Pursuant to the Philippine Government’s efforts to streamline its entry procedures and data collection processes, we inform you of the launch of the eTravel platform, an online registration system for travelers to the Philippines and returning residents.

Beginning 0001H of 02 December 2022, the Health Declaration Checklist of the Department of Health-Bureau of Quarantine may be accessed through etravel.gov.ph.

Passengers using the former www.onehealthpass.com.ph will be redirected to the new eTravel domain. On December 5, the old domain of the One Health Pass will no longer be accessible to the public.

The eTravel platform will host the electronic version of the paper Arrival Card that travelers must submit upon arrival in the Philippines for immigration clearance. Starting 05 December 2022, the Bureau of Immigration will discontinue using the paper Arrival Card. All travelers will be required to provide their arrival information and health declaration through the eTravel portal.

Registration on the eTravel platform is free. The public is warned against transacting with any entities or websites soliciting payments and fees of any kind as these are in no way related to the official eTravel platform of the Philippine Government.

The eTravel platform is a joint initiative of the Department of Information and Communications Technology (DICT) in partnership with the Bureau of Immigration (BI), Bureau of Quarantine (BOQ), Bureau of Customs (BOC), Department of Tourism (DOT), Department of Health (DOH), Department of Justice (DOJ), and Department of Transportation (DOTr).

BI clarifies validated vax cards must be presented upon arrival

PASAY, Philippines—The Bureau of Immigration (BI) clarified that fully vaccinated passengers must present documentary proof upon arrival in the country.

In an advisory, BI Commissioner Jaime Morente stated that those fully vaccinated in the Philippines must carry their vaccination card, which should be verified prior to their departure from the Philippines through the Certificate of Vaccination Record Portal of the Department of Information and Communications Technology or the City Health Officer of the local government unit which administered the full vaccination.

“For those vaccinated outside the Philippines, they may present their International Certificate of Vaccination, or have their documents validated through the Philippine Overseas Labor Office (POLO), as the case may be,” he added.

Those vaccinated outside the Philippines must also come from the list of 57 “green” countries to be able to undergo a 7-day facility-based quarantine only.

These countries are Albania, American Samoa, Anguilla, Antigua and Barbuda, Australia, Benin, Belize, British Virgin Islands, Brunei, Burkina Faso, Burundi, Cayman Islands, Chad, China, Ivory Coast, Eswatini, Falkland Islands, French Polynesia, Gambia, Ghana, Greenland, Grenada, Hongkong, Iceland, Isle of Man, Israel, Laos, Liberia, Malawi, Malta, Marshall Islands, Mauritius, Micronesia, Montserrat, Morocco, Mozambique, New Caledonia, New Zealand, Niger, Nigeria, Northern Mariana Islands, Palau, Rwanda, Saba, Saint Barthelemy, Saint Kitts and Nevis, Saint Pierre and Miquelon, Sierra Leone, Senegal, Singapore, Saint Eustatius, South Korea, Taiwan, Togo, Turks and Caicos Islands (UK), Vietnam, and Zimbabwe.

Morente said that passengers fully vaccinated abroad who stayed exclusively in any of these 57 places within the past 14 days immediately preceding their arrival shall undergo a seven-day facility-based quarantine.

Hence, Morente said that they would only need to present a 7-day booking in a government-accredited quarantine hotel or facility during primary immigration inspection when they arrive in the country.

“They would also need to present said documents to the Bureau of Quarantine (BOQ) at the port’s Department of Transportation One Stop Shop (OSS) after immigration clearance,” he clarified.

Otherwise, Morente said other arriving passengers not fully vaccinated, not coming from the 57 territories, or do not have the required documentary proof, will be required by the BI to present a 10-day facility-based quarantine booking.

BI Port Operations Division Chief Atty. Carlos Capulong warned that foreign nationals who would not be able to present their quarantine bookings will be excluded for being improperly documented, while those who present fake bookings and are intercepted by the Department of Tourism and other OSS agencies may be referred back to the BI for the initiation of deportation proceedings.

Our domestic flights to/ from Manila shall continue to operate during the extension of the Enhanced Community Quarantine (ECQ) period until April 11, subject to restrictions and requirements imposed by each Local Government Unit.

Please be advised that only essential travelers will be allowed on domestic flights in compliance with government's ongoing restrictions to curb the spread of covid19.

Allowed to travel within this ECQ period are:

- health/emergency frontline services personnel
- government officials and frontline personnel
- duly-authorized humanitarian assistance actors
- persons traveling for medical/humanitarian reasons
- persons going to the airport for travel abroad
- persons crossing zones for work or business permitted in the zone of destination, and going back home.
- returning or repatriated OFWs and other Returning Overseas Filipinos (ROFs) returning to their places of residence
- locally - stranded individuals (LSIs)

UPDATE TO OUR CUSTOMERS ON REFUNDS

As the aviation industry continues to cope with global health and travel challenges, we at Philippine Airlines reaffirm our commitment to service our passenger.

We have so far refunded more than 90% of the more than US$370 million (PHP17.8 billion) COVID-related refund requests. We hope to resolve the rest in the coming months and revert to normal processing afterwards.

We are making renewed efforts and committing more resources to progressively step up processing capabilities. Our web-based myPAL Request Hub is being enhanced to improve processing of passenger options such as rebookings, conversions to travel vouchers, refunds and a new follow-up request feature. Processes are also being streamlined to better support these enhancements and ably deliver on our customers’ expectations. We will strive for more improvements to support refunds and other customer needs as we move decisively towards recovery.

We sincerely apologize for the long processing time that many of our customers have experienced since the start of the pandemic, in the wake of the forced cancellation of more than 78,000 flights and the travel restrictions that required passengers to abruptly change their travel plans, triggering an unprecedented high volume of refund requests and constraining the ability and resources of airlines to handle them promptly.

PAL has now restored nearly 25% of our regular domestic and international flights, and we will continue to slowly add more flights and more routes in line with market demand and the eventual easing of travel and quarantine restrictions.

PH GOVERNMENT SCALES DOWN MANILA INTERNATIONAL FLIGHTS FROM MAR18 TO APR19

Philippine government authorities have directed that international inbound arrivals at Manila's Ninoy Aquino International Airport shall be limited to a maximum of 1,500 passengers per day for all airlines combined, for the period from March 18 (at 8:00 AM Philippine time) to April 19, 2021 (at 8:00 AM Philippine time), in line with a directive issued by the Civil Aeronautics Board (CAB).

To comply with the restriction, airlines will need to cancel a number of international flights to and from Manila during the stated March 18 to April 19 period. Philippine Airlines will operate our full international schedule for March 18 but we will be announcing in due course any flight cancellations on other days for the rest of the period.

Airlines will likewise comply with any directives from the Philippine Bureau of Immigration (BI) and concerned authorities on the type of travelers that will be allowed entry into the Philippines within the same March 18 (8 AM) to April 19 (8 AM) period. Please note that certain passenger types will thus need to postpone their Manila-bound travels until after the stated period.

Please stay posted for further updates, as we await the final announcements and information from the BI and the concerned authorities.

We seek your understanding as we prepare to make adjustments in our operations to comply with these latest government measures, as we support the national effort to prevent the spread of COVID-19.

TRAZE CONTACT TRACING APP REQUIREMENT

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

ARRIVING IN THE PHILIPPINES

Passenger arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry:

MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City also offers Antigen testing. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL testing center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Learning Center or PAL Gate 3 (see above information on "NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING CENTER").

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.9% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.
