نگران وزیراعظم انوار الحق کاکڑ کی زیر صدارت نگران وفاقی کابینہ کا اجلاس

نگران وزیراعظم انوار الحق کاکڑ کی زیر صدارت نگران وفاقی کابینہ کا اجلاس آج اسلام آباد میں منعقد ہوا۔

* وفاقی کابینہ نے سرمایہ کاری بورڈ کی سفارش پر سعودی عرب اور قطر کے ساتھ دو طرفہ سرمایہ کاری معاہدوں (Bilateral Investment Treaties) پر مذاکرات کرنے کی منظوری دے دی۔

* وفاقی کابینہ نے حج پالیسی 2024 میں ترامیم کی منظوری دے دی جن کے تحت سرکاری اور نجی اسکیمز کا غیر استعمال شدہ سپانسر شپ کوٹہ سعودی عرب حکومت کو واپس کردیا جائے گا۔ مزید برآں سعودی حکومت کے قوانین کے مطابق حج گروپس آرگنائزرز کے مالی انتظامات کے حوالے سے ایک فول پروف مانیٹرنگ سسٹم کا نفاذ عمل میں لایا جائے گا۔ اس کے علاوہ نئی حج پالیسی کے مطابق 10 سال سے کم عمر بچے بھی حج کا فریضہ ادا کر سکیں گے۔
نجی حج اسکیمز میں 80 سال سے زائد افراد کے لیے خدمت گار ساتھ رکھنے کی شرط میں نرمی کی جائے گی تاہم حج گروپ آرگنائزرز حاجی کے ساتھ ایک معاہدہ کرے گی جس کے تحت سعودی عرب میں قیام کے دوران مقامی معاون کی خدمات حاصل کی جائیں گی۔اس نکتے کو سروس کی فراہمی کے معاہدے میں شامل کیا جائے گا اور اس کی خلاف ورزی پر حج گروپ آرگنائزر کو جرمانہ اور بلیک لسٹ کیا جا سکے گا۔
مزید برآں وفاقی کابینہ نے ہارڈ شپ حج کوٹہ میں کمی کی منظوری دے دی۔
مقامی معاونین کے کوٹہ کا 50 فیصد اُن پاکستانی طلباء کے لیے مختص کیا جائے گا جو سعودی عرب کی مقامی یونیورسٹیوں میں زیرِ تعلیم ہیں۔ ان طلباء کی تعیناتی ویلفیئر سٹاف کے طور پر کی جائے گی۔
وفاقی کابینہ نے اپنیےپچھلے اجلاس میں حج پالیسی 2024 میں مزید بہتری لانے کے لیے ایک کمیٹی تشکیل دی تھی جس کی سفارشات پرحج پالیسی 2024 میں مذکورہ بالا ترامیم کی گئیں ہیں۔

* وفاقی کابینہ نے فیڈرل بورڈ آف ریونیو کی سفارش پر بینکوں کے اُن وِنڈ فال منافع ،جو کہ اُنہوں نے سال 2021 اور سال 2022 میں زر مبادلہ کے لین دین سے حاصل کیا، پر 40 فیصدٹیکس عائد کرنے کی منظوری دے دی۔
فنانس ایکٹ 2023 کے تحت انکم ٹیکس آرڈیننس 2001 میں سیکشن 99D متعارف کرایا گیا ہے جس کے تحت ونڈ فال منافع پر وِنڈ فال ٹیکس لاگو ہوگا۔

* وفاقی کابینہ نے وزارتِ تجارت کی سفارش پر ٹریڈ آرگنائزیشنز کے ریگولیٹرز کے احکامات کے خلاف اپیل سننے ، امپورٹ پالیسی آرڈر 2022 (2022 Import Policy Order) , اور ایکسپورٹ پالیسی آرڈر 2022 (2022، Export Policy Order) کی شرائط میں چھوٹ اور نرمی کے لیے ایک کمیٹی قائم کرنے کی منظوری دے دی۔وفاقی وزیر تجارت اس کمیٹی کے کنوینئیر ہوں گے جبکہ دیگر ممبران میں وفاقی وزیر قانون اور وفاقی وزیر منصوبہ بندی شامل ہوں گے۔

* وفاقی کابینہ نے وفاقی وزارتِ داخلہ کی سفارش پر ڈیمو کریٹک ریپبلک آف کانگو، ملاوی، زیمبیا، زمبابوے اور جمہوریہ کرغز کو بزنس ویزا لسٹ میں شامل کرنے کی منظوری دے دی۔

