Urdu: نیلم‎ [niːləm]) is the northernmost of 10 districts located within the Pakistani-administered territory of Azad . Taking up the larger part of the , the district has a population of around 191,000 people (as of 2017). It was among the worst-hit areas of Pakistan during the 2005 .

Part of was submerged due to this . On 14 September 2015, Prime Minister of Pakistan, performed inauguration of realigned 24 km (15 mi) patch of containing five tunnels at Attabad Barrier Lake. The five tunnels, together seven kilometres (4.3 mi) long, are part of the 24 km (15 mi) long portion of the Karakoram Highway (KKH) which was damaged in 2010 due to land sliding at Attabad. The realignment project is a construction masterpiece completed at the cost of $275 million. The realignment restored the road link between and and it is expected that significant amount of trade will be conducted between China and Pakistan using it. Japan International Cooperation Agency (JICA) had trained some local farmers from Gojal valley, taking them to Japan in 2004, and also in the years after. A project was started by farmers in Moorkhun village of Gojal, for production of imported Apples. The experiment worked and now the Japanese “ ” are not only famous in Pakistan, but also in the international market.

At the same time, the Karakoram Highway or connecting the two countries is adjacent to the and China's only official border crossing into Afghanistan. And as the China Pakistan Economic Corridor initiative is projected to expand cross-border trade between the two countries illicit trade and trafficking of different kinds is also expected to increase and likely diversify.

The choice of Khunjerab Pass for Karakoram Highway was decided in 1966: China citing the fact that Mintaka would be more susceptible to air strikes recommended the steeper Khunjerab Pass instead.

On the Pakistani-administered side, the pass is 42 km (26 mi) from the National Park station and checkpoint in Dih, 75 km (47 mi) from the customs and immigration post in 270 km (170 mi) from and 870 km (540 mi) from .
On the side, the pass is the southwest terminus of China National Highway 314 (G314) and is 130 km (81 mi) from Tashkurgan, 420 km (260 mi) from Kashgar and some 1,890 km (1,170 mi) from Urumqi. The Chinese port of entry is located 3.5 km (2.2 mi) along the road from the pass in Tashkurgan County.
The long, relatively flat pass is often snow-covered during the winter season and as a consequence is generally closed for heavy vehicles from November 30 to May 1 and for all vehicles from December 30 to April 1.
