Classification of Tourism Business License

Tourism authority has classified Tourism Business License into four different types based on the scope of operation.



1. Local Tour Business License /specific area license:

This type of license allows you to conduct your business within any province and its adjoining provinces.



2. Domestic Travel Business License:

This type of license allows you to conduct your business within the Kingdom of Thailand



3. Inbound Travel Business License:

This type Licenseense will facilitate conducting tourism business by guiding tourists from foreign countries to travel within the kingdom of Thailand.



4. Outbound Travel Business License:

This type of License enables your business to conduct tourism business within the Kingdom and abroad. An applicant for this type of license may conduct other types of tourism business as well without having applied for separate license.



Individual person

Legal provision for the application of Tourism License: If an individual person applies for any type of tourism business license he/she should have the following fundamental qualification

- Being not less than 20 years of age on an application date for a tourism business license

- Being of Thai nationality

- Being domiciled or resided in the Kingdom of Thailand

- Not being bankrupt or under receivership

- Not being a person, of unsound mind, mental infirmity, incompetency

- Not being a person, whose tourism business license is on suspension

- Not being a person, whose tourism business license or has been revoked

- Copy of ID card

- Copy of House registration

- Two pictures picture in front and inside of the office - Photos of the front of the office showing the entire building clearly, showing the location number and the office nameplate (nameplate must be in Thai language and have permanent characters and compression color photograph, size 4 x 6 inches) 4 copy of original and 1 copy

- Map of demonstrating a location of the place of business

- The ownership or possessory right of the establishment operated as a business place

- A copy of the insurance policy.

Juristic person

In case of a Juristic person, the company should have a following basic qualification



- Being the juristic person under Thai law with objective specifically defined as to operate business concerning tourism business. If the juristic person is a partnership then the partner has unlimited liability or the managing partner should be a Thai national or if the juristic person is a limited liability company then at least 51% of the company’s share should be held by individual person who has Thai nationality more than half of limited liability company’s directorship should comprise of Thai nationals.



The director or person with power of management on behalf of a juristic person must have the qualifications and must not be under any of the prohibitions as follows:

- Being not less than 20 years of age on an application date for a tourism business license

- Being of Thai nationality

- Being domiciled or resided in the Kingdom of Thailand



Prohibited characteristics

- Not being bankrupt or under receivership

- Is a person of unsound mind or mental infirmity or an incompetent or quasi-incompetent person

- Not being a person whose tourism business license or tour guide license had been suspended.

- Never having been revoked a tourism business license or a tour guide license, and five years has not elapsed from the date of applying for a tourism business license

- Never having been revoked as a tour leader for less than five years up to the date of applying for a tourism business license

- The shareholders who hold more than five percent of the shares have not been revoked from being a tour leader, tourism business license, or a tour guide license, bankruptcy or had been receivership for less than five years up to the date of applying for a tourism business license

the security deposit of 10,000 Thai Baht with an application government fee of 2,000 Thai baht



2. Domestic Travel Business License

A security deposit of 50,000 Thai Baht with a government fee of 2,000 Thai baht



3. Inbound Travel Business License

A security deposit of 100,000 Thai Baht with a government fee of 2000 Thai Baht



4. Outbound Travel Business License

A security deposit of 200,000 Thai Baht with a government fee of 2000 Thai Baht.



The security deposit can be presented in the form of the bank guarantee or cash or Thai government bond, state-owned enterprise bonds. The license is granted for a period of 2 years and must be renewed every two years. (In case of cash/cashier's cheque much present a copy of the company's affidavit be presented no later than one month the bank.)

ภูเก็ตแซนด์บ็อกซ์ (Phuket Sandbox): แผนการเปิดประเทศไทยโดยไม่ต้องกักตัว!

รัฐบาลไทยเปิดประเทศไทยอีกครั้งโดยไม่มีการกักตัว ตามแผน "ภูเก็ตแซนด์บ็อกซ์ (Phuket Sandbox)" ซึ่งมีจังหวัดภูเก็ตที่เป็นเมืองท่องเที่ยวหลักของไทยเป็นพื้นที่นำร่องแห่งแรกในการต้อนรับนักเดินทางจากต่างประเทศที่ฉีดวัคซีนป้องกันโควิด-19 ครบโดสแล้ว และแสดงผลตรวจไม่พบเชื้อโควิด-19 เข้ามาท่องเที่ยว