* وفاقی کابینہ نے وفاقی وزارتِ داخلہ کی سفارش پر 18 افراد کا نام ECL سے نکالنے اور 9 افراد کا نام ECL میں شامل کرنے کی منظوری دے دی۔

* وفاقی کابینہ نے وفاقی وزارتِ امور کشمیر اور گلگت و بلتستان کی سفارش پر جموں و کشمیر اسٹیٹ پراپرٹی بجٹ برائے مالی سال 2023-24 کی منظوری دے دی۔ رواں سال کے لیے بجٹ 267.590 ملین روپے رکھا گیا ہے۔

* وفاقی کابینہ نے وفاقی وزارت برائے بحری امور کی سفارش پر بحری جہازوں کی محفوظ اور ماحول دوست ری سائیکلنگ کے لیے ہانگ کانگ بین الاقوامی کنونشن2009 پر دستخط اور اس حوالے سے الحاق کے معاہدے(Instrument of Accession) کا ڈرافٹ تیار کرنے کی منظور ی دے دی۔
اس کنونشن کے تحت پاکستان بحری جہازوں کی ری سائیکلنگ کے لیے قانون سازی کرے گا اور اس حوالے سے متعلقہ اہلکاروں کو تربیت دی جائے گی اور صلاحیت کار بڑھائی جائے گی۔
مزید برآں اس کنونشن کے تحت بحری جہازوں کی ری سائیکلنگ کے دوران کسی بھی خطرناک مواد کو ٹھکانے لگانے کے لیے متعلقہ ٹیکنالوجیکل آلات کا حصول بھی یقینی بنایا جائے گا۔
علاوہ ازیں شپ ری سائیکلنگ کی صنعت سے وابستہ مزدوروں کا تحفظ بھی یقینی بنایا جاسکے گا۔ اس سے پاکستان کی شپ ری سائیکلنگ کی صنعت کو بھرپور فائدہ ہوگا۔

* وفاقی کابینہ نے کابینہ سیکریٹریٹ کی سفارش پر ٹریڈنگ کارپوریشن آف پاکستان کو 200,000 میٹرک ٹن یوریا کی بین الاقوامی مارکیٹ سے خرید کے لیے پبلک پرکیورمنٹ ریگولیٹری اتھارٹی رولز2004 کے رول نمبر 8، 13، 35، 38اور 40 سے استثنیٰ دینے کی منظوری دی

وفاقی وزیر مذہبی امور انیق احمد کل 16 نومبر بروز جمعرات، دن 12 بجے حج پالیسی 2024 کا اعلان کریں گے۔ جس میں آئندہ حج کے اخراجات، پیکیج کی تفصیلات، نئی سہولیات، درخواستوں کی وصولی و قرعہ اندازی کی تواریخ اور دیگر معلومات شامل ہوں گی۔ پریس کانفرنس نیوز چینلز سمیت وزارت کے یوٹیوب اور واٹس ایپ چینل پر نشر کی جائے گی۔

اطلاعات کے مطابق حج پالیسی 2024 نومبر کے تیسرے ہفتے میں آنے کا امکان ہے۔ اب ان عازمین کیلٸے جو سرکاری اسکیم 2024 کے تحت حج کرنے کا ارادہ رکھتے ہیں حج کیلٸے درکار کاغذات کی تیاری کیلٸے بہت کم وقت باقی رہ گیا ہے۔ اگر ابھی بھی کاغذات مکمل نہیں ہیں تو درج ذیل ہدایات کے مطابق جلد سے جلد مکمل کرالٸے جاٸیں تاکہ بروقت کسی پریشانی سے بچ سکیں۔

*حج 2024 کے لئے مطلوبہ کاغذات:*

*①--* مشین ریڈایبل پاسپورٹ جس کی کم سے کم میعاد (ایکسپاٸری) 16 دسمبر 2024 ہونی چاہٸے۔
*②--* نادرا سے جاری شدہ کار آمد (valid) اصل شناختی کارڈ
*③--* نیلے بیک گراٶنڈ کی 3x4 cm ساٸز کی چار عدد تصاویر۔
۔ بلڈ گروپ معلوم ہونا چاہٸے۔
۔ یاد رہے ایک مرد کے ساتھ محرم کی حیثیت سے چار خواتین درخواست جمع کرا سکتی ہیں۔
*④--* وارث یا ایمرجنسی رابطہ والے فرد کے شناختی کارڈ کی کاپی
*⑤--* نادرا سے جاری کردہ کرونا ویکسین سرٹیفکیٹ
*کرونا ویکسین:*
حج 2023 کے لئے سعودی وزارت حج کی منظور شدہ کورونا ویکسین کی فہرست نیچے درج ہے۔ عازمین کے لئے نیچے دی گئی فہرست میں سے کسی بھی ویکسین کا مکمل کورس اور نادرا سے جاری شدہ سرٹیفکیٹ اس سال حج کے لئے بھی لازمی ہوگا۔

