Job Summary:
H.B. Fleming is a growing geotechnical design/build subcontractor that completes projects in Maine, New Hampshire, Massachusetts, Vermont, and Connecticut. We work out of our home office in South Portland. The company has been known for decades for our pile driving, cofferdam, and marine work. Over the past several years we have expanded our specialties to include ground improvement, drilled shafts and other specialty geotechnical foundation types. The company is owned by two Registered Professional Engineers. We have a fulltime staff of about 50. We own a fleet of 12 cranes, 4 drills, 4 excavators, and a wide variety of support equipment.
The Human Resources Manager will lead and direct the routine functions of the Human Resources department including, hiring and interviewing staff, benefits, and leave, and enforcing company policies and practices.
Supervisory Responsibilities:
• Recruits, interviews, hires, and trains new staff in the department.
• Oversees the daily workflow of the department.
• Provides constructive and timely performance evaluations.
• Handles discipline and termination of employees in accordance with company policy.
Duties/Responsibilities:
• Oversees employee disciplinary meetings, terminations, and investigations.
• Maintains the work structure by updating job requirements and job descriptions for all positions.
• Supports staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; and recommending changes.
• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental mangers to understand skills and competencies required for openings.
• Conducts Job Evaluations
• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
• Implements employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; and designing and conducting educational programs on benefit programs.
• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
• Retains historical human resource records by designing a filing and retrieval system and keeping past and current records.
• Completes human resource operational requirements by scheduling and assigning employees and following up on work results.
• Advances human resource staff job results by counseling and disciplining employees, and planning, monitoring, and appraising job results.
• Performs other duties as assigned.

Education & Experience:
• Bachelor’s degree in Human Resources, Business Administration, or related field required.
• A minimum of three years of human resource management experience preferred.
• SHRM-CP or SHRM-SCP highly desired.
Physical Requirements:
• Prolonged periods of sitting at a desk and working on a computer.
• Must be able to navigate each department at the organization’s facilities.
