🟡Three firefighters lost their lives in Tábuas after a fire-fighting vehicle skidded off the road and caught fire. The information was confirmed by the Portuguese Firefighters League. “We know that the team was involved in fighting the fire, but it is not yet clear whether they were leaving or entering one of the fronts, only that the car was caught in the fire in the front area”, said António Nunes, president of the LBP.

🟡The firefighters who died this morning were involved in fighting the Nelas fire and belonged to the Vila Nova de Oliveirinha fire brigade. The vehicle had crossed the river to fight one of the fronts of the fire, in the municipality of Oliveira do Hospital “when it was surprised by the advancing flames”, revealed a director of the Lagares da Beira Fire Brigade. At this time the fire “is in Seixo da Beira, going down to Carregal do Sal”, said that director.

🟡The service center will operate between 8:00 am and 10:00 pm, and will have employees from AIMA itself and "collaborators from civil society entities who have already received technical training from security forces and other competent authorities".

The Hindu community center was used in the past as one of the vaccination centers against Covid-19 during the pandemic.
🟡The opening of the Telheiras service center, scheduled for Monday, fulfills the intention expressed on August 22 by the Minister of the Presidency, António Leitão Amaro, to have the first centers to assist immigrants "up and running in September".

🟡The minister then said that the largest of these units would be located in Lisbon.
"We promised and created a mission structure, which is working, contracting spaces with local authorities, with other entities and non-governmental organizations, with the Orders, so that we have service centers and 'backoffice' teams to start processing these processes in a much faster way", said the minister at the time.

🟡 Associations have approved a protest for October 25th, in front of Parliament. They expect mobilization across the country.

🟡 More than 50 immigrant associations have decided to file a petition to reinstate the expression of interest requirement and have scheduled a protest action for October 25th in front of the Assembly of the Republic, where they expect people from all over the country to participate. The aim is to reverse the law and speed up the entry and stay of foreigners who wish to work in Portugal.

🟡 This is the response from a group of more than 57 entities representing immigrants to the queues at the door of the Agency for Integration, Migration and Asylum (AIMA) and the number of pending processes for the regularization of foreigners. The petition should be available later this week.

🟡 “Expressing interest is the most practical and transparent way for foreign workers to obtain their residence permit and, on the other hand, for companies to have an easier time hiring people,” explains Flora Silva, from the Olho Vivo Association. Speaking to JN, the leader said that the campaign on October 25 will also serve to deliver the petition to the Assembly of the Republic.

🟡 It should be remembered that the Migration Action Plan, approved in June, revoked requests for authorization based on the expression of interest that allowed all foreign citizens to stay in Portugal, even if they had entered irregularly.

🟡The Minister of the Presidency has announced the opening in September of AIMA operations centres to assist and resolve pending procedural issues in various parts of the country, with the largest centre to be located in Lisbon.

🟡In a press conference at the end of the Council of Ministers meeting, António Leitão Amaro said that the Agency for Integration, Migration and Asylum (AIMA), with around 400,000 pending administrative processes for regularizing immigrants, “will have its operations centres to assist and resolve these pending issues in operation in September, in various parts of the country, with the largest centre located in Lisbon”.

🟡“This Government has the answer to the 400,000 pending issues, although they may not be that many, many may have already left the country in despair due to the lack of response from the Portuguese State. We promised and created a mission structure, which is working, contracting spaces with local authorities, other entities and NGOs [Non-Governmental Organizations], with the Orders, so that we have service centers and back-office teams to start processing these processes much more quickly”, said the Minister of the Presidency.

🟡Asked about the strike by AIMA workers, who refuse to work any more overtime until the end of the year in protest against the lack of resources in view of the accumulated work, the Minister associated the stoppage with “a malaise generated by the extinction of the Immigration and Borders Service (SEF)” and the way in which the transition to AIMA was carried out.

🟡“It is true, we cannot but agree, I have mentioned this several times, the way in which SEF was extinguished, in a slow death, and how AIMA was weakened by the previous Government was profoundly wrong”, said Leitão Amaro.
🟡The minister pointed out a “concern about immigrants who chose Portugal and who over the last seven years have submitted requests to the Portuguese State, many of them in accordance with the law, that have not been answered”, stating that “the expression of chaos”, used by a union representatives and cited by Leitão Amaro to describe the situation experienced at AIMA, “may perhaps apply”.
🟡Regarding the payment of overtime, demanded by the striking workers, the minister said that “whatever is legal and due, naturally, the State is a good person and will pay”, adding that the agency “does not have a shortage of financial resources, it has a shortage of human resources”.

