The Office for Transportation Security (OTS) is pushing for the strict implementation of the long-standing footwear removal policy at the airport’s final security screening checkpoints nationwide.

This measure aims to enhance the overall security of passengers and airport/airline staff, in consonance with global security standards and best practices. Requiring passengers to remove footwear at the final screening checkpoint provides an advanced layer of scrutiny while identifying potential security threats.

OTS Administrator Undersecretary Ma.O Aplasca emphasized this is a long-standing policy and practice, which must be strictly implemented to ensure security at vital transportation facilities such as airports regardless of security condition level.

“The mandatory footwear removal policy is an old policy which we are trying to strictly implement, to prevent circumvention of our security processes. This policy remains to be effective in detecting prohibited items including explosives and other dangerous materials that may be concealed inside the footwear. This shall be the norm regardless of the security condition level, and even when the threat is low. We have to be proactive, hindi na natin dapat hintayin na magkaroon pa ng threat before we implement it.” Usec. Aplasca said.

He added that, “We recognize the strict implementation of this policy may cause inconvenience to the passengers. However, we are requesting for their patience and cooperation so we can achieve what we are ought to do, securing the global transportation system with our international counterparts. Our committed OTS Security Screening Officers are directed to provide clear instructions and support throughout the footwear removal process, ensuring minimal disruption to the overall travel experience.”

The OTS also advises the public to wear shoes that are easily removable, to avoid complex lacing or buckling to expedite the screening process. Moreover, the OTS reminds everyone to adhere to the current rules and regulations regarding the transportation of liquids, electronics, and other items.

The OTS along with other government agencies, is working hand in hand with the International Civil Aviation Organization to enhance the implementation of standards and recommended practices as embodied in Annex 17 to the Chicago Convention.

All Philippine Airlines domestic flights continue to use Terminal 2 of Manila’s Ninoy Aquino International Airport (NAIA).

Update: PAL Domestic Flights use North Wing of NAIA Terminal 2 (Manila) starting June 21

All Philippine Airlines domestic flights continue to use Terminal 2 of Manila’s Ninoy Aquino International Airport (NAIA).

However, starting June 21, 2023, PAL domestic passengers will enter and exit Terminal 2 using the North Wing side (rather than via the South Wing entrances and exits previously used for PAL domestic flights).

If you are on the roadway facing the two wings of the V-shaped Terminal 2, the North Wing is on the left, while the South Wing is on the right.

Please check the terminal assigned to your flight before proceeding to the airport, to ensure a hassle-free departure and arrival. Shuttle buses between NAIA Terminals 1 and 2 will be available for passengers with connecting flights in the other terminal. PAL international flights now use Terminal 1 for arrivals and departures.

PH IMMIG ADVISES TRAVELING PUBLIC TO CHECK IN 3 HOURS BEFORE FLIGHT

PASAY, Philippines—The Bureau of Immigration (BI) reminded departing travelers to check-in early to avoid delays.

In a statement, BI Commissioner Norman Tansingco stated that passengers are requested to check at least three hours before their flight, and proceed directly for immigration inspection.

He asked travelers to arrive earlier than three hours if they wish to enjoy the other facilities of the airport.

“There is an expected increase in the number of passengers this month, as more and more people are traveling post-covid,” said Tansingco. “Apart from this, the eventual transfer of passengers from NAIA Terminal 2 to other terminals will definitely add to the bulk of travelers,” he shared.

Each immigration officer processes around 247 passengers on a 10-hour shift.

“Unlike airports in other countries, our current facilities are more limited,” said Tansingco. “Hence we are thankful to airport authorities for their commitment to increase the space at the immigration area, for us to be able to deploy more passengers, he added.

He further shared that they are continuously hiring new personnel, ready for deployment for other international airports that might open or expand.

MANILA (NAIA - MNL) TERMINAL ASSIGNMENTS
- Effective June 16, 2023, all PAL international flights will depart from and arrive at NAIA Terminal 1.
Note: For June 1 to 15, PAL international flights depart/arrive at NAIA Terminal 2, except for flights to/from the U.S., Canada, Guam, Vietnam, Singapore, Bali, Saudi Arabia, UAE, and Qatar which use NAIA Terminal 1.

- All PAL domestic flights depart from and arrive at NAIA Terminal 2.

We encourage you to check-in online and arrive early at the airport to allocate extra time for airport procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

PAL allows early check in for international passengers in NAIA Terminal 1 and 2:
• NAIA Terminal 1: Early check-in at 6 hours before departure
• NAIA Terminal 2: Early check-in at 5 hours before departure

MACTAN CEBU (MCIA - CEB) TERMINAL ASSIGNMENTS

• Terminal 1 for domestic departures and arrivals
• Terminal 2 for international departures and arrivals.

SPECIAL REMINDERS FOR ALL OUR PASSENGERS:

DEPARTING FROM AND ARRIVING IN THE PHILIPPINES

Travelers to and from the Philippines are required to register through the E-Travel portal (https://etravel.gov.ph).

FOR ALL ARRIVING PASSENGERS:

Register within seventy-two (72) hours prior to your scheduled time of arrival in the Philippines.

FOR DEPARTING PASSENGERS (Filipino Passengers only):

Register within seventy-two (72) hours to 3 hours prior to your scheduled time of departure from the Philippines.

For your guidance:

1. Visit www.etravel.gov.ph
2. Select “Philippine passport holder” or Foreign passport holder” according to your nationality
3. Enter the details of your travel and your email address
4. Enter your personal details and sign a health declaration form to complete registration
5. Wait for your QR code to be generated then download and print/save a digital copy.
6. Present your QR code upon check-in prior to your departure or during the BOQ verification upon arrival.

For travelers that require COVID-19 tests and quarantine, payment of the applicable fees shall be shouldered by the traveler; OFWs should coordinate with the Overseas Workers Welfare Administration (for land-based OFWs) and MARINA or the local manning agency (for sea-based OFWs) to cover the cost of their COVID-19 tests or quarantine facility should they be required.

Passengers who will take COVID tests with one of our PAL testing partners must accomplish the PAL Laboratory Partner e-CIF form for international flights as early as 5 days before their flight departure.

TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES

Passengers departing on PAL international and domestic flights from Manila may undergo COVID-19 test at:

Detoxicare Molecular Diagnostics Laboratory
RT-PCR and Antigen testing

• PAL Gate 3 located at Andrews Avenue, Pasay City (in-car or walk-in service 24 hours a day, seven days a week)

Note: RT-PCR tests cost PHP 2,599 with results released within 24 hours, while Antigen tests cost PHP 600 with results released in 30 minutes.
Payment options: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.

Upon entrance, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

GUIDELINES FOR PASSENGERS OF CANCELLED FLIGHTS:
If your flight is cancelled, we wish to assure you that your current tickets are safe and remain valid. Please visit Passenger Options page for more information.

Should you need to take another RT-PCR test, you may undergo RT-PCR testing at PAL's own testing facility at PAL Gate 3 (see above information on " TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES").