*(2)* ایسٹرازینیکا (2 ڈوز)
*(3)* موڈرونا (2 ڈوز)
*(4)* جونسن اینڈ جونسن (سنگل ڈوز)
*(5)* سائنو فارم (2 ڈوز)
*(6)* ساٸنو ویک (2 ڈوز)
*(7)* کوویکسن (2 ڈوز)
*(8)* سپیٹنک (2 ڈوز)
*(9)* کویکس (2 ڈوز)
*(10)* نوویکسوویڈ (2 ڈوز)
*نوٹ:* پاک ویک کینسینو سنگل ڈوز ویکسین سعودی وزارت کی منظور شدہ لسٹ میں نہیں ہے۔ اس صورت میں دوبارہ منظور شدہ ویکسین کا مکمل کورس اور نادرا سرٹیفکیٹ کا حصول لازمی ہوگا۔

*عمر کی حد:*
حج 2023 میں عمر کی کوٸ حد نہیں تھی۔ امید ہے کہ امسال یعنی حج 2024 کے لئے بھی عمر کی حد مقرر نہیں ہوگی، یعنی کسی بھی عمر کے عازمین حج درخواست فارم جمع کروا سکتے ہیں۔ ( تفصیلات حج پالیسی میں مزید واضح ہونگی)

*بینک اکاؤنٹ:*
پچھلے سال کی طرح اس سال بھی ہر عازمین حج کے لئے خود کا *ذاتی بینک اکاؤنٹ* لازم ہونے کا امکان ہے۔ اگر کسی کا ذاتی اکاؤنٹ ابھی تک نہیں ہے تو وہ منتخب شدہ بینکوں کے کسی بھی برانچ میں *مستقل یا آسان اکاؤنٹ* کھلوا سکتے ہیں۔ (تفصیلات کیلٸے منسٹری کے اعلان کا انتظار کریں)۔

*حج پیکج کی رقم:*
اس سال سرکاری اسکیم میں عازمین کے دو طرح کے پیکج متعارف کرائے جا رہے ہیں۔
*1--* نارمل پیکج دورانیہ 40 سے 45 دن
*2--* شارٹ پیکج دورانیہ 20 سے 25 دن
دونوں پیکجز کے لئے رقم کا تخمینہ 11 لاکھ روپے کے قریب ہونے کے امکان ہیں۔ لہٰذا عازمین حج رقم کا ابھی سے بندوبست کرلیں۔ (پیکج کے حتمی رقم کا اعلان حج پالیسی میں کیا جائے گا۔)

تمام حاضرین جو معمولی حج 2024 میں شرکت کرنے کا ارادہ رکھتے ہیں، یہ درخواست ہے کہ وہ اپنے پاسپورٹ کی درستگی چیک کریں تاکہ یہ یقینی ہو جائے کہ ان کے پاسپورٹ کی اعتباری میعاد کم سے کم 31 دسمبر 2024 تک ہے، خصوصاً ان پاسپورٹس کیلئے جو معمولی ہے یا جو قریب انقضاء ہونے والے ہیں۔ ان سے درخواست ہے کہ وہ جلد ہی نئے پاسپورٹ کے لئے تازہ درخواست دیں اور کسی بھی تکلیف سے بچیں۔

Complete Hajj And Umrah Process:

Step 1: Preparing for Umrah 🕋👳‍♂️🧕
1.1. Intention (Niyyah) 🤲: Make a sincere intention to perform Umrah for the sake of Allah and to seek His blessings.
1.2. Purification 🚿: Perform a complete ritual purification (Wudu) or take a ceremonial bath (Ghusl) to achieve a state of ritual purity (Taharah).
1.3. Ihram 🧺: Dress in the appropriate attire for Umrah, which includes two white unstitched sheets for men and modest clothing for women. Enter the state of Ihram by reciting the specific intention for Umrah.

Step 2: Arrival in Makkah 🕌✈️
2.1. Travel ✈️: Arrive in Makkah, the holy city, and settle into your accommodation.
2.2. Masjid al-Haram 🕌: Proceed to Masjid al-Haram, the Sacred Mosque, and perform the Tawaf al-Qudum (arrival circumambulation) around the Kaaba upon arrival.