🟡“We have measures, we have allocated resources and together we will resolve yet another dramatic problem, disrespectful to many human beings, that we received from the previous government, which failed blatantly in this matter”, criticised the minister, who assured that unions and the Government are in contact.

🟡Still on the subject of the service centres that will start operating in September, Leitão Amaro stressed that this is “an extraordinarily complex operation, because it involves administrative aspects, processing and checking documentation and then providing face-to-face service, re-verification, collecting biometric data and subsequently issuing documents”.

🟡“We recognise the extraordinarily difficult situation in which the AIMA staff were placed. There was a structure, the SEF, which had a broad group of workers with various skills, and the SEF was dismantled”, said the minister, who also mentioned that the dismantling of teams with specialised skills from the SEF justified the creation of new teams “that would somehow restore the skills that existed”.

🟡Faced with the thousands of cases in which it is a defendant for failing to decide on immigrants' residence permit applications within the legal deadline, the Agency for Integration, Migration and Asylum (AIMA) has hired a law firm for 200 thousand euros to defend itself in court .
🟡The cases in question include summonses to defend the rights, freedoms and guarantees claimed by applicants for residence permits and responses to precautionary measures, as well as other legal actions arising from applications for residence permits for investment activities.
🟡According to the public procurement portal Base, the award, made through a public tender that was only open for three days , due to its urgent nature, was made to the Lisbon office Eduardo Serra Jorge e Associados , and there were no other competitors , reports Público .

🟡A study by ISCTE, which included over ten thousand university students answering online surveys, found that a university student needs about 903.90 euros each month.

🟡A report from Público says that housing is the biggest expense for these students, making up 33.5% of their monthly costs. They also spend a lot on food and transportation.

🟡The study showed that more than 84% of their monthly money, which is around 762 euros, goes to living expenses. These expenses include nine areas: housing, food, transport, communication, health, childcare, paying off debts (not including loans), social activities, and other everyday costs.

🟡The survey also found that most students rely on their families for money, with an average of 898.4 euros coming from family support. About 96.3% of the students depend on this help. The report mentions that parents' education levels are important, as students whose parents have lower education often receive less financial support than those whose parents have higher education.

🟡Lisbon, 12 August 2024 (Lusa) – The National Federation of Trade Unions of Workers in Public and Social Functions (FNSTFPS) has called for an overtime strike at the Agency for Integration, Migration and Asylum (AIMA), due to a lack of human resources.

🟡“What led us to take this decision were the problems that have been occurring at AIMA since it began operating, which are closely linked to the lack of staff,” Artur Cerqueira, leader of FNSTFPS, told Lusa today, highlighting that the strike will last until the end of the year.

🟡“There is a huge lack of personnel” and the new mission structure for migration, announced in July by the government to resolve pending processes, is “making hires without transparency”, but “the lack of resources at AIMA remains unresolved”, a “long-delayed promise”, he explained.

🟡The FNSTFPS also calls for the regularization of the contractual situation of sociocultural mediators, hired by NGOs and IPSS and on seconded service at AIMA.

🟡AIMA workers are “being pressured to work overtime” and “a public servant cannot refuse to do extra work”, the union leader stressed.
That is why the strike notice period is between August 22 and December 31, he explained.

🟡“From now on, each worker can decide whether or not to accept working these overtime hours,” he explained.

🟡In the FNSTFPS's list of demands supporting the notice period, several problems at AIMA are mentioned, including the absence of internal regulations, the lack of internal communication, “undersized teams, which translates into an overload of work and high levels of stress and anxiety”.

🟡According to the document, to which Lusa had access, many of the employees “have already exceeded 150 hours of overtime” in 2024 (the legal limit for public service), but “continue to work overtime without being paid”.

🟡At the end of July, the Government appointed Pedro Portugal Gaspar to head AIMA and transferred the organization's then president, Goes Pinheiro, to the new migration mission structure.

🟡The new Mission Structure for the Recovery of Pending Immigrant Processes, provided for in the Action Plan for Migration, will have the mission of “resolving the history of more than 400 thousand regularization processes pending analysis, accumulated over the last few years”, said the executive at the time.

‼️Residency permits for foreign athletes to be “accelerated”‼️

🟡The Agency for Integration, Migration, and Asylum (AIMA) will conclude agreements with several sports federations to speed up residence permits for non-EU athletes.

🟡 In a statement sent to Lusa, the Ministry of the Presidency stated that it had met with "sports federations of various sports (handball, basketball, football, skating, and volleyball) to clarify the procedures for hiring athletes and the respective granting of residence permits".

