[Post-COVID Travel to Vietnam] Many friends have asked, generally, same questions.
1. One can enter Vietnam from Singapore as a Tourist on a 30-day tourist visa, THERE WILL BE NO EXTENSION.
2. One can enter on business visa (more than 30 days, multiple or single entry). The business visa can be extended or temporary resident card can be obtained (if needed).

[Situation in Vietnam] We are happy that people and coming in, but there are many who have to leave. Our observations and update as a foreign entrepreneur living with Việt Nam…

1. Notwithstanding that travels are easier now, we need to know that this is not the same as per-COVID days. Entering on tourist visa is restored but you plan to extend your stay as a tourist to do some work such as teachings, the situation has been changed.

2. Some who live in Việt Nam during COVID received extension of visa almost de facto then, today these people have to leave or have left if they are here on Tourist Visa.

3. Some so-called native language speakers who teach here without visa, work permit or resident card have been caught and been asked to leave Việt Nam. These “illegal” stayers are advised to come back with proper documentations but no one knows whether they will be back listed.

4. One specific case, a business partner was fined for hosting foreigners without business visa, work permit or resident card just last week (these foreigners were already on Việt Nam before COVID to “work” here. We helped this partner to acquire their business license, we obliged told them to do proper visas even when the workers are here for short projects more then 30 days. We have just obtained work visa for 3 Taiwanese engineers to start up an electronic manufacturing plant.

4. TBSS is experience and professional in business set up, business operations and administrations. During COVID, we had assisted 3 companies to start up, manage their operations and arranged their expert and investors to visit Việt Nam.

Several ministries have voiced support for the Ministry of Transport’s recommendation to resume international flights on December 15, saying the high vaccination rates have basically brought Covid-19 under control.

[Route to Normality] The need to be quarantized at designated or centralized location will be put to a stop for vaccinated travelers, but they will still need to carry out tests during isolation at home. The health ministry will submit a proposal to implement the reduced restrictions by 15 December.

The report also highlights that the Transport Ministry and Aviation Authority are working closely with other nations on Vaccine Passports to allow commercial flights. Meanwhile, only experts and business investors are granted entry, with some tourists who are on very strict itinenary have visited Vietnam.

[Vietnam On Omicron] There has been no restriction as yet. As usual, if you go to ask the Embassy, you will not get firmed reponses unless you are a Vietnamese requiring repatriation. We are aware that the queue is now months long. Other than this, you can only come to Vietnam via the Expert or Investor route.

[Route to Normality] Bars, KTV, disco and massage parlors opened two days ago in HCMC. Briefly after 2 days, they have been ordered to stop businesses due to sruge in COVID cases.

Interestingly, many of the shops and outlets have not opened for businesses but were preparing to do so. In many cases, most people were not even aware of the brief openings. The government has been swift in containing the spread of COVID.

The municipal administration decided to close these establishments just less than two days after resuming their operations

[Route to Normality] Eateries are allowed to operate till 10pm, in addition, customers can consume beers and alcohol too in low risk districts. Although this is only a trial, it is one step forward.

[Route to Normality] Before fully opening up for tourism, the domestic issues must be addressed. Beers and acohol were allowed on trial as the eateries were opened up, the trade department of HCMC has proposed beers and acohol to be allowed in all eateries.

As long as it is implemented with adequate safety measure, beers and acohol can be allowed in eateries, in our opinion.

Eateries in all districts should be allowed to serve alcohol, but under some conditions

[Tourism Has Began...] First group of foreign tourists after 2 years since locked down is coming to Hoi An..... Amercians, Japanese and Koreans are among the 1st group of visiting tourists who will be visiting or visited Cam Ranh, Nha Trang and Hoi An.

According to the report, the tourists are required to book tour packages with some designated travel agents.... and so, the door has opened.

Last week, Nha Trang and Cam Ranh also welcomed two flights from South Korea and Japan with 429 passengers

[Development on Returning With Vaccine Certificate] TBSS follows the development closely because we have Staff and Business Clients/Partners who are Singaporeans or from other nations. We are not a tour or travel-related company.

According to a report from MFA VN, vaccine certificates from additioanal 44 nations have been added to the approved list, make the total nations whose vaccine certificates to be recognized to 56 (https://thanhnien.vn/thoi-su/viet-nam-cong-nhan-giay-chung-nhan-tiem-chung-44-nuoc-chua-cho-khach-du-lich-nhapcanh-1432886.html). This will mean fully vaccinated travellers with appropriate certificate will only be subjected to 7-Day Quarantine. One needs to take PCR tests per mandate, pre-flight, during qurantine and prior to release.

TBSS has assisted some 30 travellers into Vietnam, including the notarization and legaiization of requirement documents, this includes the vaccine certificate.

[Return to Singapore] No, TBSS do not provide service for travellers from Vietnam back to Singapore because they do not need to. This is because the instructions are clear and straightforward. But, TBSS has advised many Singaporeans to travel back including one who had reached Singapore last evening.

Singapore has placed Vietnam as a high risk country, entering without vaccination into Singapore from Vietnam is tough but one can still arrange the travel without TBSS.

Vacinnated travellers are NOT treated equal too, if you are not a Singaporean or Permanent Resident, you need to apply for a Vaccinated Travel Pass (VTP^1) (from 8 September 2021) before you can enter Singapore via the Vaccinated Travel Lane^2.

