Portugal is open and ‘tourists are welcome’, according to the country’s foreign minister Augusto Santos Silva. Although the country’s land border with Spain will remain closed until June 15, travelers arriving by air will not be quarantined. Instead, they will face only ‘minimal health controls’ in accordance with the country’s lockdown rules.
