The city government and the Baguio Flower Festival Foundation, Inc. (BFFFI) will be formally launching the activities lined up for the 2023 Panagbenga on Monday, December 12, 2022 at the city hall grounds simultaneous with the regular flag raising ceremony.

Supervising City Tourism Operations Officer Engr. Aloysius C. Mapalo stated that coordination is being finalized with the foundation to finalize the activities for next year’s flower festival following the limitations caused by the COVID-19 pandemic over the past 2 years.

He said that the 2023 flower festival will still open on February 1, 2023 with the elimination round of the participating elementary and secondary schools to the grand street dancing parade, aside from the other traditional events during the month-long festivities.

Further, he added that the grand street dancing and grand float parades will still be conducted on the last weekend of February which will be followed by the famous week-long Session Road in Bloom and the formal closing ceremony.

However, the city tourism officer claimed they are still waiting for the decision of the national government on the state of public health emergency which was declared by President Ferdinand R. Marcos, Jr. to last until the end of the year to ascertain the implementation of the minimum public health standards to prevent the further spread of the emerging variants of the deadly virus.

The annual conduct of the Panagbenga will now be a purely private initiative of the flower festival foundation after the city government decided to cut off the subsidy it had been granting to it through the years.

Mapalo stipulated that the resumption of the flower festival activities will definitely help in sustaining the ongoing efforts of concerned government agencies and the local government to gradually and safely revive the heavily impacted local economy due to the ongoing pandemic.

The Panagbenga had been serving as the city’s major crowd drawing event for over 2 decades until it was hampered by the COVID-19 pandemic.

Mapalo said that the final schedule of the flower festival’s traditional events and other activities will be announced during the launching of the festival within the next several weeks. By Dexter A. See

It’s all systems go for the return of regular flights to and from the Loakan airport here a s the flag carrier Philippine Air Lines (PAL) is all set to open its new route between Baguio city and Cebu City and vice versa starting December 16, 2022.

PAL president Rabbi Vincent Ang said that the resumption of regular flights to and from the Loakan airport will initially start with 4 flights per week, the pioneer PAL Express service links the City of Pines with the commercial heart of the Visayas region, Cebu City, for the first time after more than 10 years of having no regular flights to and from the city.

“We are very happy to have this chance to serve the people of Baguio City once again, this time with new connectivity to Cebu that links two of the Philippines’ key tourist and business destination, back to the first-ever destination that PAL has served nearly eighty two years ago,” PAL president and chief operating officer Capt. Stanley K. Ng stressed.

He pointed out that this is a come back for PAL as the airline company began operations nearly 82 years ago when PAL’s first commercial landing took place in the country’s undisputed Summer Capital, the dawn of the country’s’ age of aviation.

Ang claimed that the 2-hour direct flight will ease the burden of hopping on multiple connecting trips via both land and air, and will allow travelers from Northern Luzon to have extra time to enjoy the scenic tourist destinations not only in Cebu but also in other tourist hubs in Visayas and Mindanao such as Iloilo, Boracay and Cagayan de oro City.

“We are optimistic that this new service will help the ongoing revival of domestic tourism, as the peak holiday season fast approaches,” Ang added.

Heralding the re-opening of the Loakan airport to commercial operations, PAL conducted a successful test flight to and from Loakan airport last Monday under the close supervision of the Civil Aviation Authority of the Philippines (CAAP), using a De Havilland Dash 8 series 400 next generation aircraft. The Dash 8 high performance turboprop will be PAL’s aircraft for the Cebu-Baguio services, offering faster speed and jet-like comfort in a quitter cabin.

The PAL Express official emphasized that the recent success of the test flight assures the airline company that it will now be all systems go for its comeback to the city.

The combined resolved of the CAAP and the local government along with PAL management and the Department of tourism (Dot) had helped make the new Baguio-Cebu route a reality, Ang said.

