CEB Advisory: CEB Flexible Customer Options– July 30 to August 20, 2021

The Philippine government, through the Inter Agency Task Force (IATF) Resolution No. 130-A, has placed the NCR Plus Area under a more stringent General Community Quarantine with Heightened Restrictions (GCQ-HR) from July 30 to August 5, 2021, and on a two-week Enhanced Community Quarantine (ECQ) from August 6 until August 20, 2021.

Only essential travel will be allowed beginning today, July 30, until August 20.

As of this time, Cebu Pacific will continue to operate flights as scheduled until August 5, 2021.

However, passengers who wish to postpone their domestic flights and those traveling for non-essential reasons until August 20 may select their preferred option (Unlimited rebooking or 2-year Travel Fund), up to two (2) hours before their scheduled time of departure, through the Manage Booking portal on the Cebu Pacific website (http://bit.ly/CEBmanageflight).

PAL TO COMPLY WITH PH GOVERNMENT GUIDELINES FOR AIR TRAVEL DURING METRO MANILA ECQ & HEIGHTENED GCQ

For the Metro Manila area, the Philippine Government has extended a heightened General Community Quarantine (GCQ) until August 5, 2021, and has imposed an Enhanced Community Quarantine (ECQ) effective August 6 until August 20, 2021.

Accordingly, for the heightened GCQ and ECQ periods until August 20, domestic travel to and from Manila will be limited only to essential travelers, including NCR Plus residents returning to Manila, in compliance with the air travel restrictions imposed by the authorities.

International and domestic flights to and from MANILA shall continue operating during the ECQ and heightened GCQ periods, subject to compliance with the travel restrictions and related travel protocols.

We may have to reduce or cancel flights on certain routes as a result of the restrictions, and we will make the appropriate announcements on any adjustments once these are finalized.

Please stay posted for any updates.
Affected passengers may opt to:
1. Rebook your flight to a later date;
2. Convert your ticket to a Travel Voucher;
3. Refund your ticket without penalties.

LOOK: List of airports with LGU clearance to resume commercial flights as of 14 December 2020

As of today, 14 December, there are 36 airports in the country whose Local Government Units (LGUs) have issued orders categorically supporting the resumption* of commercial airport operations in their areas of jurisdiction.

*Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.

The Department of Tourism (DOT) welcomes and supports the reopening of another premiere destination- Siargao Island.

The teardrop-shaped island, known as the Philippines’ Surfing Capital, will welcome local tourists to its world-class white sand beaches, natural rock and cave pools, romantic sunsets, and wild water surf sites again on 23 November, as confirmed by Mayor Cecilia L. Rusillon of the municipality of General Luna, Surigao del Norte thru a local executive order.

“This is encouraging news for everyone who loves the sea, especially the surfers. As Siargao reopens to travelers, subject to minimum health and safety standards, the people of the island will regain their livelihood and share their paradise to our kababayans once more with the same level of hospitality they have always been known for, “Secretary Puyat enthused.

As flights to Siargao resume on December 1, tourists can visit the country’s most well-known surf spots through Sayak Airport near the barangays of Del Carmen and Heneral Luna and discover a variety of hidden attractions.

With its towering limestone hills, shorelines of white sands and tiny shells, mystical caves with crystal formations, and clear waters, Siargao has become the buzzword for surfers and nature travelers over the years.

Aside from surfing, other popular leisure activities include island hopping, kayaking, nature trekking, bird-watching, and leisure swimming.

Siargao LGU has set minimum health and safety standards and COVID testing requirements before tourists arrive on the island, in compliance with IATF directives and local COVID management procedures.

Tourists arriving via Surigao City/Sayak Airport will be required an e-Health Pass with valid ID; Negative RT-PCR result taken within 48 hours from point of origin; a five-day confirmed booking from an accommodation establishment with a Certificate of Authority to Operate (CAO) or Provisional Certificate of Authority to Operate (PCAO) from the Department of Tourism, and a round-trip ticket/travel details.

If RT-PCR is taken more than 48 hours of departure from point of origin, a negative antigen swab will be required on the day of arrival.

Meanwhile, tourists from the Province of Surigao del Norte will be required: e-Health Pass with Valid ID; certificate from Barangay Captain that Traveler is not a close contact; confirmed booking from an accredited DOT-accommodation establishment (AE).

For hotels and resorts, requirements to operate are: Business Permit; a certificate of Authority to Operate (CAO) from the DOT; E-Health System Registration; E-Health Pass or QR Code Reader and new normal Protocols approved by the Municipal Health Office.

Curfew will also be enforced from 11:00PM to 4:00AM.

More than 7,200 hotels, resorts and other accommodation establishments (AEs) have been authorized by the Department of Tourism (DOT) to operate under different quarantine classifications and cater to different types of travelers, depending on their location and purpose.

“Not only will a Certificate of Authority to Operate (CAO) or a provisional CAO from DOT indicate the allowable operation of accommodation establishments, it likewise adds to guests’ confidence, knowing that these establishments have been inspected and are compliant with our protocols that follow globally-recognized health and safety standards. We are happy to see the numbers go up as more tourism destinations reopen for domestic travelers,” Tourism Secretary Bernadette Romulo-Puyat said.

The tourism chief announced that the regions with the highest number of hotels and resorts issued with CAOs and PCAOs by the DOT are Region 4-A with 1,303, Region 3 with 830, and Region 1 with 806.

Since the onset of quarantine restrictions in March, the DOT has been issuing CAOS and PCAOs to establishments to accommodate repatriated overseas Filipino workers (OFWs), essential workers and foreign and domestic tourists stranded due to travel restrictions.

Meanwhile, inbound travel to the Philippines for tourism remains restricted. Puyat said the DOT shall continue its coordination with national government agencies under the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-EID), local government units (LGUs), and stakeholders to safely reopen more destinations for domestic tourism, and steer the industry to recovery.

“The DOT’s focus is to jumpstart domestic tourism first. We will continue our thorough inspection of the health and safety protocols in tourism establishments, so when non-essential travel among Filipinos and even inbound travel for leisure among foreign visitors are allowed, these will be ready,” assured Puyat.

The Secretary likewise encourages accommodation and other tourism-related establishments to apply for DOT accreditation which remains free-of-charge and can now be done online through an Online Accreditation System that the agency launched in September.

November 7 is the first day of winter in the traditional lunar calendar called “Ritto/立冬.”
Winter is approaching, and we can feel the signs of it.
According to the calendar used in the East since ancient times, “Ritto” marks the beginning of winter, “Risshun/立春” (early February) the beginning of spring, “Rikka/立夏” (early May) the beginning of summer, and “Risshu/立秋” (early August) the beginning of fall. The dates are different from year to year.
Until the Gregorian calendar was adapted in 1873, had been counting time on the old lunar calendar. This calendar is based on the waxing and waning of the moon, so it isn’t always in sync with the actual seasons.
