There are so many things wrong with this situation I don’t even know where to begin. But I’m going to go with their agent was a crook and not trained on laws concerning taking peoples money.
It’s very important when you book anywhere, even with a travel agent that you always get receipts for deposits and payments. My agent never collects money from clients. We make payments directly with the company and send you the receipt.

This is fraud and this agent is likley going to be charged with such. There are rules to working with peoples money. Make sure the travel agent you work with is trained on how to process payments and is trustworthy on your business.
