Decommissioning Plan: Dates and General Rules
Deconfinement Plan
The Government has established a Deconfinement Plan, crossing several scientific criteria, divided into four phases and with a 15 day interval between each phase, in order to assess the impact of the measures on the evolution of the pandemic.
It is determined that the schedule foreseen for the different phases of deconfinement can be altered according to certain epidemiological criteria to define the control of the pandemic and also considering the existence of the response capacity of the National Health Service.
Thus, the strategy for surveying the measures has been developed as follows:
General rules
teleworking whenever possible;
establishment opening hours: 9pm during the week; 1pm at weekends and on public holidays or 7pm for food retail;
ban on driving between municipalities on 20 and 21 March and during the Easter period (between 26 March and 5 April).
From 15 March
From March 15, educational and teaching activities are resumed in the classroom at public, private and cooperative schools and in the social and solidarity sector, in pre-school education and the 1st cycle of basic education, as well as in nurseries, family crèches and childminders;
from 15 March, family support and curricular enrichment activities, as well as activities provided in free time activity centres and study centres and similar, only for children and pupils who resume their educational and teaching activities;
from 15 March, the possibility of restarting the activity of non essential goods establishments that intend to maintain their activity exclusively for the purposes of home delivery or making the goods available at the door of the establishment, at the wicket or through the service of collection of products previously acquired through remote communication means (click and collect)
from 15 March, non-food retail trade activities and the provision of services in operating establishments will close at 9pm on working days and at 1pm on Saturdays, Sundays and public holidays and food retail trade activities will close at 9pm on working days and at 7pm on Saturdays, Sundays and public holidays;
the pharmacy opening hours regime is applicable to establishments selling medicines not subject to medical prescription;
from 15 March, the possibility of holding fairs and markets other than for the sale of foodstuffs will be reinstated, subject to authorisation by the mayor of the municipality with territorial jurisdiction
as of March 15, restaurants and similar establishments will be allowed to offer take-away drinks;
it is clarified that the prohibition on the sale of alcoholic beverages in retail establishments, including supermarkets and hypermarkets and in take-away (from 8pm) applies until 6am;
as from March 15, hairdressers, manicurists and similar establishments are allowed to operate by appointment;
as of March 15th, establishments selling books and music supports; parks, gardens, green spaces and leisure areas, as well as libraries and archives will be allowed to open;
traffic between municipalities is prohibited on 20 and 21 March and during the Easter period (26 March to 5 April).