เงื่อนไข/กฎเกณฑ์ของภูเก็ตแซนด์บ็อกซ์
ในช่วงเริ่มต้นของแผนการ Phuket Sandbox การท่องเที่ยวแห่งประเทศไทย (ททท.) ได้มีการยืนยันแผนเปิดเมืองภูเก็ต เพื่อรับนักท่องเที่ยวที่ฉีดวัคซีนครบ 2 เข็ม ในวันที่ 1 ก.ค.2564 เป็นต้นไป โดยไม่มีการกักตัวและมีการระบุต้องอยู่ในภูเก็ตเป็นเวลาเพียง 7 วัน ก่อนที่จะเดินทางออกนอกพื้นที่ แต่ประกาศต่อๆมามีการระบุว่านักท่องเที่ยวที่ได้รับวัคซีนต้องอยู่บนเกาะภูเก็ตไม่น้อยกว่า 14 วันก่อนเดินทางไปยังพื้นที่อื่นในประเทศ แผนภูเก็ตแซนด์บ็อกซ์ได้รับการอนุมัติภายใต้เงื่อนไขดังกล่าวเรียบร้อยแล้ว ดังนั้น นักท่องเที่ยวจะต้องอยู่ในพื้นที่จังหวัดภูเก็ต 14 วันและต้องแสดงผลการตรวจ COVID-19 เป็นลบก่อนเดินทาง

คนไทยเข้าร่วมภูเก็ตแซนด์บ็อกซ์ได้หรือไม่?
ก่อนหน้านี้มีรายงานที่ระบุว่า Phuket Sandbox จะจำกัดเฉพาะนักท่องเที่ยวต่างชาติเท่านั้น อย่างไรก็ตาม สมาคมด้านการท่องเที่ยวของจังหวัดภูเก็ตได้ทำหนังสือถึงนายกฯ ให้คนไทยจากต่างประเทศที่ฉีดวัคซีนแล้วเข้าร่วมภูเก็ตแซนด์บ็อกซ์ได้ โดยเสนอให้นายกรัฐมนตรีทบทวนพิจารณาข้อเสนอของที่ประชุมศูนย์ปฏิบัติการ ศูนย์บริหารสถานการณ์โควิด-19 (ศปก.ศบค.) ในวันที่ 18 มิ.ย. 2564

Update 19 มิ.ย. 2564 มาตรการเข้าจังหวัดภูเก็ตจากต่างประเทศมีการระบุว่าชาวไทยและชาวต่างชาติที่พำนักในประเทศไทยสามารถเข้าร่วม Phuket Sandbox ได้ โดยจะต้องเดินทางกลับจากประเทศที่มีความเสี่ยงต่ำหรือปานกลาง

ใครบ้างที่สามารถร่วมภูเก็ตแซนด์บ็อกซ์โดยไม่ต้องกักตัว?
✔️ ผู้เดินทางอายุ 18 ปีขึ้นไป จำเป็นต้องได้รับการฉีดวัคซีนอย่างครบถ้วนตามเกณฑ์ของวัคซีนแต่ละชนิด มีระยะเวลาการฉีดมากกว่า 14 วัน โดยเดินทางจากประเทศที่มีความเสี่ยงปานกลาง/ต่ำ ตามหลักเกณฑ์ของกระทรวงสาธารณสุข และททท.เลือกบางประเทศ

✔️ เด็กอายุต่ำกว่า 18 ปีที่เดินทางกับพ่อแม่หรือผู้ปกครองต้องมีใบรับรองแพทย์พร้อมผลการตรวจทางห้องปฏิบัติการโดยวิธี RT-PRC ซึ่งระบุว่าตรวจไม่พบ COVID-19 ไม่เกิน 72 ชั่วโมงก่อนวันเดินทาง

✔️ คนไทยและคนต่างชาติที่มีถิ่นพํานักในไทย ที่เดินทางกลับมาจากกลุ่มประเทศความเสี่ยงและปานกลาง

โรงแรมภูเก็ตแซนด์บ็อกซ์: SHA+ Plus Hotels
แม้ว่าจะไม่มีข้อกำหนดในการกักตัว แต่นักท่องเที่ยวที่เดินทางมายังภูเก็ตต้องพำนักในโรงแรมที่ได้รับเครื่องหมายรับรอง SHA+ (SHA Plus) เท่านั้น ซึ่งเครื่องหมาย SHA+ คือ สัญลักษณ์มาตรฐานท่องเที่ยวปลอดภัยด้านสุขอนามัย ออกโดยททท.และ สธ. เพื่อยืนยันมาตรการด้านความปลอดภัยและสุขภาพที่มีมาตรฐานแก่ผู้ประกอบการที่ผ่านเกณฑ์ หลังการพำนักตามระยะเวลาที่กำหนดสามารถเดินทางไปยังจังหวัดอื่นในประเทศไทยได้

