CEBU PACIFIC:

Unaccompanied Minors are “Children, whose age is authorized by the Carrier to travel alone, must be accompanied to the airport at the time of departure by an adult. Such adult must give satisfactory assurance to the Carrier that another adult will meet the child at the airport destination. Advance notice must be established to make the proper reservations and arrangements for the passenger. The Carrier may require satisfactory evidence establishing the child’s age.”

2.1.1 POLICY AND APPLICATION
A. Children of seven (7) to below fifteen (15) years of age on the date of travel are allowed to travel provided an Passenger Handling Form (PHF) Form is duly accomplished and minor is endorsed by parent/s or guardian at check-in.
Children less than seven (7) years old may only be accepted to travel if they are accompanied by at least an eighteen (18) year old.

B. Children who have reached their 15th may check-in unaccompanied on both domestic and international flights.

C. Date of Birth (DOB) must be clearly indicated in the Passenger Name Record (PNR).

D. UM passenger must be confirmed on all sectors of flight until destination.

E. For UM passenger traveling to/from Davao, the parent or guardian must secure the permit to travel from the City Social Services and Development Office (CSSDO) prior to commencement of journey. This is in compliance with the Davao City Ordinance no. 2491 of 1996 “Comprehensive Children and Family Support System in Davao City, otherwise known as Davao City Children’s Welfare Code as amended by City Ordinance no. 0292- 06/03005-00 Series of 2006. The permit to travel is required for UM passengers below fifteen (15) years old.

However, if the child is traveling with both or any of his/her parents, the permit is not necessary provided a valid document (e.g. birth certificate, valid ID) is presented to prove of the minor’s relation.
Requirements when securing the permit to travel from CSSDO:

1. Birth certificate of the minor (original and photocopy)

2. Barangay clearance issued by the Punong Barangay – stating that the barangay has knowledge of the travel plans of the minor

3. Written parental consent attested by the Punong Barangay (if no parents, consent shall be made by the grandparents or the eldest sibling)

4. Identification card of the minor (original and photocopy)

5. Identification card of the authorized person who will accompany the child in his travels (original and photocopy)

F. For Philippine born children, if they are to travel as UM on an international flight, the Department of Social Welfare and Development (DSWD) travel clearance shall be required during check-in.

A travel clearance is a document issued by the DSWD to a Filipino child (below 18 years of age) traveling alone to a foreign country or with someone other than his/her parents or legal guardian. The permit states that: It is with full knowledge of the parents that the child is travelling out of the country.

Exemptions:
1. A minor traveling to a foreign country with either parent or with his or her solo parent or legal guardian.

2. A minor traveling abroad whose parents are in the Foreign Service or living abroad or are immigrants, provide he/she is holding a valid pass such as a dependents visa/pass/identification card or permanent resident visa/pass/identification card which serves as proof that he/she is living with parents abroad and their travel does not constitute child trafficking.

TRAZE CONTACT TRACING APP REQUIREMENT

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City also offers Antigen testing. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL testing center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay. Starting January 15, 2021, passengers may also pre-pay for their COVID-19 tests online.

Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.9% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.
