Update: PAL Domestic Flights to use both wings of Manila Terminal 2
Check T2 location of your domestic flight starting July 17, 2023:

All Philippine Airlines domestic flights to and from Manila continue to operate from Terminal 2 of Manila's Ninoy Aquino International Airport (NAIA).

Beginning July 17, the departures (check-in) and arrivals (baggage claim) areas for PAL domestic flights will be the following:

SOUTH WING OF NAIA TERMINAL 2 for flights to and from:
- Antique
- Basco
- Busuanga (Coron)
- Calbayog
- Catarman
- Siargao

NORTH WING OF NAIA TERMINAL 2 for flights to and from:
- All other PAL domestic destinations

As a reminder, all PAL international flights now depart from and arrive at NAIA Terminal 1.

Please check the terminal assigned to your flight before proceeding to the airport, to ensure a hassle-free departure and arrival. Shuttle buses between NAIA Terminals 1 and 2 will be available for passengers with connecting flights in the other terminal.

ALERT: Full-Scale Implementation of the E-Travel System

Starting April 15, 2023, travelers to and from the Philippines are required to register through the E-Travel portal (https://etravel.gov.ph).

This is in line with the directive of the government's Inter-Agency Task Force for the Management of Emerging Infectious Diseases on the complete utilization of the e-Travel system.

FOR ARRIVING PASSENGERS:
Register within seventy-two (72) hours prior to your scheduled time of arrival in the Philippines.

FOR DEPARTING PASSENGERS (Filipino passengers only):
Register within seventy-two (72) hours prior to your scheduled time of departure from the Philippines.

For your guidance:

1. Visit etravel.gov.ph
2. Select “Philippine passport holder” or Foreign passport holder” according to your nationality
3. Enter the details of your travel and your email address
4. Enter your personal details and sign a health declaration form to complete registration
5. Wait for your QR code to be generated then download and print/save a digital copy.
6. Present your QR code upon check-in prior to your departure or during the BOQ verification upon arrival.

The Bureau of Immigration (BI) will discontinue the use of paper-based arrival and departure cards beginning May 1, 2023.

𝗡𝗲𝘄 𝗙𝗹𝗶𝗴𝗵𝘁𝘀 𝗳𝗿𝗼𝗺 𝗖𝗹𝗮𝗿𝗸 𝘁𝗼 𝗯𝗼𝗼𝘀𝘁 𝘁𝗼𝘂𝗿𝗶𝘀𝗺, 𝗱𝗲𝗰𝗼𝗻𝗴𝗲𝘀𝘁 𝗡𝗔𝗜𝗔

The Department of Tourism (DOT) welcomes local airlines’ recent announcements on the reopening of direct flights from Clark International Airport (Clark) to the country’s prime island tourist locations.

The tourism chief made the statement as Cebu Pacific confirmed boosting of the Clark hub with the combined 13 domestic and international routes. The airline also announced that three of their aircrafts will be based in Clark. The newly established flights will service Caticlan, Davao, Cebu, Iloilo, Bacolod, General Santos, and Cagayan de Oro starting April of this year, while the Puerto Princesa route will commence in June. The international routes include Clark to Hongkong, Bangkok, and Singapore.

Meanwhile, Philippine Airlines has announced that they will start flying flights from Clark to Caticlan beginning April 1, while Clark to Busuanga flights will commence on April 2, both on a scheduled basis.

Tourism Secretary Christina Garcia Frasco said that the newly reopened routes will surely boost the country’s domestic and international tourism as the routes provide added connectivity to the country’s in demand tourist destinations.

“After months of our continuous discussions with relevant aviation agencies and stakeholders such as the Department of Transportation, Cebu Pacific, and Philippine Airlines, we welcome these additional flights as it serves the Marcos administration’s efforts to vastly improve tourism connectivity and spread economic opportunity nationwide,” the tourism chief said in a statement.

“These flights will further invigorate the growing interest in our destinations among both domestic and international tourists, and further add to livelihood and employment opportunities for our tourism stakeholders and frontliners,” added the DOT chief who also cited that in 2022, the industry generated over P214 billion in estimated revenues, and created 5.2 million tourism-related jobs.

Frasco noted that the reopening dates are very timely in order to meet market demand for flights to our key tourism destinations during the long Holy Week holidays.

In her first few months as tourism secretary, Frasco engaged in listening tours and discussions with various tourism stakeholders from the public and private sectors to align and properly act on the needs of the pandemic-hit industry.

The DOT, together with the Civil Aeronautics Board (CAB), airline executives, and other concerned agencies, met last January 25 to discuss the enhancement of the utilization of the Clark International Airport. The purpose of the meeting was to identify ways to increase flights into Clark and establish it as a viable alternate airport and at the same time, help in the decongestion of the country’s main gateway, the Ninoy Aquino International Airport (NAIA).

Currently, the airport is only at 12 percent utilization, receiving only around 80,000 passengers a month despite its eight million annual passenger capacity.

“DOT has been working with the DOTr pushing for the maximization of the Clark International Airport with the goal of establishing it as a viable alternate airport so it will be utilized to its full potential. With the additional flights we meet a number of objectives: the decongestion of NAIA and minimizing crowding in other airports, as well as develop the region further and attract more tourism activities and businesses in the area,” the tourism secretary emphasized.

Further, the DOT regional offices welcome the Caticlan-Clark and Busuanga-Clark Inbound Travel Exchanges, interest for which was manifested at the DOT’s 1st North Luzon Travel Fair in November last year.

The event served as the venue for stakeholders from Regions 1, 2, the Cordillera Administrative Region (CAR), 3, 4-B, 6, National Capital Region (NCR), 11, and 12 to meet in one venue or one-on-one business sessions to network and discuss marketing and promotions initiatives for each region’s tourism products and services.

All international passengers arriving in the Philippines must register at e-Travel Registration page within 72 hours before departure.

For travelers that require COVID-19 tests and quarantine, payment of the applicable fees shall be shouldered by the traveler; OFWs should coordinate with the Overseas Workers Welfare Administration (for land-based OFWs) and MARINA or the local manning agency (for sea-based OFWs) to cover the cost of their COVID-19 tests or quarantine facility should they be required.

DEPARTING FROM THE PHILIPPINES
For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. Passengers who will take the COVID tests with one of our PAL testing partners must accomplish the PAL Laboratory Partner e-CIF form for international flights as early as 5 days before their flight departure.

TRAVELING WITHIN THE PHILIPPINES
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, which may differ from province to province and are revised constantly. Visit our Covid-19 Travel Guide for more information.

Passengers who will take COVID tests with one of our PAL testing partners must accomplish the PAL Laboratory Partner e-CIF for domestic flights form as early as 5 days before their flight departure.

TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES

Passengers departing on PAL international and domestic flights from Manila may undergo COVID-19 test at:

Detoxicare Molecular Diagnostics Laboratory
RT-PCR and Antigen testing

• PAL Gate 3 located at Andrews Avenue, Pasay City (in-car or walk-in service 24 hours a day, seven days a week)

Note: RT-PCR tests cost PHP 2,599 with results released within 24 hours, while Antigen tests cost PHP 600 with results released in 30 minutes.
Payment options: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.

Upon entrance, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

GUIDELINES FOR PASSENGERS OF CANCELLED FLIGHTS:
If your flight is cancelled, we wish to assure you that your current tickets are safe and remain valid. Please visit Passenger Options page for more information.

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Gate 3 or NAIA Terminal 2 North wing area (see above information on " TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES").

FLYING SAFELY IN THE ‘NEW NORMAL’
PAL implements Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.

Please bring your own face masks and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

All PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. The air flow system creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.
