Vaccination status may be verified through:

for Filipinos & foreigners fully vaccinated in the Philippines
- Vaccination Certificate from VaxCertPHdigital, or BOQ-issued International Certificate of Vaccination or Prophylaxis (ICV)

for Non-OFWs & foreigners fully vaccinated abroad
- National Digital Certificate of the foreign government accepting VaxCertPH under a reciprocal arrangement or BOQ-issued ICV

for OFWS and their spouse, parent/s, and children traveling with them
- Vaccination Certificate from the Philippine Overseas Labor Office in the country of origin

INTERNATIONAL FLIGHT TRANSFERS FROM GREEN LIST COUNTRIES NOW ALLOWED VIA MANILA

Effective immediately, travelers may now fly via Manila on a journey between two different countries, as the Philippine government has approved the reinstatement of such international transfers under the following conditions:

1. Passengers are traveling from a country in the Green List as defined by prevailing IATF Resolutions*.

2. Passengers must be flying to Manila on a PAL international flight and must be departing from Manila on another PAL international flight on the same day. If the connecting flight is on the next day, connection time shall be within twelve (12) hours from the time of arrival (overnight transfers will not be permitted).

3. Passengers will undergo health and requirements checks conducted by the Bureau of Quarantine (BOQ) upon arrival and disembarkation in Manila prior to their departure on a connecting flight.

4. Transfers are permitted:
a) between international arrivals in Terminal 1 and international departures from Terminal 2
b) between international arrivals in Terminal 2 and international departures from Terminal 1
c) between flights arriving in and departing from Terminal 1
d) between international flights arriving in and departing from Terminal 2

5. Passengers must present the following from airport of origin:
a) One Health Pass QR code (Electronic Health Declaration)
b) Negative RT-PCR Test result if required at final destination
c) Travel and Health Insurance (with COVID-19 coverage) if required at final destination)

6. Passengers must observe the following health and safety protocols as mandated by the government:
a) Temperature checks at the airport
b) Social Distancing in all airport touchpoints
c) Wearing of face mask and face shield
d) Contained movement inside the terminal

Effective September 1, 2021, all international passengers, including children, arriving in Manila, Laoag, and Davao must register to the Bureau of Quarantine’s One Health Pass (OHP) at https://www.onehealthpass.com.ph/e-HDC/ and present QR code upon check-in.

Register as early as 24 hours before the flight. Simply click “Yes” when asked “Are your currently at the Airport of Departure or are you Departing today for the Philippines?”