คุณต้องเข้าพักที่โรงแรม SHA Plus เพียงโรงแรมเดียวในช่วงใน 7 คืนแรก จากนั้นคุณจะสามารถย้ายไปโรงแรมอื่นๆใน 7 คืนหลังได้ ในกรณีที่เข้าพักในภูเก็ตน้อยกว่า 14 คืน คุณต้องเดินทางกลับประเทศโดยใช้สนามบินนานาชาติภูเก็ต

โรงแรมภูเก็ตแซนด์บ็อกซ์สามารถจองผ่านเว็บไซต์จองที่พักออนไลน์ต่างๆ เช่น Booking.com, Agoda.com หรือโรงแรมโดยตรง และเมื่อทำการจ่ายเงินครบแล้ว เจ้าหน้าที่ของโรงแรมจะทำการป้อนข้อมูลการจองของแขกเข้าไปยังระบบ SHA Plus Booking Authentication System (SHABA) เพื่อจัดทำใบยืนยันการจองที่มี QR Code อย่างเป็นทางการ จากนั้นผู้เข้าพักนำใบยืนยันการจองไปอัพโหลดในเว็บไซต์ COE เพื่อเป็นเอกสารประกอบให้สถานเทูตอนุมัติในการเดินทางเข้าประเทศ

เอกสารที่ต้องใช้สำหรับภูเก็ตแซนด์บ็อกซ์
สำหรับการเดินทางเข้าสู่ประเทศไทยและเข้าร่วม Phuket Sandbox ผู้เดินทางจะต้องยื่นขอ Certificate of Entry (COE) หรือ ใบรับรองในการเดินทางเข้าประเทศไทยเช่นเดียวกับทุกคนที่เดินทางมาประเทศไทยในช่วงการระบาดของ COVID-19

ผู้โดยสารต้องมีเอกสารรับรองการฉีดวัคซีนจากประเทศต้นทาง (Certificate of Vaccination) โดยวัคซีนจะต้องขึ้นทะเบียนตามกฎหมายของประเทศไทย หรือได้รับการรับรองโดยองค์การอนามัยโลก (WHO) และต้องส่งหลักฐานการฉีดวัคซีนเมื่อลงทะเบียน COE

ในการเดินทางเข้ามาในจังหวัดภูเก็ต นักท่องเที่ยวยังคงจะต้องแสดงหนังสือยืนยันว่าไม่มีเชื้อโรคโควิด - 19 โดยวิธี RT-PCR หรือ COVID-19 free certificate ที่ออกให้ภายใน 72 ชั่วโมงก่อนเดินทางถึงประเทศไทย

นอกจากนี้ยังต้องมีกรมธรรม์ประกันสุขภาพ ค่าใช้จ่ายในการดูแลสุขภาพและรักษาพยาบาลหรือหลักประกันอื่นใดซึ่งรวมถึงกรณีโรคโควิด - 19 ในจำนวนไม่น้อยกว่า 100,000 USD ที่ครอบคลุมระยะเวลาทั้งหมดที่เข้ามาในประเทศไทย

ทุกคนต้องแสดงหลักฐานการชําระค่าโรงแรม SHA Plus และค่าตรวจหาเชื้อโดยวิธี RT-PCR โดยระบุระยะเวลาการเข้าพักไม่น้อยกว่า 14 วัน ในโรงแรมหรือสถานที่พัก

สําหรับกรณีที่ท่องเที่ยวในภูเก็ตน้อยกว่า 14 วัน ให้แสดงบัตรโดยสารขาออกพร้อมทั้ง หลักฐานการชําระเงินค่าที่พัก และค่าตรวจหาเชื้อโดยวิธี RT-PCR ในช่วงเวลาดังกล่าว

การตรวจโควิด-19 ที่ภูเก็ต
ระหว่างการเข้าพักในจังหวัดภูเก็ต ผู้เดินทางทุกคนต้องเข้ารับการตรวจโควิด-19 และออกค่าใช้จ่ายเอง

สำหรับจำนวนครั้งในการตรวจโควิด-19 (วิธี RT-PCR) กำหนดไว้ดังนี้

ตรวจครั้งแรกเมื่อเดินทางมาถึงและรอผลการตรวจโควิด-19 ในที่พัก
ตรวจครั้งที่สองในวันที่ 6 หรือ 7
ตรวจครั้งที่สามในวันที่ 12 หรือ 13
การตรวจ COVID-19 แบบ RT-PCR ทั้งหมด 3 ครั้งจะต้องจองล่วงหน้าก่อนเดินทางมาถึงและต้องส่งหลักฐานการชำระเงินเมื่อลงทะเบียน COE

