Advanced Civil Technologies (ACT) Consulting is a group of professional engineers with extensive experience in highway design, public works, and transportation engineering. Incorporated in 1996, ACT has the resources and expertise to deliver quality work for projects of any size. We have significant experience working with Caltrans Districts 7, 8, & 12; LA Metro, RCTC, SANBAG, OCTA, TCA; Counties

of Orange, Riverside, and Los Angeles, and multiple cities. ACT is familiar with the constraints and challenges of projects involving highways, local arterials, interchanges, and intersections. Our team has provided comprehensive support on major highway design and urban transportation projects throughout Southern California. Because of the range of projects that we have worked on, we have extensive experience and familiarity with Caltrans design policies and procedures. We also have successfully completed projects for Cities and municipalities that have given us insight into their requirements and expectations. ACT's principals are committed to making our clients' needs our first priority. Because of our efficient size, we are able to provide cost-effective delivery, localized decision making, and immediate responsiveness. We will stop at nothing to deliver high-quality, efficient, and community-sensitive planning and design projects.

ACT is pleased to announce the completion of construction of the I-10/Alabama Street Improvement Project in Redlands, California. The project improvements were delivered to address several concerns at the I-10/Alabama Street interchange. Vehicle queues at off-ramps and overall traffic volumes are projected to significantly increase, resulting in unacceptable levels of service by 2042 unless improvements are constructed.

The project has addressed these concerns by constructing widened off-ramps in both directions of I-10 and widening Alabama Street to implement turn pockets serving both interchange on-ramps. Additional improvements included upgraded pedestrian facilities to comply with the Americans with Disabilities Act, 4-ft bicycle lanes, and several new retaining walls.

Our firm served as the prime consultant for the Project Study Report-Project Development Support (PSR-PDS), Project Approval/Environmental Document (PA/ED), and Plans, Specifications and Estimate (PS&E) phases of the project, then provided design support services throughout the construction phase. During all four phases, ACT worked closely with SBCTA, Caltrans, and the City of Redlands to deliver the improvements as expeditiously as possible, on schedule, within budget, and with very few changes during the construction phase. The PSR-PDS was approved two months ahead of schedule by working closely with Caltrans to obtain early buy-in on the design concepts. Additionally, the ACT team overlapped the PA/ED and PS&E phases by submitting the PA/ED-phase plans as the Geometric Approval Drawings shortly after the Project Report was signed. This approach allowed the PS&E phase to begin the same month that the PA/ED phase concluded.

ACT is proud to have successfully delivered the I-10/Alabama Street interchange improvements as a community-needed project. Ultimately, ACT was successful in delivering the project with no impact to right-of-way or utilities.

ACT is leading the preparation of the PS&E package for Segment 4 of Caltrans District 12’s Multi-Asset Project on SR-91 between SR-55 and the Lakeview Avenue interchange. This project will construct a variety of improvements, including pavement rehabilitation, safety improvements, and Traffic Management System upgrades. Ultimately, Segment 4 will be combined with Segment 1 of the OCTA-sponsored SR-91 Improvement Project, and our team is partnering extensively with Caltrans and the OCTA design teams to ensure the improvements seamlessly integrate into a single construction contract.

Advanced Civil Technologies is improving safety for Central California travelers by supporting the delivery of the PS&E for rumble strips on SR-201 in Tulare County. These rumble strips will be constructed for approximately five miles and will warn motorists they are leaving the highway, reducing the number of run-off-road incidents. Our team has provided numerous services, including the preparation of layouts, traffic handling plans, utility plans, and electrical plans for two census stations.

In 2022, Advanced Civil Technologies successfully completed the final design of over 260 lane-miles of pavement rehabilitation for State highways, arterials, collector streets, and local roads in Southern California. These rehabilitations included numerous other improvements, such as ADA-compliant curb ramps and Complete Streets elements, traffic signal replacements, drainage upgrades, and median barrier replacement.
