SciTech Services is seeking a Facilities Coordinator with experience in construction management. Expert knowledge of construction management including building products, relevant rules, regulations and quality standards. Comprehensive understanding of all facets of the construction process and methods. Strong ability to develop plans and see the “big picture”. Competent in conflict and crisis management. Duties include but are not limited to:

Oversees and directs construction projects from concept to completion.
Conducts in-depth project reviews to schedule deliverables and estimate costs.
Monitors onsite compliance with building and safety regulations.
Coordinates and directs construction workers and subcontractors’ activities.
Ensures contractual conditions of performance are met.
Evaluates work progress daily and reports issues to management team.
Prepare internal and external reports pertaining to job status.
Analyze and mitigate risks to prevent problems and resolve any emerging ones.
Negotiates terms of agreements and obtain permits or licenses.

Ability to:

Oversee construction and maintenance operations performed by a variety of contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Perform maintenance work including estimating material and labor costs for a variety of projects, directing work operations, and relaying information to purchasing or supervisor.
Work from drawings and follow written procedures.
Work well in a team as well as independently.
Prioritize and perform multiple tasks.

Duties and Responsibilities:

Serves as a technical expert in areas relevant to the project. Must be able to demonstrate experience in supporting Environmental, Safety, and Hazardous Material solutions. Produces and reviews technical documentation reflecting detailed knowledge of specific technical area. Recommends measures to improve methods, performance, and quality of product or service, and suggests changes to increase efficiency.

Duties include but are not limited to:

Conducts inventories of hazardous materials in over industrial and lab facilities, to include all chemicals, batteries, compressed gas cylinders, and fuel tanks.
Provides annual report to satisfy Emergency Planning and Community Right-to-Know Act (EPCRA) requirements.
Works with scientists and engineers to find alternatives to hazardous chemicals and reduce the number of hazardous materials.
Maintains database of all chemicals used in the shops and labs, tracking quantities, locations, and associated safety data sheets.
Performs monthly inspections of Satellite Accumulation Areas, fire extinguishers, AEDs, and emergency lights.
Identifies safety deficiencies
Provides assistance to first responders during emergencies and Industrial Hygienists in evaluating the health and safety of employee work areas.
Accompanies representatives from the Environmental Protection Agency, State and Military organizations on inspections of facilities.

Qualifications:

Candidate must be a U.S. citizen and be eligible to obtain and maintain a DoD Secret Security clearance.
Bachelor’s desired (Environmental or Safety related, or related discipline)
Five (5) years of direct relevant technical experience may be substituted for education
Experience must be current within the last five (5) years.
Excellent interpersonal skills, ability to communicate both verbally and in writing, positive attitude
Microsoft Office experience required
Advanced communication skills interacting with government representatives as well as industry partners
Willingness to learn new things and take on new tasks.

Functional Title: Facility Attendant – NIDA

Location: Baltimore, Maryland.

Citizenship/Clearance requirement: Candidates must be a U.S. citizen, eligible to obtain and maintain a favorable suitability determination and pass a pre-employment drug screening.

To provide facility cleaning services for the staff and selected laboratories. Responsible for inventory monitoring, stocking, and submission of supply requests to project secretary. Provides facility cleaning services for the animal care facility, selected laboratories and offices.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Sweeps and mops all assigned lab and office areas and hallways, locker rooms, including floors, walls, ceilings, countertops and equipment. Uses approved chemicals in specified dilutions and approved cleaning tools and equipment. Send and receive laundry, and perform weekly uniform inventory
Collects trash from assigned rooms and replaces with clean can liners. Dispose of bundled trash in appropriate dumpsters/receptacles.
Monitors levels of cleaning supplies and requests replenishment as needed.
Thoroughly cleans all refrigerators in the animal care facility.
Ensures that all checklists and other records are complete in a timely fashion.
Performs all work assignments in accordance with guidelines established by federal, state and local regulatory agencies.
Receives deliveries, organizes supply room and maintains adequate levels of stock.
Provides a regular and predictable attendance schedule.
May assist in cagewash support.
Performs other job related duties as assigned.

QUALIFICATIONS:

Education: High school diploma or General Education Degree (G.E.D.)
Experience: No previous experience is required.
Other: Ability to read, write, understand and follow directions. Ability to recognize and communicate verbally and/or in writing, problems requiring the attention of high level personnel in a timely and appropriate manner.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to walk; use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to stand; sit; reach with hands and arms; and stoop, kneel, crouch, or crawl.
Specific vision abilities required by this job include close vision and the ability to adjust focus.
The employee must regularly lift up to 50 pounds and/or move racks and carts with supplies and equipment weighing more than 50 pounds.

WORK ENVIRONMENT:

General office working conditions, the noise level in the work environment is usually quiet.
While performing the duties of this job, the employee regularly works in high, precarious places and may be exposed to fumes or airborne particles. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/ or humid and temporarily hot or cold temperature conditions, toxic or caustic chemicals, biohazardous materials / agents, infectious disease, and risk of electric shock.
The noise level in the work environment is usually moderate.

Description and Primary Duties:
The technical assistant advocate (TAA) will support the Army’s Small Business Innovation Research (SBIR) program by being a liaison between the SBIR program office in Aberdeen, Maryland, and the Army’s R&D organizations. The primary role of the TAA is to interact with laboratories, program managers, small-business SBIR awardees, and prime contractors; both to assist in developing promising technologies and to assist in transitioning into Army programs – programs of records, technology demonstrations, quick reaction programs, etc. The liaison also needs to understand the DoD/Army acquisition process, and be able speak the language of technology insertion, PORs, milestones, and technology refresh.
The TAA will also provide general technical assistance to small-business awardees, with a goal of improving the success of their programs and to assist in identifying transition opportunities. The TAA will help identify potential customers, be a matchmaker between the small business and the customers and be a facilitator. The TAA will also be an advocate for the small business, with the overall goal of getting the technology into a program of record. The TAA may also assist both the small businesses and the customers in understanding risks, funding issues, acquisition/business processes, and technology gaps. The TAA will assist the Government customers in identifying promising transition opportunities and deciding which SBIR programs will move forward from Phase I into Phase II and beyond.

Qualifications:
Advanced technical degree(s) in Engineering, Physical Sciences, or Information Technology and at least 5 years of relevant experience in DOD acquisition or science and technology (S&T).

Current, active SECRET clearance.
Advanced management, analytical and technical skills, with a keen and diverse understanding of scientific, mathematical and engineering principles.
Exceptional written and oral communication skills.

Qualifications (Desired):
Experience with the Army acquisition programs, and particularly with US Army Soldier Center and the Program Executive Officer Soldier.
Understanding of how new technology fits into Army programs, and the ability to work with the labs, program managers, and prime contractors to work technology into their programs.

Ability to develop and maintain a professional network within the Army acquisition community, especially senior management in the Government labs, program offices, and the S&T community.