โดยทั่วไปโรงพยาบาลเกือบทุกแห่งให้บริการตรวจโควิด-19 และแพ็คเกจของการตรวจโควิด-19 แตกต่างกันขึ้นอยู่กับประเภทของการทดสอบและสถานที่ตรวจ ค่าใช้จ่ายของการทดสอบ COVID-19 แบบ RT-PCR อยู่ที่ประมาณ 2,500-4,000 บาทต่อคน และการทดสอบแบบ Rapid Antigen Test อยู่ที่ประมาณ 500-1,000 บาทต่อคน

จะเกิดอะไรขึ้นหากคุณตรวจพบเชื้อโควิด-19
ในกรณีที่คุณมีผลโควิด-19 เป็นบวกคุณจะถูกส่งตัวไปยังสถานพยาบาลเพื่อรับการรักษา

ผู้ที่มีอาการใดอาการหนึ่งของโรคโควิด-19 จะต้องเข้ารับการตรวจทันที หากเดินทางเป็นหมู่คณะ ทุกคนในกลุ่มจะต้องตรวจโควิดเช่นกัน

กรณีพบว่าพ่อแม่หรือผู้ปกครองติดเชื้อโควิด-19 จะต้องแยกเด็กออกจากกันเป็นเวลา 14 วัน

สายการบินหลายสายได้มีการประกาศเที่ยวบินตรงไปภูเก็ต เช่น การบินไทย, สิงคโปร์แอร์ไลน์, เอมิเรตส์, กาตาร์แอร์เวย์, อีวาแอร์, โคเรียนแอร์ ผู้โดยสารที่ต้องการเดินทางไปภูเก็ตควรติดต่อสายการบินโดยตรงสำหรับอัพเดทเที่ยวบินปัจจุบันและข้อกำหนดการเดินทาง

การฉีดวัคซีนที่ภูเก็ต
ความสำเร็จของโครงการ Phuket Sandbox ยังขึ้นอยู่กับผลการฉีดวัคซีนด้วย รัฐบาลได้มีการระบุเงื่อนไขหนึ่งที่สำคัญ คือ ภายในต้นเดือนกรกฎาคม คนภูเก็ตต้องได้รับวัคซีนโควิด-19 ประมาณ 70 % ของประชากรทั้งหมดเพื่อเร่งสร้างภูมิคุ้มกันหมู่ กล่าวอีกนัยหนึ่ง ประชาชนอย่างน้อย 466,000 คนที่อาศัยอยู่บนเกาะภูเก็ตควรได้รับการฉีดวัคซีนประมาณ 933,000 โดสในพื้นที่ภูเก็ตภายในเดือนมิถุนายน

อย่างไรก็ตาม เราหวังว่าประเทศไทยจะสามารถต้อนรับนักท่องเที่ยวได้โดยไม่ต้องกักตัวในไม่ช้านี้

แผนการชะลอหรือยกเลิกโครงการภูเก็ตแซนด์บ็อกซ์
โครงการภูเก็ตแซนด์บ็อกซ์อาจถูกระงับหรือยกเลิกหากมีการระบาดของ Covid-19 ในจังหวัดภูเก็ต ในกรณีดังนี้

มีจำนวนผู้ติดเชื้อรายใหม่มากกว่า 90 รายต่อสัปดาห์
มีลักษณะการกระจายโรคในจังหวัดทั้ง 3 อำเภอ และมากกว่า 6 ตำบล
มีการระบาดเกิน 3 คลัสเตอร์
มีการระบาดในวงกว้างที่หาสาเหตุหรือความเชื่อมโยงไม่ได้
มีผู้ติดเชื้อครองเตียงตั้งแต่ร้อยละ 80 ของศักยภาพ

ผู้ที่เดินทางเป็นหมู่คณะควรเตรียมสัมภาระเดินทางแยกรายบุคคล เนื่องจากรัฐบาลไทยจะจัดห้องกักกันตัวเพื่อควบคุมโรคแยกห้อง (ยกเว้นกรณีเด็กเล็ก) จึงอาจทำให้เกิดความไม่สะดวกหากท่านต้องหยิบสัมภาระของท่านจากกระเป๋าของผู้โดยสารท่านอื่นเมื่อเดินทางถึงประเทศไทย