Step 3: Tawaf 🕋
3.1. Enter Masjid al-Haram 🕌: Approach the Kaaba and stand facing it.
3.2. Istilam 🤲: Touch or gesture towards the Black Stone (Hajr-e-Aswad) if possible, or if crowded, raise your hand towards it and say "Bismillah, Allahu Akbar" (In the name of Allah, Allah is the Greatest).
3.3. Circumambulation (Tawaf) 🕋: Begin the Tawaf by walking counter-clockwise around the Kaaba for seven complete circuits. Men should keep their left shoulder exposed during Tawaf (known as "Idtiba") except when passing the Yemeni Corner.
3.4. Maqam Ibrahim 🗿: After completing the Tawaf, offer two Rak'ahs of prayer behind Maqam Ibrahim if possible.
3.5. Sa'i 🏃‍♂️🏃‍♀️: Proceed to the hills of Safa and Marwa to perform Sa'i. Walk between the two hills seven times, starting from Safa and ending at Marwa, while reciting specific supplications and remembering the story of Hajar (may Allah be pleased with her) and her son Ismail.

Step 4: Halq or Taqsir ✂️🤲
4.1. Halq 🧑‍🦲: Men have the option to either completely shave their heads (Halq) or trim their hair.
4.2. Taqsir ✂️: Women should trim the length of a fingertip from their hair (Taqsir).
4.3. Release from Ihram 🧺: With the completion of either Halq or Taqsir, the restrictions of Ihram are lifted, and you can resume normal activities.

Hajj Process:

Step 1: Preparation 🕋🚀
1.1. Ihram 🧺: Enter the state of Ihram for Hajj from the designated Miqat (such as Masjid al-Tan'eem, for those coming from Makkah) and make the intention for Hajj.
1.2. Talbiyah 🤲: Begin reciting the Talbiyah, a specific supplication to express your intention for Hajj and dedication to Allah.

Step 2: Arrival in Mina 🌙🏕️
2.1. Travel to Mina 🚶‍♂️🚶‍♀️: Proceed to Mina, a small city near Makkah, and stay in the designated tents.
2.2. Prayers 🕌🤲: Perform the five daily prayers in congregation, including the shortened and combined prayers of Dhuhr, Asr, and Isha.

Step 3: Arafat 🌄🤲
3.1. Travel to Arafat 🚌: Move to the plains of Arafat on the 9th of Dhul Hijjah, before noon.
3.2. Wuquf 🙏: Engage in the main ritual of Hajj, Wuquf, by staying in Arafat from noon until sunset. Spend this time in deep supplication, remembrance of Allah, and seeking forgiveness.
3.3. Sermon and Prayers 🕌🤲: Listen to the sermon delivered from the Masjid Nimrah and perform Dhuhr and Asr prayers combined and shortened.

Step 4: Muzdalifah and Mina 🌙⛺️
4.1. Travel to Muzdalifah 🚶‍♂️🚶‍♀️: After sunset, proceed to Muzdalifah, a location between Arafat and Mina.
4.2. Collect Pebbles 🪨: Gather pebbles to use during the Stoning of the Devil (Ramy) ritual.
4.3. Night Stay and Prayers 🌙🕌🤲: Spend the night in Muzdalifah, engage in supplications, and offer combined Maghrib and Isha prayers.
4.4. Return to Mina 🚶‍♂️🚶‍♀️: Before sunrise, head back to Mina on the 10th of Dhul Hijjah.

Step 5: Stoning of the Devil 🪨🚫
5.1. Jamarat 🕋🪨: Stone the largest pillar known as Jamarat al-Aqaba with seven pebbles, reciting "Allahu Akbar" with each throw.
5.2. Sacrifice (Qurbani) 🐑🤲: Offer the sacrifice of an animal, such as a sheep or cow, symbolizing Prophet Ibrahim's willingness to sacrifice his son for Allah's sake.
5.3. Halq or Taqsir ✂️🧑‍🦲: Complete the Halq or Taqsir (head shaving or hair trimming) again.
5.4. Tawaf and Sa'i 🕋🏃‍♂️🏃‍♀️: Perform Tawaf al-Ifadah and Sa'i, similar to the Umrah process.

Step 6: Return to Mina 🌙⛺️
6.1. Spend the nights in Mina 🌙⛺️: Stay in Mina for three nights (11th, 12th, and 13th of Dhul Hijjah).
6.2. Stoning Ritual 🕋🪨: Stone all three pillars (Jamarat) with seven pebbles each on all three days, starting from the closest pillar and moving to the next.
6.3. Optional Farewell Tawaf 🕋: If desired, perform a Farewell Tawaf before leaving Makkah.
