II. MECHANICS:

• The contest is open to all Palaweños residing in Puerto Princesa City and Palawan. Limited to one entry per participant.

• The reels videos must be about the West Philippine Sea focusing on its significance on economic (food security, livelihood, energy, tourism); environmental (preservation and protection of marine biodiversity and natural resources); cultural; and geopolitical aspects to inspire a collective commitment to safeguarding the WPS for the benefit of present and future generations.

• Registration of participants is through [email protected]. Registration starts from December 4-6, 2023.

• Participants will submit their initial entries using video materials which will provided by the organizers, supplemented by contents from the internet.
Entries must be submitted to the email address: [email protected] via Google Drive, on or before December 11, 2023. Video Entries must indicate the following details in the file name: WPS Reels Video, Full Name or Association/Organization Name, Contact number.

• Language to be used must be in English/Filipino or local dialect with English subtitle and music should be free from copyright.

• Reels should not contain any offensive, threatening, misleading, false, defamatory, scandalous, and derogatory remarks towards any person or community.

• The length of the video must be at least 1 minute and shall not exceed 2 minutes. It must be submitted in digital format (mp4). As per Reel format, the video should be made vertically and not horizontally.

• The Top 10 entries will be selected and will have the exclusive opportunity to tour Kalayaan, specifically Pag-asa Island, to gain firsthand experience and capture original footages to enhance the authenticity of their videos. Subsequently, additional video entries will be submitted by the top 10 participants, which will be featured on the Palawan Provincial Government's Official page (https://www.facebook.com/PalawanPio) for public viewing and online voting on from January 24, 2024 to February 4, 2024. Only heart reactions and shares will be counted during online voting.

• Final top 3 will be selected from the videos submitted by the top 10 participants, based on predetermined criteria.

• The decision of the organizing committee and the Board of Judges are final and irrevocable.

• By submitting an entry, participants shall agree to allow the Organizing Committee to reproduce, distribute, display, and create derivative works of the winning or non-winning entries for educational and promotional purposes in any media platform at any time.

• Members of the organizing committee and active Armed Forces of the Philippines (AFP) military personnel are disqualified from participating in the competition.

• The Organizing Committee reserves the right to disqualify entries that are not in line with the contest mechanics.

• Participants representing the Top 10 Entries will attend the awarding ceremony on February 11, 2024 at 3pm., in SM Puerto Princesa City, Palawan. TOP 3 entries will be announced during awarding ceremony

• Criteria: (100% total)

1. People’s Choice: - Online voting using “Heart reacts” and “shares”. 20%

2. Alignment with Theme and Message: The extent to which the reels video reflects the theme of the West Philippine Sea and its significance on economic, environmental, cultural, and geopolitical aspects to inspire a collective commitment to safeguarding the WPS for the benefit of present and future generations - 20%

3. Creative Concept and Ex*****on: The creativity, originality, and effectiveness in conveying the message and capturing the attention of the audience - 20%

4. Accuracy of Data and Information: The reliability and accuracy of data, facts, and information presented in the reels video - 15%


5. Relevance and Emotional Impact: The ability of the reels video to evoke emotions, raise awareness, and inspire a commitment to safeguarding the WPS - 15%

6. Audio and Video Quality: The overall audio and visual appeals, cinematography, editing, and technical quality of the reels video - 10%