🟡AIMA, the Foreigners and Borders Coordination Unit (UCFE), the various sports federations, and the Portuguese Professional Football League will conclude protocols relating to "residence permit procedures, including situations that require special speed due to constraints inherent in the transfer periods of extra-community athletes", states the government.
🟡The executive recalls that "for situations that are difficult to reconcile with the temporal constraints inherent to short periods of transfer of athletes, the Foreigners Law already provides that it is possible to grant temporary residence authorisation to foreign citizens for reasons of public interest arising the exercise of a relevant activity in the sporting field".

🟡In this sense, "the specific situation of professional athletes, the economic and social relevance, and the public interest of professional sport justify procedures that allow for rapid processing of their documentary status in national territory, particularly during short periods of recruitment and registration of athletes", considers the government.
The use of this procedure is "justifiable, starting from the transfer periods of the 2024/25 sports season", given the "need for clubs to adapt to the legislation currently in force on migration matters", adds the executive.

🟡Before the meeting, the LPFP, one of the structures that had contested the difficulty in hiring new players, said: "It believes in a sustained and effective solution, capable of providing a structural response to the impact of the recent change in legislation, which is already seriously affecting the capacity performance of clubs in the market".

🟡On June 3, the Government put an end to the expression of interest in the regularisation of foreigners in Portugal, by requiring immigrants to begin the process of regularising their stay in Portuguese consulates or embassies before arriving in the country.

🟡Twelve days later, in a letter addressed to the Secretary of State for Sport and former federative director, Pedro Dias, the Portuguese Football Federation (FPF) expressed concern about this legislative change, which was ratified by the Council of Ministers, and reminded its effects, questioning the hypothesis of "an already foreseen exception regime being used".

🟡Portugal has been ranked in joint 5th place for the most powerful passport in the world, up one place, with 189 visa destinations accessible with the passport.

🟡According to the Henley Passport Index, Singapore has broken away from the six countries that shared the top spot in the last evaluation and now leads alone, with citizens holding the passport having access to 195 travel destinations out of a total of 227 around the world visa free.

🟡In second place is France, Germany, Italy, Japan and Spain, followed by Austria, Finland, Ireland, Luxembourg, Netherlands, South Korea, and Sweden in 3rd place on the ranking.

🟡The UK remains in 4th place with Belgium, Denmark, New Zealand, Norway, and Switzerland.
The Henley Global Mobility Report, Dr. Christian H. Kaelin, Chairman of Henley & Partners and the inventor of the passport index concept, says “the general trend over the past two decades has been towards greater travel freedom, with the global average number of destinations travelers are able to access visa-free nearly doubling from 58 in 2006 to 111 in 2024. However, the global mobility gap between those at the top and bottom of the index is now wider than it has ever been, with top-ranked Singapore able to access a record-breaking 169 more destinations visa-free than Afghanistan”.

🟡A mission structure created by the Government to resolve the 400,000 pending legalisation processes for migrants, will be able to recruit up to 300 workers, according to the resolution of the Council of Ministers.
🟡The resolution of the Council of Ministers published creates the Mission Structure for the Recovery of Pending Processes at the Agency for Integration, Migration and Asylum (AIMA) and authorises the recruitment of the two mission teams of a maximum of 100 specialists, 150 assistant technicians and 50 operational assistants.

🟡The diploma provides that the structure will end its functions, on June 2, 2025.

🟡In the diploma, the Government highlights the country's challenges with immigration, such as the large backlog of regularisation processes and the inability of services to respond, a situation that it says poses a serious problem with regards to the dignity of immigrants seeking Portugal, leaving them in a situation of lack of legal protection and social vulnerability.

🟡It was this ineffectiveness of the institutions responsible for granting documentation to foreign citizens that contributed to the fact that there are currently around 400,000 regularisation processes in the national territory pending analysis.

🟡AIMA has been the target of complaints from precarious workers who say they have permanent roles in the organisation, complaints that received the solidarity of AIMA unions, according to statements to Lusa two weeks ago.

🟡The president of the AIMA Workers' Union, Artur Girão, asked for the situation of cultural mediators who have been in precarious employment conditions to be analysed on a case-by-case basis, while Manuela Niza, from the recently founded Union of Migration Technicians (STM), asked for a response from the guardianship to the problem.

🟡The resolution establishes that the new 300 workers to be hired to support AIMA will be recruited through protocols with public or private entities, through four contractual modalities; mobility, employment contract with a fixed or uncertain term, transfer of public interest, or service provision contract.
