Military Expansion in Gilgit-Baltistan: Impact on Local Communities and Environment
Despite the United Nations Commission on India and Pakistan (UNCIP) Resolutions, which call for Pakistan to withdraw its forces from the region, the number of soldiers and settlers in Gilgit-Baltistan has surged dramatically over the past four decades. This expansion has significant ramifications for the local communities and the environment.

The military now stands as the largest landholder in the region, exerting control over vast tracts of land in areas such as Jutial, Gamba, Shagari, Kharmang, Bunji, Astore, Gultari, Gilgit, and Gangche. Notably, the luxury Shangri-La Resort, owned by a military officer, is situated on land confiscated by the military. Moreover, the military's commercial ventures extend to various enterprises, including shopping malls, banks, and bakeries.

Institutions like the Frontier Works Organization (FWO) and the Special Communication Organization (SCO), which oversee local communication and road networks, are also under military administration. This dominance provides the military with paramount control over critical infrastructure and institutions. The expanding military presence in regions such as Shingo-Shigar, Braldo, Saltoro, Gultari, Deosai Plains, and Chilam is a major contributor to water pollution, habitat loss, and the poaching of endangered wildlife.

Military land acquisitions have occasionally sparked conflicts with local residents. One notable incident reported by the Brooshal Times on September 21, 2014, involved a clash between military personnel and locals from Naltar Valley, resulting in three injuries. The confrontation occurred during the installation of chairlifts for the expansion of a military ski resort on newly acquired 300 acres of land in Naltar Valley, about 25 miles northwest of Gilgit city. This expansion necessitates the clearing of forests and farmland, posing a threat to local livelihoods, fuel sources, and irrigation networks.

Local leaders, such as Sheikh Nisar and Sheikh Mohsin, have voiced concerns that the resort's expansion will lead to population displacement and replace sustainable land management practices with environmentally damaging ones. The deforestation in Gilgit-Baltistan, which has only a two percent forest cover, exacerbates the risk of avalanches and floods, endangering residents in Naltar, Nomal, and Gilgit city.

The local tourism industry, already hampered by religious terrorism and ongoing territorial conflicts, suffers further due to military encroachment. Locals criticize the military's use of barbed wire to restrict access to popular tourist spots and protest against land seizures without compensation.

As protests entered their third week, elected officials from the Awami Action Committee, a coalition of 22 regional political parties, visited Naltar to support local rights and demand the military's withdrawal from the area. Safdar Ali, a leader from the Balawaristan National Front, argues that the military's encroachment on communal land undermines its claims of promoting tourism development in the region.

This undervaluation not only undermines the economic prospects of the region but also compromises the PTDC's ability to invest in the necessary infrastructure and services to attract and support tourism.

Additionally, the agreement appears to contradict established government policies aimed at promoting transparency, equitable resource allocation, and the protection of public assets. The involvement of military entities in commercial activities must be carefully scrutinized to prevent conflicts of interest and ensure that public resources are managed in a manner that benefits all citizens.

Furthermore, it is imperative to highlight that the military has already illegally seized 50 percent of high-value lands in the region without providing any profit or benefit to the local communities or the PTDC. This unlawful appropriation of land exacerbates the concerns surrounding the current proposed agreement, as it demonstrates a pattern of exploitative practices that disregard legal norms and the rights of local stakeholders.

Moreover, the current performance of the Frontier Works Organization in the region, particularly regarding the construction between Skardu and Juglot, has been subpar. It was agreed that five tunnels would be constructed as part of this project, yet none have been built to date. This has led to significant public protests and dissatisfaction among the local population, further undermining confidence in the FWO’s ability to fulfill its commitments.

In light of these issues, I urge the PTDC to reconsider this lease agreement and engage in a more inclusive and transparent decision-making process. It is crucial to involve local communities, environmental experts, and legal advisors to ensure that any agreements made are in the best interest of the public and adhere to legal and ethical standards.
