The Citizen promotes good citizenship, patriotism, faith, entrepreneurship, noble
causes, great people and important events. Its guiding purpose is to inform and educate
the people of Chesapeake by highlighting history, culture, achievement and
things that matter. The Citizen CEO/Publisher, Baxter Ennis, has a passion for community newspapers
and the values and ideals stated above. As a combat pub

lic affairs officer, he participated
in a combat parachute jump into Panama in 1989 and deployed on the first
plane to Saudi Arabia during the first Gulf War in 1990. Since his retirement from
the military, Ennis helped design and execute a national outreach by those affected by
Gulf War illnesses. From 1998 until 2012 he worked with Regent University in Public
Relations and University Relations and was instrumental in developing Regent’s
highly successful Executive Leadership Series and Clash of the Titans® debate.
