In view of the confirmed presence of the UK and South African strains of COVID-19 in the country and the re-imposition of Enhanced Community Quarantine (ECQ) in the National Capital Region and its neighboring areas, the city will temporarily suspend all commercial flights, with the exception of hybrid flights (only cargoes and outbound passengers) to the Zamboanga City Airport from NAIA Manila to include connecting flights from Cebu or Davao whose flight origin are from NAIA, Manila with passengers enroute to this city, effective Monday, March 29, 2021 and until further notice.

Zamboanga Task Force COVID-19 Chief Implementer Dr. Elmier Apolinario, by the authority of the Mayor Beng, has written all airline companies and properly coordinated with the national IATF-EID regarding the matter.

The government recently limited the maximum number of passenger arrivals from international flights to 1,500 daily until April 19 and suspended the entry of Foreign Nationals and Returning Overseas Filipinos who are non-OFWs amid the threat of COVID-19.
PAL said more flight cancellations will be announced once the verification process is done.
Affected passengers are offered to rebook on the flight of their choice with rebooking service fees waived, refund, or convert ticket to voucher.

A Balikbayan, by law, means a former Filipino, his or her spouse and children, and the spouse and children of a Filipino.
Tan reiterated that only those traveling with the Filipino or former Filipino spouse, and are nationals of visa-free countries under EO 408, are entitled to the balikbayan privilege. “If they will be entering the country without the Filipino or former Filipino spouse, then they would have to secure an entry visa,” she stated.

BI readies implementation of revised travel restrictions

MANILA, Philippines—Bureau of Immigration (BI) Commissioner Jaime Morente announced that they will be implementing the resolution of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) on expanding the list of foreigners allowed entry to the Philippines, starting February 16.

In an advisory released by the BI yesterday, following IATF Resolution No. 98, beginning February 16, those with valid and existing visas who were not permitted to enter the country under the previous IATF resolutions are now allowed to enter.

“Additional categories with existing visas are now allowed to enter,” said Morente. The list includes foreigners with valid 9(g) working visas, 9(f) student visas, Special Visa for Employment Generation (SVEG), and Special Investors Residence Visa (SIRV) under EO 63, issued on or prior to March 20, 2020 may now enter the country.

It can be recalled that in March, the government imposed the Enhanced Community Quarantine (ECQ) in the entire Luzon due to the spread of Covid-19.

“It will allow those who were unable to return due to the travel restrictions,” said Morente. “However, those whose visas were issued after March 20 would still need to present an exemption from the Department of Foreign Affairs upon entry,” he added.

The resolution adds that holders of Special Resident and Retirees Visa (SRRV), and 9(a) temporary visitor’s visa may also be allowed to enter, as long as they present an entry exemption document.

BI Port Operations Division Chief Atty. Candy Tan details that not all tourists may be allowed entry.

“Tourists would need to present a pre-applied entry exemption document. The entry exemption document may be requested from the DFA’s Philippine posts abroad, subject to their assessment and approval,” said Tan.

Tan added that the visa free privileges of foreigners from 157 countries remains suspended.

“Those who wish to enter the country under a tourist status must secure an entry visa first,” said Tan. “Only those that fall under the balikbayan privilege may be granted visa-free entry,” he added.

The BI said that all passengers are required to have a pre-booked accommodation for at least six nights in an accredited quarantine hotel or facility.

“Despite the inclusion of other categories, we are not expecting a major upsurge since the number of arriving passengers remain controlled,” said Tan. “Arrivals are subject to the maximum capacity of inbound passengers set by the National Task Force for Covid-19,” he added.

Morente warned that those who were cleared for entry but subsequently found to have presented a fake booking for a quarantine facility by the Department of Tourism (DOT) will be referred to the BI for deportation proceedings.

“We warn those who will try to circumvent quarantine requirements by presenting fake bookings,” said Morente. “We are in close coordination with the DOT, who will refer to us anyone found to have presented fake documents during their arrival,” he warned.

Filipinos’ foreign spouses and children, balikbayans allowed to enter PH with conditions starting December 7

The Inter Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) on Thursday, November 26, 2020, allowed the entry to the Philippines of Filipino citizens’ foreign spouses and children, regardless of age, who are traveling with them, starting December 7, 2020.

Also permitted is the entry of former Filipino citizens, including their spouses and children, regardless of age, who are travelling with them.

The entry of these persons will be subject to conditions such as they are allowed visa-free entry under Executive Order No. 408, series of 1960; they are required a pre-booked quarantine facility and a pre-booked COVID-19 testing at a laboratory operating at the airport. They, too, must be subject to the maximum capacity of inbound passengers at the port and date of entry.

The IATF directed the Bureau of Immigration to formulate the necessary guidelines to ensure the smooth implementation of this policy. The Department of Tourism, on the other hand, is likewise directed to issue the necessary guidelines for the provision of sufficient accommodation for the abovementioned persons taking into account the release of their COVID-19 test results.

The IATF, in its 85th meeting, likewise approved to increase the operational capacity of commissioned shuttle services for employees of permitted offices or establishments by allowing them to adopt a “one-seat apart” arrangement or a full seating capacity, provided there are necessary dividers and other health and safety measures are in place.

The Department of Labor and Employment (DOLE) and the Department of Trade and Industry (DTI) will issue the necessary advisories for private shuttles in this regard.

Also approved yesterday are the recommendations of the sub-Technical Working Group on Information and Communications Technology Solutions which include data collected through digital contact tracing applications shall conform with specific minimum data requirements as stated in the Department of Health (DOH) Department Memorandum No. 2020-0436 and other relevant issuances; and all data collected through digital contact tracing applications used by DOH-accredited COVID-19 health facilities, Temporary Treatment and Monitoring Facilities (TTMFs), hospitals, establishments, workplaces, transportation vehicles/ hubs, and local government units (LGUs) shall be submitted to a centralized tracing data repository, which will be linked to either COVID-Kaya or the COVID-19 Document Repository System (CDRS).

StaySafe.ph will be the government’s digital contact tracing application of choice and will be made mandatory for adoption and use in all national government agencies and instrumentalities as well as LGUs. Private establishments, facilities and offices are encouraged to use Stafysafe.ph while for those with existing contact tracing applications they are enjoined to integrate their systems with the Staysafe.ph system. # # #