From December 16, 2022, PAL Express will operate 4 weekly Cebu-Baguio-Cebu flights with convenient morning departures. The said flights will be leaving the Mactan Cebu International Airport at around 8:50 am on Mondays, Wednesdays, Fridays and Sundays while the Baguio-Cebu flights will be leaving the Loakan airport at around 11:10 am on the same days and will be arriving in Cebu at around 1 pm.

Ang stipulated that PAL will work with the tourism department and travel partners to aggressively promote Baguio as a prime tourist and business gateway, touting the Summer Capital’s year-round cool climate and breathe-taking mountain location and its popular tourist spots.

Baguio also plays host to the Baguio city Economic Zone Authority where various multinational firms in the electronics, technology, business process outsourcing (BPO) and clothing industries are located.

Pal’s first flight as a newly incorporated airline was a Manila-Baguio-Manila service flown out of Manila’s Neilson airport on March 15, 1941. The Pal Beechcraft Model 18 carried 5 passengers to Baguio City, ushering in the dawn of the aviation age for the country and Asia.

“We are thankful for the opportunity to connect Baguio by air again. We will continuosly6 work with the local government and the aviation authorities to further improve passengers’ experience when flying to and from the Loakan airport,” Ng added.

Earlier, Pal also inaugurated the Cebu-Cotabato-Cebu route last December 1, 2022 as part of the flag carriers’ concerted expansion of its Cebu hub network.

Bangkok, Thailand and Borrongan, Eastern Samar will also be PAL’s new destinations to be served from the Mactan Cebu International Airport with the Cebu-Bangkok flight to operate on December 9, 2022 and the maiden Cebu-Borrongan flight to operate on December 19, 2022

This year, it will be made more enthralling with a merry and bright FIREWORKS DISPLAY by SM City Baguio (official) and the revival of the Saint Louis University LANTERN PARADE, after a 2-year hiatus.

Christmas music by the SLU Marching Band starts at 4:00pm and the lighting program and ceremony at 5:30pm on upper Session Road, to be immediately followed by the Lantern Parade going down Session Road to Harrison Road, with a culminating program at Melvin Jones Grandstand.

26 November 2022 - After the successful opening of the Baguio Botanical Garden’s spectacular night time “Christmas Around the World,” activities are expected to bring in more locals and visitors in other venues, including Session road, different areas of Burnham Park and Malcolm Square.

Business establishments are expected to join in the merry making with decorations in white and yellow, with snowflakes, specially along the city’s main road. The decorations are done to emphasize the cool Baguio climate, it was noted by City Planning and Development Officer Archt. Donna Rillera-Tabangin during the regular management committee meeting.

According to City Tourism Aloysius Mapalo, tourists have been flocking to the city especially on weekends, thus pre-pandemic visitors’ numbers have been reached.

Locals are expected to join in the activities, specially the countdown and lighting of the City Christmas tree and mandala-inspired parol and lights along session road, with city officials and other luminaries.

A program before sunset serves as a prelude to the lighting of the tree, Engr. Mapalo said.

Alongside shall be the long-awaited, revived after a two-year absence, the Saint Louis University (SLU) lantern parade, from Session road to Melvin Jones field. Detailed preparations have also been done by SLU for a lantern performance after the parade.

A fireworks display is expected from SM Baguio within the same time frame.

On Dec. 3, The Nutcracker parade and ballet concert along Session road up to Melvin Jones; and the Philippine Military Academy (PMA) silent drill kicks off, expectedly for a jam-packed street audience.

On Dec. 4, a “Cool Christmas at the Rose Garden” featuring a Christmas-themed food truck showcase, Christmas installations, goodies, open mic street busking and artists’ performances opens.

For the whole month of December, thematic Sundays apply. On Dec. 4, there shall be an Architects Heritage Deco and information historical board for six buildings along Session Road. According to City Tourism Mapalo, it shall be a recreation of old Baguio, circa 1900 to 1940s.

On Dec. 11, old Volkswagen cars shall be dressed up as Christmas decors.

On Dec. 18, pets take center stage along the main street, with buskers and chalk art production.

On New year’s eve, a countdown ensues with centralized fireworks to welcome 2023.
