieve the longer call waiting times and ticket office queues. We are also compelled to cancel some international flights to comply with newly reduced limits to the daily number of passenger arrivals allowed at Manila airport by the Philippine government authorities.

We request your kind understanding as we cope with these temporary challenges.

Our PAL Medical team is actively monitoring the health and wellness of all employees - including our cabin crew and flight teams. PAL adopts and continuously updates strict health and safety protocols to protect all travelers, including full PPE for our cabin crew, aircraft cabin air flow systems that continuously infuse fresh air, and HEPA filters that screen out viruses and other contaminants, for a safer and cleaner environment.

Options for Passengers of Cancelled Flights

We sincerely regret the inconvenience this will cause to your travel plans. Your current tickets are safe and remain valid, and you may avail of the following options if your flight is cancelled:

1. Convert your ticket to Travel Credits equivalent to the unused base fare of your ticket. Voucher validity is one year (1) year from date of issuance.

2. Rebook or Reroute your ticket to another flight with available space within 60 days from the original flight in the same booking class or higher within the same cabin class.

3. Refund ticket without penalties, excluding Ticketing Service Charge

You may request the above through our MyPAL Request Hub facility at https://www.philippineairlines.com/en/ph/home/covid-19/mypalhub.

You may access the online self-reaccommodation tool for flight rebooking. Click the Manage Booking Tab and then select the Flight Disruptions radio button in our homepage www.philippineairlines.com.

If your contact details are in our reservations records, you will be informed of the status of your flights via e-mail, telephone call or SMS/text.

Reminders as we adjust to service constraints:

We encourage you to:
• use our MyPAL Request Hub for rebooking requests, queries and ticket transactions, rather than call our PAL customer hotline or visit our ticket offices (which are unable to fully accommodate the very high volume of calls and requests).
• Please defer less urgent rebooking transactions related to travel within the next seven (7) days, so that we can reserve the customer hotline and ticket offices for the most urgent calls and transactions.
• If you purchased your ticket through a travel agent, please deal directly with your agent for any rebooking or ticketing transaction needs.

We are redirecting more personnel and resources to handle MyPAL Request Hub transactions where they are most needed to help us serve more passengers during this challenging time.
Our Metro Manila city ticket offices will be open only five (5) days a week, from Mondays to Fridays, 9 AM to 5 PM. However, our airport ticket offices at NAIA Terminal 2 (2 AM to 10 PM) and Terminal 3 (8 AM to 5 PM) will remain open on all days of the week; and our Domestic Airport Road ticket office in Pasay City will be open from Mondays to Saturdays.
Please stay updated on changes in travel requirements by checking the website of the concerned provincial local government or destination country.
