We have lunches in nice inexpensive places where locals usually go. Public transport is very cheap and it gives you an opportunity to feel yourself local & save some money. A private car is mandatory if you are on a cruise and want to visit the Catherine’s palace or Peterhof, it's also recommended if you can't walk for a long time or if you have a group of more than 4 people.