[Update as of 22August2021] From 23/8/2021 0000 hour, further restriction will be implemented in HCMC. Areas in ALL districts are now categorized into different alert status. Residents in Yellow and Green areas are allowed to go to market once a week.

8 districts namely Thu Duc City, Districts 8, 12, Go Vap, Binh Tan, Binh Thanh, Binh Chanh and Hoc Mon are not allowed delivery at all, while other districts are allowed delivery, no inter-district delivery is allowed.

The military has been activated to assist in the management and control. Food will be supplied and delivered during the tightened lock-down.

HCMC will tighten its coronavirus restrictions starting August 23, requiring people to "stay where they are" amid persistent Covid-19 threats.

[Update on Lock-Down in HCMC] TBSS has received some updates from the ground and official channel, as follows:

1. The city lockdown is now extended to to 15th September, restricted movement out of residential areas, with valid reason within district and official permit out of district.
2. Night Curfew continues, from 6 pm until 6 am, no movement outside residential compounds are permitted.
3. 

Some essential business activites have been permitted to operate:

a. bakeries, tofu, noodle, noodle soup
b. notary services
c. security, maintenance and repair for offices, office buildings and apartments
d. insurance (adjustment and compensation)
e. air ticketing offices
f. private clinics
g. permitted “shippers“ with official permit
h. 25% of government offices
g. 100% hospitals and military

Comments:
a. Public is to limit leaving their houses except for essential activities. TBSS had observed police actions upon residents traveling such as being interrogated for valid reasons.
b. Within curfew hours only grocery workers, flight crews, food producers, medical staff, charity kitchens, postal workers, urban sanitation, traffic works, and public utilities are allowed on the road with official permits.
c. Service cars, emergency vehicles, taxis licensed for necessary travel, transport vehicles for epidermic control and essential supplies (including charity bag delivery) delivery
d. 12 petrol stations will be open around gateways in/out of city
e. Vaccination will be speed up to ensure the 70% vaccinated and least 15% with the second dose by 15 September.
f. home-based care for F0 patients
g. special focus for the following areas to control the epidemic and increase green zones: Can Gio, Cu Chi, Phu Nhuan, Nha Be, District 5, 7, 11.

[Update 17/5/2021] As HCMC continues the lockdown and curfew orders, many workers from the other provinces begin to experience the difficulties to live in the city, due to the lost income which cannot sustain the continual expenses for necessity. While many are traveling back to their hometown in the Southern via motorbikes, flights have also been arranged to bring the Central and Northern Vietnam.

The flight against the virus is not going to end so soon but that does not deter overseas travellers to enter Vietnam as an expert, business investor or business leaders, in addition to diplomats and students.

[Returning to Vietnam with Vaccination] TBSS is fully aware of the proceeding, our company has Singaporean staff living in Vietnam and travelling in and out of Vietnam.

The current situation is Vietnam government has approved Vaccination Certificate from the following 10 countries namely Poland, UAE, South Korea, Kazakhstan, Mongolia, Oman, Thailand, Romania, Japan and New Zealand.

If you are vaccinated by a country not in the approved list, you need to legalize your vaccinate certificate or notification by the Embassy or General Consulate of Vietnam in your country. TBSS has been legalizing and autheticating documents for travelers entering in Vietnam from Singapore. Approved vaccinated travellers entering Vietnam with 7-day quarantine instead of the usually 14 days. [You can be Vaccinated in Vietnam too] Dr Lee lives in Ho Chi Minh City, on 7 Aug, he received his 1st AZ dose. You can be vaccinated too if you are now in Vietnam.

A summary of Dr Lee's experience is as follows.
1. The vaccine is free from the Government of Vietnam and your immigration status is not a concern.
2. You have to check with your company and/or landlord/property management about getting registered (please be more on, go and ask). (Lee knew about the vaccination about 3 days he received the 1st dose, this includes requesting the vaccination form and then proceed to vaccination)
3. Lee then based on the instruction given by the property residents' committee to go for his jab. His other friends received SMS messages
4. The venue is usually within the ward one is living in, Lee went to a Kids' Center. You should go with your phone, passport, pen and maybe a bottle of water.
5. Depending on your luck, you could be jabbed in an hour or hours.
6. The health officer did not ask to see the passport at all, it is also alright if you do not speak Vietnamese like LEE.
7. There meducal form is in both Vietnamese and English. It is largely a health declaration, vaccine screening form and indemnation form. Of course, you need to write clearly especially your name and passport number.
8. The process is managed well, just like you have to queue. There are few stations: temperature check, form filling up, jab briefing and form checking.
9. Lee was informed the vaccine would be AZ, others did seem to bother. You can ask the the medical officer who handled your health declaration.
10. After injection, you have to rest for 30 minutes. They will call your name on a loudspeaker. Check your form which now stamped with 1st dose as AZ and you can go.
11. LEE will want his 2nd dose of AZ 4 weeks from the 7Aug2021.

[Situation Update] As of yesterday, the MOH confirmed a total of 101,173 cases of COVID-19 with 19,342 of the affected patients recovered and discharged from hospitals. Vietnam has also recorded 524 deaths due to the pandemic.

Ho Chi Minh City, Binh Duong, Tien Giang, D**g Nai, and Vinh Long Ninh among others are the latest community transmission provinces.

Ho Chi Minh City authorities have banned people from going outdoors at night from 6:00 pm to 6:00 am from July 26. All activities will be suspended except for emergencies and pandemic-related operations.

Vietnam received 3 million Moderna COVID-19 vaccines from the US through the COVAX program on July 24.
